This special meeting of the Bangor City Council was called to order by City Solicitor David Sepchak at 5:15 PM on September 15, 2025. The sole agenda item was the election of a council chair for the remainder of the 2024-25 council year.

Good evening, it's 5 15 on September 15, 2025. I'm David Sepchak, uh, the Bangor City solicitor, and I'm calling to order the special meeting uh of the Bangor City Council. At this time, I'd ask our director of engineering, Jeff Davis to lead us in the Pledge of Allegiance. The United States of America for which it stands. One nation under God, indivisible law with liberty and justice for a while. The only item on this evening's agenda is uh new business order uh 25-271 to elect a council chair for the remainder of the 2024-25 council year. So at this time I call for nominations to serve as city council chair for the ensuing year. Uh each member of the council will be permitted to nominate one person. Nominations do not require a second, and if a nominee wishes to decline the nomination, that person we would ask that that person do so at the time of the nomination. Uh Councilor Tremple. I'd like to nominate nominate Councilor Fournier. Any other nominations. I'd like to nominate myself. Two nominations. Any other nominations? Um at this time I would call for a motion to close the nominations. So moved. Second. Without a doubt, uh nominations are closed. So at this time, uh ask the if either of the nominees would like to present a statement of qualifications to serve as the council chair. I guess I would I would ask uh councillor Fournier if you if you want to make a statement of qualifications. Yeah, qualifications. Um I've served as mayor for two years uh previously. Um I um really wasn't prepared to speak too much to that it's option on that, yeah. Um so with that uh thank you. Councilor Beck, would you like to make a statement of qualifications? Uh I would, thank you. Um of course it's a time of uh unprecedented transition, and I'd like the opportunity to serve as council chair. Uh I believe I've I've already demonstrated I'm capable of doing the work um between my speaking at Teresa's place for the ribbon cutting, uh speaking at the Cedar Falls Mobile Home celebration when they bought their park, uh the Bright Beginnings Child Care Center, groundbreaking. I spoke at that event, as well as throughout the first pitch at Taylor Field. And these under the under the lights, and these are all projects made possible by this body in this city, and I'm incredibly proud of that. Um taking initiative this year. Uh I know it's my first year on council, but uh participating in listening to these sessions uh with those uh in recovery from substance use, uh, as well as with our unhoused neighbors. And uh just us last week I attended the main affordable housing conference. And inside this chamber, I believe everyone here has witnessed my dedication to policy and procedure. And I'm offering steady, fair, collaborative leadership as we finish our year of building, and I'm asking for your vote to serve on as the city council chair. Thank you. At this time, I would um uh provide give the uh uh city clerk the opportunity to uh read the nominee names and call the role. When I call your name, please state which candidate you want to vote for, Councillor Beck. Councilor Beck. Council Dean. Councillor Fournier, Councillor Fish.
