4:01

Good evening, Mayor and Council.

4:03

Um, we did need to make an amendment to the master fee schedule.

4:07

The only fee that actually changed here was we added a fee for utility modeling.

4:11

It is currently set where we will charge the vendor's fee to us plus a 10% administration fee, and then we went ahead and included an in-house cost of $250 an hour for when we're able to provide that service from

here.

Speaker 4

4:24

The other changes here, we made minor like pennies adjustments to the library fees, and that's just gonna help us track the copies and faxes.

Unassigned speaker

4:35

Um and then the sidewalk right-of-way fees were originally put in as square feet.

Speaker 4

4:41

We've altered those to linear feet, but the cost remained the same.

4:45

Um, and then we took out the major and minor categories in the individual engineering subdivision plat review so that there's just one category for that now, kind of like we did with the permitting because of Malupa.

4:59

And then we had a line for backflow protection that should have been included in a different line.

5:03

So we moved that up and put it in with the others.

Unassigned speaker

5:06

And then we will have on November 17th one more fee to adjust, and then we should be done amending this fee schedule.

Unassigned speaker

5:13

That's all I have for you.

Speaker 3

5:15

It was fun reading.

Speaker 1

5:25

I think that all makes sense, but in the building inspection fees under fire detection and alarm system.

5:32

Once you hit, what is it?

5:34

If I get my lines right, up to 200,000 square feet, it seemed to the cost dropped, and maybe it's just based on units, like the those two lines one, because a hundred thousand to two hundred thousand square feet, it says two thousand sixty-two, and then two hundred to four hundred says fifteen hundred dollars, and then over 400 square feet says 19 cents, which I was assuming that was like maybe on a graduated scale.

6:08

But those were the two lines that I happened to notice when I was perusing.

Speaker 4

6:12

I do not off the top of my head have a reason why that is that way, but I will confirm that it is correct, and that is how it is supposed to be before we do the next amendment.

6:22

That way, if there is something off, we can fix it then.

6:25

Though what those are um a lot of that is actually contracted out, so that is their rates plus our admin markup.

6:34

So anything else?

Speaker 1

6:40

Any other technical questions for charity?

Speaker 2

6:46

Thank

Summary of Proceedings

Belgrade City Council Meeting - October 20, 2026

The Belgrade City Council met on October 20, 2026, to consider a fee schedule amendment, adopt the 2026 Transportation Master Plan, and authorize a joint resolution on behavioral health. All items were approved unanimously.

Mayoral Proclamation

  • Mayor proclaimed November 1, 2026 as "Extra Mile Day" in Belgrade.

Public Hearing: Resolution 2026-24 - Amending FY27 Master Fee Schedule

  • City staff (Ms. Finn Kirk) presented amendments including: adding a fee for utility modeling (vendor fee plus 10% admin fee or $250/hour in-house), minor adjustments to library fees, changing sidewalk right-of-way fees from square feet to linear feet (cost unchanged), consolidating engineering subdivision plat review categories, and moving a backflow protection line. Councilmember Simon noted a possible inconsistency in fire detection/alarm system fees where cost dropped for larger square footages; staff will verify before next amendment.
  • No public comment. The resolution was adopted unanimously.

Discussion Items

2026 Transportation Master Plan Adoption

  • City engineer presented the plan, developed with Cushing Terrell and Fair & Pears. Updated after September council feedback to include references to rail crossing quiet zones, snow storage in street design, and traffic calming options mindful of snow removal.
  • Council members praised the document as thorough and well-put-together, noting it provides a framework for project allocation.
  • A comment from Featherstone Mill Center was received and added to the record.
  • The plan was adopted unanimously.

Joint Resolution Declaring Behavioral Health a Shared Regional Priority

  • Mayor reported collaboration with Bozeman Mayor Morrison and Gallatin County Commissioner Zach Brown to address behavioral health gaps. The resolution recognizes the issue affects all jurisdictions and often falls to first responders. It does not commit to specific projects but signals regional cooperation.
  • Council members expressed support, noting high suicide rates in Montana, especially among youth, and the impact on first responders themselves.
  • No public comment. Council authorized the mayor to sign the resolution on behalf of Belgrade at a future date with Bozeman and Gallatin County. Passed unanimously.

Reports

  • Mayor reported attending the Montana League of Cities and Towns conference.
  • Assistant city manager noted Burlington Northern work at Jackrabbit crossing, ICMA conference attendance, cancellation of October 26 Planning Commission meeting, and encouraged voting on November 3.
  • Council members gave updates, including appreciation for public works leaf pickup and a tour of water facilities.

Key Outcomes

  • Adopted Resolution 2026-24 amending the FY27 Master Fee Schedule (unanimous).
  • Adopted the 2026 Transportation Master Plan (unanimous).
  • Authorized the mayor to sign the joint resolution on behavioral health (unanimous).
  • Meeting adjourned.
