Birmingham City Council Regular Meeting – August 12, 2025
The Birmingham City Council held its regular meeting on Tuesday, August 12, 2025, at 9:30 AM in Council Chambers. The meeting opened with prayer by Rev. Vincent Martin and the Pledge of Allegiance led by Councilor Clarke. All nine council members were present. The agenda included presentations, a consent calendar, discussion and votes on an airport lease extension, a micro-shelter project for unhoused residents, and an animal control salary adjustment. Presentations
- Birmingham Park and Rec Basketball League Champions: Coach Orlando Burks and Coach Quinton Lundy introduced two YBOA national championship teams (4th and 6th grade). Athletes from Phillips Academy and other schools were recognized. Councilors commended the coaches, parents, and young men for their achievements and character.
- Box Academy: Former Councilor Elias Hendricks presented his financial literacy program, Box Academy, which uses music, movement, and money management to teach middle school students. A concert is planned for October 10 and 12, 2025, to raise funds for expansion into Birmingham City Schools. Councilors expressed support and interest in partnering.
Consent Calendar
- Items 2–5, 7, 9–10, and 12–27 were approved unanimously (9-0) in a single motion. Item 8 (Mobility Capital Finance, Inc. agreement) was withdrawn. Items 6 and 11 were removed for separate discussion.
Discussion Items
- Airport Lease Extension (Item 1): Ordinance No. 25-113 authorized a second amendment to the lease with the Birmingham Airport Authority, extending the term from 2045 to 2070 (an additional 25 years). Airport CEO Ron Matthew stated the extension is needed to provide 30-year terms for private capital investments: Atlantic Aviation ($42 million) and Million Air ($30 million). Councilor Williams questioned the necessity and requested better communication between the council and airport board. Councilor Clarke asked for cleaning of obsolete lease language. The ordinance passed unanimously.
- Faith Chapel Micro Shelters (Item 6): Resolution No. 1314-25 authorized $1,224,125.77 for construction of up to 15 micro shelters on Faith Chapel's site to house unhoused residents. Funds come from already-allocated CDBG and ARPA grants. Discussion included: substance use policy (no drugs/alcohol on site, but supportive services allowed), security (24/7 security, metal detectors, bag checks), and the pilot term (18 months with one-year operations, plus a newly added one-year extension option). Councilors Abbott, Woods, and Tate raised concerns about project duration, property access, and surrounding area issues. A motion to delay failed (4-4 on roll call) and the item was tabled. After a brief recess, the item was taken from the table and amended to include a one-year extension clause. The amended resolution passed unanimously.
- Animal Control Salary Schedule (Item 11): Resolution No. 1313-25 added the classifications of Animal Control Officer and Animal Services Supervisor to the Public Safety Salary Schedule, increasing pay to be competitive with other municipalities. Approved 6-0 (some council members absent during the vote).
Public Comments & Testimony
- Kimberly Chatman, Civic Engagement Organizer for Greater Birmingham Ministries, announced the publication of a nonpartisan election guide containing candidate bios and voter information. She presented copies to the council and noted that 20,000 copies had been distributed with 5,000 remaining.
