And uh couple little things on updates.

So we we're expecting some some weather uh tomorrow and Friday.

So we've got a little rescheduling of some parades, but I want to bring one little note up from uh sports book review.

I think they took the top 140 something uh uh uh recreation facilities around the country, and we were ranked 8th.

And I think there was only out of you know the the top uh recreation areas right in our second season, right?

This is our second season, and uh I think there was only one other stockbill that was only one that was rated above us, but it's still pretty damn good for you know for two seasons here.

We are so we expect to climb the list as we go through.

Um I did mention uh we do have one, even though we've been doing it from the porch at the uh visitor center, we're gonna light the lighthouse tomorrow at 5:30.

So uh we'll uh light it up for for Christmas and uh two programs, two uh school parades, the children's parade, and uh the lighting of the town green will both be on the 15th, Monday the 15th, and that's been rescheduled from Friday the fifth.

So uh that's December 4th is is tomorrow.

The lighting of the lighthouse at the uh will be at the porch of the uh visitor center.

Yes, uh, so we had a beautification uh committee meeting and just a few discussion items was uh uh the members met with uh and attended the Harrison County beautification uh commission meeting, and uh one thing that came out of that was uh the cardboard recycling that they're that they're having uh that countywide where Harrison County puts it out to recycle cardboard, you especially this time of the year with the gifts and Amazon orders or what have you.

So there's several locations throughout the county that are accepting your cardboard for recycle.

So just uh, and that's on the uh Harrison County uh website as well as their their calendar.

Um we discussed the B Connect system that's in, and uh while I'm on the B Connect um special um accolades goes out to one of your uh or one of our employees rather, Nora Foster.

I've had two phone calls um just this past week regarding her professionalism, her follow-up, uh the way she's answered the phone, and she's handled each guest.

Um it's it's it's amazing.

So what y'all are doing is working, so thank you.

And uh look forward to it uh even improving going forward.

So she's a she's a star so far.

Um see there.

Uh so let's see.

And then they're gonna put together a calendar going forward of events that they're gonna do, such as adopt the median.

Um, and what they have already reached out to uh Greg Stewart, uh Greg Stewart, yeah, with uh White House Hotel, and I've already got it a rendering of what he plans to do to do with the White House Fountain as far as uh the beautification of it, adopting it and um the landscaping.

So they're moving moving forward with uh with that.

The next meeting for the beautification commission will be on uh December the 10th, and it'll it'll be here in Council Chambers.

Um we're gonna have our next ward meeting, the last one for the year, uh December 9th, next Tuesday.

It'll be at 5 p.m.

at the Margaret Sherry Library featuring this uh at this meeting will be uh uh Jamie Lee with Parks and Recreation and Christina Johnson with the Ports and Harbor.

So both of them team up at the Causeway, they can give us updates of what's going on out there as well as the the parks within the uh within ward four.

Um Panama City is on that list, uh uh Vicksburg's a little bit further down, I believe, but um you know to be to be ranked uh where we are after a couple years says a lot.

And you know, you you you have the stewardship uh of that facility, Jamie, and and your team, and and hopefully we'll grow its reputation and amenities and people will feel that experience and and we'll move up that list and be in the top top tier of that list, but it's certainly an achievement, and I know everybody's proud of you and and proud of that uh sports facility.

Um the other thing on the list um or on the uh agenda tonight, uh I was planning to uh introduce uh Miss Connie Rocco as as uh if if this uh council would approve her uh to be one of the newest members of the Biloxi beautification commission.

Uh unfortunately she's unable to uh make it here tonight.

She requested uh her and I talked yesterday a little bit uh could we table this and and uh move it to our next meeting.

So I'm prepared to do that when it comes up on the agenda.

Um she has a lot of experience uh you know with beautification going back to her her Harrison County days and and I think uh that's the kind of talent that we want, you know, on this beautification uh commission to kind of move the needle and work with all the other movers and shakers that have been uh successfully uh approved.

My name's uh George Newman, and I'm here to talk about duck hunting in the back bay of Biloxi.

So in 2017, we were there was a city council meeting saying that we were no longer allowed to hunt in Back Bay.

And this past couple years, we both of us have wanted to go hunt in Back Bay since it's so close to our houses.

And I've done some research on it and the marsh and the wetlands that are owned by are owned by the state of Mississippi, and that the local game wardens, the state police are allowing us to hunt as long as as long as we is obtain our licenses and stay within 450 yards away from any households.

We are not shooting anyone's houses or getting anyone near their property lines.

We're just wanting to hunt, but the city of Biloxi PD has told us that we're no longer allowed to hunt back there due to being inside of city limits.

But I was wondering why that is the cause.

Because Pasagula you can hunt any Martian Pasagula and it's just as close to any houses as a Biloxy.

