The Beloit City Council met in regular session at City Hall Forum, 100 State Street, Beloit, WI, on Monday, October 19, 2026, at 6:00 PM. The agenda included proclamations, four public hearings on 2027 budgets and transit fares, public comment, the consent agenda, ordinance second readings, appointments, and routine reports. No minutes were available, and the raw transcript is heavily garbled; this summary reports what can be identified and flags uncertain figures rather than inferring results.
2027 Operating, Library, and Capital Improvements Proposed Budgets: The transcript indicates a staff presentation on the proposed 2027 budget. As transcribed, the proposal was described as an increase of $13 million over the 2026 adopted budget, with a percentage increase transcribed as 'several and a half percent.' It also references an increase of about $1.5 million to $42.3 million and a $7 million increase in total enterprise funds, though the exact labels are unclear. Staff also described adding a full-time fire inspector, additional fire department staffing, bringing over town employees, reinstating a golf course ranger, reviewing parking and enterprise fees, and not increasing the overall 'home code three' rate, which may refer to the levy or mill rate.
2027 HOME Budget: This hearing was listed on the agenda, but no clearly identifiable HOME-specific discussion appears in the transcript.
2027 CDBG Budget and Annual Action Plan: A staff presentation described the CDBG process as part of the 2027 Annual Action Plan and the five-year Consolidated Plan, developed with public meetings and local funding priorities. The transcript cites what appears to be an estimated 2027 CDBG grant of $550,146, about $75,000 in program income, total available funding of $645,846, a public service cap of $93,877, administration of $125,169, and a mentioned maximum of $2,159 in an unclear context. It also appears to reference 2026 CDBG monitoring that had not yet occurred as of the meeting and was expected the following week. Allocation figures are garbled but appear to include amounts such as $38,000 for services, $12,369 for neighborhood resilience, and $10,000 for neighborhood programs, split as $5,000 to each of two neighborhoods, with $70,000 of that funding coming from program income.
Proposed Beloit Transit Fare Adjustments: This hearing was listed on the agenda, but no clearly identifiable transit-fare discussion appears in the transcript.
Ordinances: Ordinance No. 3921, amending the Zoning District Map for 2325 Murphy Woods Road, was listed for second reading; the agenda records a Plan Commission recommendation for approval of 4-0. Ordinance No. 3923, amending Code of General Ordinances sections 11.05(2)(f)(4)(e) and 11.05(2)(f)(5)(f) on obstructions or encroachments, was also listed for second reading. No council vote outcomes are identifiable in the transcript.
Licenses, Appointments, and Reports: The agenda included licenses, appointments to city boards/commissions, council member activities, a city manager presentation, and reports from boards and officers. The transcript does not contain identifiable discussion of these items.

And California and how we do that is possible to read the day right around why it's more pretty. So the publicity for the 2027 operation of C is proposing an increase of $13 million over the 2026 adopting budget with several and a half percent. California is going to increase about one and a half million up to 42.3 million. And the total enterprise funds will be actually increased by 7 million dollars of 22. That is directly related to the annual enterprise funding into the studio funds. We're looking to add a few resources, uh, resources. We're looking to add a full-time fire inspector for next year, which is directly needed to cloud basing. And obviously, with that competitive, we're going to have multiple pays in the fire department's staffing, um, bringing over the town employees. And then we are reinstating golf course golf course ranger, and then we do have throughout the year uh allocation to different staff like this in the case of funding. Um related to our parking rights program and 203 fees is trying to office the operating cost and particularly funding. Um we basically look at those every year to try to increase those fees and try to offer costs and we built all the costs and maybe seven again and money three. We're also looking at increase by 25 uh from 75 um because of stability and better end. Um looking at the 50 and then you can say you probably or another enterprise five where they're gonna increase the euro rate of three, four, five percent of the residential commercial and that you uh calculated.
