Let us pray.

Gracious Father, we're thankful this morning for giving us an opportunity to comment to speak a word.

We're praying, Heavenly Father, that the minds of those decision makers that are here today will do those things that are pleasing unto you.

Give them the courage and the energy and whatever they need in order to make those things work for everyone.

We're praying for uh comments on the violence, those things that tend to separate our communities.

We're asking that you would give us that grace and give us that mercy as we work through those things.

And in closing, Heavenly Father, we pray uh for a spirit of comfort for the families of Bishop Woods and Coach Demetrius.

We ask Heavenly Father that you would guide them through this process, guide this city and implant it inside of us a spirit of power and dominance that we will make this city what it's supposed to be for us in your mighty name that we pray this prayer to you, my Lord and Savior Jesus Christ, and we can all shout amen.

August 21st is the annual Stop the Violence Classic at Legion Field, where HA Parker and Ramsey High School football teams battle for Bragg and Rates.

This event also highlights the community's efforts to shine a light on violence prevention and we're featured tabling and information from citywide programs and initiatives.

The pregame is at 6 p.m.

Just a repeat note the community community studio week is still happening.

We're hosting the second community studio week next week at the Carver Theater, and they addresses 1631 Fourth Avenue North.

As you know, since January, and when you add on this last class that just finished August 8th of 48 officers, that's right at about a hundred officers we've hired since January 1.

I'm happy to report to you that starting yesterday, Monday the 18th, the Birmingham Police Academy class started with 93 recruits.

That is separate from the number I just gave you.

So the new class is almost double the recent class that just graduated May August 8th.

This is a direct result of a partnership.

This is a direct result of Chase Pickett's leadership.

Deputy Chief Maldon's leadership as it relates to being aggressive.

Your support with this plan allows us to at this point to have hired over 190 officers since January 1.

So I want to thank you.

On the rigorous training they are embarking on that started yesterday.

So the the question that was asked previously was where the the city of Birmingham ordinance doesn't allow commercial vehicles to be stored or parked at residential at residences.

Um so and the the address listed in the application is a residential address, so we wanted some clarification about um where the the vehicle will be stored.

So the residential address, the 1225 18 place, that's my address.

Okay, and I just used it as my business address on the application, and then um the applic the address was changed to the 9401 Mosley Little Road, which is in Kimberley, the Kimberley Morris area.

That's uh personal property that the bus has been stored.

Uh the bus has never been in Birmingham since it arrived from Las Vegas.

Uh it's never been in the city limits.

I was told I didn't drive it because I was told to hold off on the insurance until I was approved by the board.

So the bus hasn't moved since it's been, you know, since it arrived.

I serve as senior project manager for chief of police.

What questions did you have?

Yeah, so um we've been in communication with uh adjacent property owner, and um there have been multiple shooting incidents um associated with this location.

So um trying to get some perspective on that issue.

So based on the call for services that we pulled from the last six months, there were no direct shooting incidents related to that location.

If it took place in a different block, we could not associate that with it.

So any of the reports we had, it did not mention this location.

Okay, so in order to be associated with the location, it would have to be on on the premise.

That may be a question for the city attorney.

I can speak to how it was let me speak to that uh attorney king.

Um this applicant presented to public safety.

Um we recommended her to work with um business compliance um with uh Sergeant Knight, the compliance unit, and when she presented back, we delayed it and she presented back, reviewed our public safety plan, and we didn't have a problem with her plan.

Um as Ms.

King stated, it was some things, but it wasn't in relations to her.

So let the record reflect that.

So based off of what Ms.

King just stated and Counselor Tate, that answers the question.

Um in regards to your question, Councillor Abbott.

Um, this is an annual appropriation that um the mayor has given us since about 2019, 2020.

Um we maintain staff the parks, then this is particularly for safety and public visitor experience and enjoyment.

Um it has nothing to do necessarily with like the programming, the foundation does that, but Frank can speak more to the maintenance if you have any other questions.

Yeah, well, I was thinking about the Vulcan Trail and what it looks like, and I thought maybe it could use some management.

So I was just asking to make sure I know what used to go on at Red Mountain Park, but I haven't been there in a while.

Oh, yes, so right now our purview area is Red Mountain Park, Rougner Mountain, and Turkey Creek for the Commission.

Um, and item 29 will detail um other trail contracts that we're entering into with the city.

Um so if other trails are to be bought before us, um our commission will definitely consider that.

So um the way that the mayor, and I think Mr.

Mitchell can speak more to this because we're a public-private partnership, and just with historical references, the council was giving an annual allocation to Red Mountain Park.

Um our commission is housed at Red Mountain Park.

That's the address, that's where our warehouse is.

Um, but we operate all three green spaces, but um the 250k is more than well put to use at Red Mountain Park.