So I was trying to get that law fixed that we're allowed to hunt back there.

This isn't question and answer.

You you'd have to direct those uh to uh maybe uh council after the meeting.

And um, so yeah, kind of spread the word, spread awareness to um show up if you'll like to, or tell people to recycle.

Kind of one of the things we're gonna do is recycling, littering, all all-encompassing beautification, and also Jamie mentioned the meeting, so we'd love to have anyone that's interested show up and uh give your thoughts.

Well, what we do, we're a nonprofit agency and we work under DEQ and USDA and the health department, and we train water and wastewater operators to keep their CEUs for the entire state.

We are one of the main ones that offer the CEU classes, and when we come down here on the coast, we rent the Coast Coliseum, and we do the point cadet, we do it just like a family friendly.

We do serve alcohol, no liquor, we do have beer and wine coolers, but we are required to get the police, which we've had no altercations at any kind.

Most most everybody is pretty laid back, but we do a free shrimp and fish fry.

Y'all are welcome to come every year for our people that are coming to it to get their CUs, and so we offer board member training there, and which is really good.

And just a whole lot of other events that we offer there, office personnel, and but our main agenda is to train and keep continuing education hours for water and wastewater operators.

And this at the point cadet will just be a family-friendly event.

We'll do a corn hall tournament and things like that.

We appreciate what y'all do.

I mean, a lot of people don't understand a lot of that, but I mean, it's y'all do a lot and y'all do a lot of help.

We do rent a couple of other places here.

The Coliseum is just not just feasible because we have over a thousand people.

Uh simply because during budget workshops earlier this year, I I made a comment that I would not be voting to wave at very many many fees, if any at all.

So I wanted to explain that.

Uh only comment I have is this.

Uh, you know, during our budget deliberations, uh we go over non-departmental uh donations or contributions, and and this sometimes I guess falls under that category unless it's in negotiations and then we find ourselves in this fiscal year and these uh these uh issues come before us.

Um it seems like the the standard is to bring it before us at a default discount of 50 percent.

Uh so I'm gonna ask the question why why is it coming before us at that level?

Why isn't it at a different level, or does it that's just the default level that it comes before us?

Is there a qu answer to that question?

And depending upon the organization and the qualifications, uh there are certain donations, which is what these are considered, that we can't only do at 50 percent.

Can you discount 20 percent without getting in trouble?

Yes, we could do less, but 50%.

We've had a very difficult year as far as this budget's been really, really tight.

So we do bring in a lot of revenue to the city by doing it here.

We used to hold it at the um in Jackson.

But since Katrina, we decided to have it down here.

I think it's a great thing.

I think anything we can do to help the homeless is great.

We need to do more, and hopefully this is a step in the right direction to help, and hopefully we can expand this tremendously in the future.

However, that being said, I hope we all remember the police department is understaffed.

They have no overtime, and we're asking them again to do more with less.

It seems like that's the same story we hear all the time.

And maybe I'm biased because I work there for many years.

However, we need to think of that.

I'm not saying this isn't going to get approved, and I hope it does.

But we, as the council and the administration, need to think about.

Again, we're asking them to do more, which we always do, and they have less to work with.

So at some point, there's gonna come a time when, and it may be now, I don't know what the overtime is looking like with the police department director.

I don't I'm not gonna put you on the spot.

I don't know if you know, but that's something we need to think about moving forward.

Everything we do, and this is a great thing, like I said, but and I'm gonna repeat it for the third time.

We're asking them to do more with less.

That's on us and the administration for that.

And I'm assuming, Chief, since you're up here, director.

I mean, this is something that we can work with and something that can be done.

Uh it really needs to be done.

I mean, uh, there's some help to us uh frequently uh with situations that we don't have the resources to deal with.

They're they're there to help.

I mean it's uh it's getting real bad.

And I go out on the day today looking at it and it's a waste of time.

The other thing is uh uh as I say in the last meeting, find a way to work with groups that I help in the city.

Um is there any way we can get like a um questionnaire to give the groups um one along the lines of their asking for a deduction?

Uh can you tell us uh any hotels?

Do they plan did it do they their group how large their group is?

Do they plan to have any hotels?

Well, how much how many hotel rooms?

Um also where's the center of the activities?

You know, one of the things I just talked to that lady that was just in here.

I didn't ask her where was the what was the group standard?

They may it may have been a government event or something.

Okay, so if it's a if it's a event that standard and relaxing, they all get in the blocky hotels.

That makes a big decision on that.

So that could be like a questionnaire you can email to them.

They can answer they could be prepared just to answer those main questions.

And we shouldn't I don't feel like we should be discussing a whole lot of time now.

Somebody's gonna spend go do five hundred hotel rooms and we're talking about hundreds of twenty five dollars.
