On Monday, June 22, 2026, the Beverly City Council held a special meeting at 6:00 p.m. to conduct a public hearing on Mayor Kay Hill's proposed Fiscal Year 2027 budget. The meeting also included a referral of the budget from the Finance and Property subcommittee to the full council and concluded with a motion to enter executive session to discuss collective bargaining and litigation. The final vote on the budget is scheduled for the following evening, June 23, 2026.
Proposed FY27 budget. That is the main agenda item for this evening for the city council. And so before I officially call the meeting to order, I will uh as I try to do all the time when we have a meeting. Just explain a little bit about what's before us this evening. That way it's easier, I think, for for folks to follow, and especially if folks are on their way here joining or listening to Bev Cam. Um, everyone will be sort of in the loop on what's before us this evening. So, first of all, having mentioned BEVCAM, I will say thanks to Kim and the Bev Cam booth as always for keeping our meetings streaming and accessible for everyone to be able to follow along or to join. Thank you to folks who are joining us here in person this evening in the council chamber. And thank you for folks who are uh going to be coming and joining us throughout the evening, I'm sure. We do have our public hearing on the proposed FY27 budget. I will mention this again once I call the meeting to order, but if you're here as a member of the public to speak on that budget, um the sign-up sheet is over here where folks are already headed in signing up. You can add your name and we will take public comment in that hearing in the order that it is signed up on the sheet. We also have uh just a couple other matters, business matters, um, including counselors and executive session at the end of the evening. I'll say more about that when we come to it. Um with that, I'll officially call to order this special meeting of the Beverly City Council Monday, June 22nd, 2026, 6 o'clock p.m. Ms. Kent, will you please call the roll? Crawley? Here Feldman here, Houseman? Here, Malady? Here, Rotundo? Yeah, Sonia Spang, St. Hilaire, and Flowers here. Thank you, Ms. Kent. Uh, Councillor Mullady, will you lead us in the Pledge of Allegiance, please? I pledge allegiance to the flag of the United States of America and to the Republicans organization under God. Thank you very much, Councillor Mullady. So, as folks are joining us, I will just mention again that if you're here and you'd like to speak in the public hearing on the proposed FY27 budget. There is a sign-up sheet on the table to my right, to your left if you're here in the council chamber, and you can get up and add your name to that sheet. Um, and we will take public comment in the order that folks have signed up to speak. I do want to just mention uh members of our city staff and administration who are here. Um, Mayor Kay Hill is here with us this evening. Thank you, Mayor, for being here. Our city finance director, Mr. Brian Ailes, is here with us this evening. Thank you, Mr. Ailes, as well as our city solicitor, Beth Old Mixon is here with us this evening. Thank you, solicitor for joining us. Our city council budget analyst, Mr. Jerry Perry is here this evening. Thank you, Mr. Perry, for being here. And I do uh note that Ward uh sorry, District B school committee member as well as school committee president Lorenda Visnake is here in her familiar back row seat there. Thanks for being here with us as well this evening, and thanks to members of the public who have joined us. Um we do have a public hearing that we will open momentarily, but counselors, I would entertain a motion to take our agenda slightly out of order for it's a housekeeping need really. Uh finance and property needs to refer this budget back to the full council for the purpose of this public hearing. Um, and so our agenda is listed opposite. I'd like a motion to take it out of order so we can take care of that. So all those in favor.
