The Belgrade City Council met on September 2, 2025, to conduct a series of public hearings and discussions, primarily focused on fiscal year 2025 and 2026 budgets, a new street tree and forestry service fee, and an ordinance clarifying city manager authority. The meeting also featured significant public testimony regarding police conduct and tax increases. Key actions included adopting the FY2026 budget, approving a contentious tree fee on a 4-3 vote with the mayor breaking a tie, and provisionally adopting an ordinance to clarify city manager delegation and civil litigation authority.

There will be an opportunity in conjunction with each agenda item for comments pertaining to that item. Please note that the City Council may not engage in discussions or responses to questions during this time. So at this time uh we'll call for first call for public forum. Good evening, Council members and mayor. My name is Virginia Brown, and I live at 720 Northern Pacific Avenue in Belgrade. I am here tonight to say that I am opposed to any increases in taxes to the taxpayers. I appreciate that the budget does not does not include new staff, but 70% of the budget is for salaries and benefits. If I felt the quality of my life was improving in Belgrade, I might consider saying yes, but no longer. In the past, I have always voted yes for Mills. I have been neglecting my duty as a citizen of Belgrade. During this time, changes have taken place. Like we can no longer park a camper, RV, bus, trailer, or commercial vehicle in front of our house for longer than the time to load and unload. This is not right. We are charged $50 if our water bill is one day late. People forget. I know I often do. Then there are the police officers in this town. We have approximately 1,200, or excuse me, 12,509 people, but have 26 or 28 officers. Seriously, here is one way to make cuts. My issue with the police are as follow. Back to school night, I parked in a no parking zone. I honestly thought I was far enough forward, along with several other parents. I paid the fine, but the next day the code enforcement officer was parked in the same no parking zone for several minutes. There is a video of this.
