13:53

Um as you can see, we have uh our leadership staff here today to answer any questions that you might have.

14:00

Uh I do want to take uh a few minutes to just thank our finance team, Jerry Methurn and Nate Colpitz, um, who assisted with this Herculean endeavor.

14:12

Uh so what we have for you today, I will just be going through an overview.

14:17

Sorry, let me put this in um presentation mode for you here.

14:21

There we go.

Unassigned speaker

14:27

So

Speaker 2

14:27

we'll go through a general summary of the uh preliminary budget.

14:32

We'll do some budget highlights.

14:33

I want to run through what our assumptions are for the numbers that we uh present to you today and some outstanding topics uh to discuss at a later date.

14:44

So just to level set, the preliminary overview um that you'll receive today on this proposed budget really is early, early projections on a revenue and estimated expenditures.

Unassigned speaker

15:00

There's uh a number of things that we need to factor into the overall budget including the school budget which we don't have yet that will be presented to you on the 17th.

Speaker 2

15:05

So just keep in mind that this is just a rough overview.

15:09

There has been, as you know, significant turnover in both our finance department and in management and administration.

15:17

Given that between the fiscal year 26 preparation and this year's fiscal year 27 budget preparation there has been a lot of change in how we're doing the work, how we're looking at those numbers, how we're pulling those numbers, I think that's all going to factor in and for you to just keep in the back of your heads as we go through these numbers.

15:38

That's why we're asking for some additional time to verify the numbers that exist in our MUNIS system and you know cross-reference it with what has been proposed to the previous council in fiscal year 26.

15:51

So we need that time to verify and we will get full budget workbooks out to everybody as soon as they're available and we're hoping to have those too by next week definitely in advance of the department head presentations that you'll see on the 24th and the 26th.

16:05

So a note about that previously for those of you who were on the council before you might notice a different format for for the way you're receiving the budget and looking at the budget workbook and the worksheets.

16:20

Previously the administration was using some manual spreadsheets with a lot of tabs at the bottom we made a decision this year to move this into Munis and use MUNIS as our system of record to export the the data that's in there, the budget that's in there and so you might find if you looked at old spreadsheets versus new spreadsheets there's some discrepancies there.

16:42

So I just wanted to notate that just to again level set.

16:46

We're doing the transition over to MUNIS just because again it is our financial system of record I think it will provide better transparency and better accuracy when you're not relying on you know um human calculations as opposed to software calculations of the numbers now in preparing this budget we we started off you know when I came on board in in the fall we did um some retreats with department heads we also had subsequent strategic planning sessions to talk through all the challenges all the gaps that we had as a city and they've continued to be our conversations moving forward into this budget preparation.

17:28

I think what was noted to the staff was we understand that we need to tighten our belts this year.

17:33

I uh we understand that there was a significant increase in in the tax rate and property tax bills for individuals many of you came to this council on the platform of trying not to increase those taxes and so I think this is part of the discussion we'll have as we go through this budget session, budget preparation and look at those numbers.

17:54

So we told staff really we need to limit any new programs, anything beyond base budget.

18:00

And so what you'll see is just very limited in terms of any proposals of a new program but we really had to focus on true up some of the base budget numbers that we had, making sure that what had been budgeted or what had been approved in the previous year was in fact in the system that we're trueing up those numbers.

18:21

Past budgets don't reflect the full scope of the needs in areas like legal review, auditing services as you know, consulting services so you'll see some year over year increases that are abnormally large and that's because they weren't in the posted budget at the time back in you know May of 2025 those things hadn't been realized yet and we're comparing to those numbers that were presented at that time as opposed to the adjusted budget.

18:50

So like I said the full review of the fiscal year budget will be provided at the earliest opportunity.

18:59

Now you have in front of you the budget presentation I know it's a little bit hard to read the screens when we're um we're talking about a lot of numbers but we we prepared this for you tonight just so that you can see the full budget in all its glory with all of the the the new staff the one new program that we're proposing and the additional staffing that we're proposing so that you can get an idea of what that number looks like.

19:24

We're talking about a 12.5% preliminary increase in our general fund expenditures.

Speaker 4

19:32

Are we are we taking any input during the presentation or we wait until the end?

Biddeford Budget Committee Meeting: FY27 Preliminary Budget Presentation - March 10, 2026

The Biddeford Budget Committee met on March 10, 2026, to begin discussions on the Fiscal Year 2027 (FY27) budget. City Manager presented a preliminary overview showing a 12.5% increase in general fund expenditures, driven largely by personnel costs, contractual obligations, and under-budgeted items from prior years. Councilors expressed significant concern about the impact on taxpayers, with some noting that cumulative increases over the past five years could approach 50%. No public comments were received, and no formal votes were taken, but the committee outlined next steps for department head reviews and a series of budget meetings leading to final adoption in May.

Discussion Items

  • Preliminary Budget Overview: City Manager presented a 12.5% preliminary increase in general fund expenditures, noting that much of this is due to truing up base budgets, collective bargaining agreement impacts (fire: 4% increase plus steps; police overtime up 95% due to understaffing), and correcting clerical errors (e.g., under-budgeted county tax by $88,000, fire CBA shortfall of $210,000). Excluding new programs and staffing, the increase would be 11%; further cutting $500,000 from municipal social services could bring it to 10%.
  • Revenue Projections: Total revenues are projected to decrease by 1.8% compared to FY26, driven by a 1.49% decline in state revenue sharing and lower investment income (down 8%). The city is waiting for completion of FY24 and FY25 audits to finalize fund balance estimates.
  • New Staffing Proposals: Four and a half new positions were proposed: a transportation planner (funded by eliminating a hydraulic engineer position), an assistant planner, a city hall receptionist, an additional clerk for motor vehicle/ business licensing, and a half-time fire administrative clerk. These are part of the 12.5% increase.
  • New Program: Wellness on Wheels: An alternative response initiative for non-emergency health and behavioral health calls, with first-year implementation costs of $204,110 and full-year costs of $329,000. The program would include 3.5 staff and a mobile health unit.
  • Municipal Social Services: 32 organizations requested $1,646,600 (up 19.6%). City Manager recommended paring this down by $500,000. Councilors debated whether to schedule presentations from these organizations early in the process or later; after discussion, the pre-scheduled presentations were kept as planned (next Thursday).
  • Assessing Certification Change: The assessing office certified properties at 88% ratio this year (down from 98%), which will affect property values and tax calculations, potentially leading to additional automatic increases for taxpayers.
  • School Budget: Superintendent Ray will present the school budget on March 17, with an expected increase of no more than $1 million.
  • Budget Timeline: Key dates include department head presentations (March 24 and 26), public hearings in April, first readings in May, and final adoption by May 19 (or June 30 at the latest).

Key Outcomes

  • No formal votes were taken at this preliminary session.
  • The Budget Committee will continue with scheduled department head presentations on March 24 and 26, and municipal social service presentations on March 12 (or soon after).
  • Councilors requested additional information: a list of pending development projects that could be incentivized to start (to increase tax revenue), a detailed explanation of the assessing certification change, and a breakdown of items that were under-budgeted in previous years.
  • The city manager will provide full budget workbooks to councilors by the next week, before the department head reviews.