Hey, resolution meeting resolution number uh 950-25 adopted by the Birmingham City Council on June the 17th, 2025 pursuing to which the City Council approved an intergovernmental agreement regarding maintenance of Shades Creek and Claremont Avenue walking trails with Jefferson County Greenways Commission.

On which Jefferson County Greenways Commission agreed to provide maintenance services for the Shades Creek Greenway and the Claremont Avenue Walking Trail for term of three years.

And the city agreed to provide funding.

The total amount now to receive 130,000 for such trail maintenance services to provide the city's funding will be in an amount that you receive 130,000 per year or a total amount that to receive $390,000 during the term of the agreement and for the approving and authorizing the mayor to execute a revised agreement setting for such terms.

Yeah, I do have a question.

No objection to what we're doing, but is it our intention for all of our greenways to be maintained by this organization long term?

As we add more greenways in the city.

Can you repeat your question because I want to make sure you were you referring to the greenway project?

Well, I'm referring to the additional greenways that we are contemplating to add to the Red Rock Trail Network and all that.

I was just wondering if we were contemplating for the future having this organization maintain all of our greenways and trails.

That's a good question.

I'm honest.

Contemplating is the probably the words you use.

I'm gonna go with that word and just say contemplating something hard.

Uh that's I can say yes to.

I can't say yes or that.

Ideally, yes.

But those conversations need to continue to happen and unfold about how do we do it, a schedule, costs, maintenance, etc.

I think add some context to Council Williams.

You know, one of you know, my one of my ARPA projects is the new Shades Creek Greenway.

And you know, as that came up, the mayor's administration was very supportive of it being built, but very transparent that with that extensive greenway on a creek that the public works staff currently just did not exist.

So we would have to either ramp up public works staff to be able to maintain that greenway in addition to what they already had, and um this commission was nice enough to have their board and and their leadership review it and accept it, but I knew but there was a a lot of conversations around whether they had the capacity to do it as a new as a baby organization, um, and what they would need to be able to maintain it because you know I kind of learned that maintenance of a trail is more in depth than I thought, because in my mind, you know, you just hire somebody and they go out there with a weed whacker and it's over in a day, but apparently there's more to it than that.

So I um you know, I think that the experience that we have had working together, you know.

This is we'll we like to use the term pilot project a lot in City Hall, I feel like this is a pilot project, and I think that if that relationship is good and they and their board feels that they have the uh capacity to expand or the desire, they might say we're never dealing with you again, Hunter, but if they have the capacity to expand, I think that you know it makes sense.

What's great about this organization is that they specialize in trade, you know, they specialize in trails, but they also work they're getting funding from um, you know, this is uh uh organization that the state has has the state legislature has authorized, so they're able to get funding from the county and the state, which means that perhaps you know, some maintenance is being done within the city of Birmingham from other pockets.

So I think that there's you know okay.

Well, thank you.

I I like the idea, and I the reason I asked mentioned Vulcan Trail is that I walk up there sometimes, and you know, it's not very well maintained at all, and when a tree falls across it, they just throw all the remains of the tree off to the sides, which makes the trail look kind of ugly to have all these carcasses of trees out there just laying on the edges.

So I was you know interested in the more thorough maintenance being added.

So thank you for your contemplation.

We're contemplating Council Clark.

I want to um thank Councilor Abbott for bringing it up and the mayor agreeing that we need to contemplate it further, and that um councillor Williams has a pilot going because down on the midfield end uh where it involves another jurisdiction.

I mean, it's really overgrown, and you know, when I brought it up to freshwater, they wanted to call public works, but I'm like, that's another jurisdiction.

So it does need to be an intergovernmental approach.

Um I know some of the folks who use the trail go home and get their pole saws and take matters into their own hands, which may not be um the best approach, but um that's the what high ore line is is you're referring to the high ore line.

Yes, yeah, okay.

Yeah, so I think we do need to, you know, this is a great amenity, but we need to figure this out.

Um intergovernmentally, in addition to whatever resources you all can provide, and and other partners who do this work.

And I know Councillor Quinn, you're intimately involved with this stuff.

So uh and it's a mode of transportation.

So that's right.

You may um we can put it on your committee to come up with some recommendations, perhaps.

Um my question related to this is um obviously with this and item number 93.

We're um adding some additional uh rolling stock to our fleet.

Um can we could you tell me a little bit about what happens to vehicles that are re being retired from service or decommissioned?

Um what do we do with surplus vehicles?

President, yes, sir.

Um, to your question, we usually work with our personal department and we auction those vehicles off.

Okay.

Um so you know, I I know that a lot of our rolling stock, especially um that's been assigned to the police department um are very high mileage vehicles.

Um do we have a sort of um standard or um go towards when we want those vehicles to come out of service.

So I don't have that technical answer for that, but I can get that to you into the council.

Um I think do they have some type of metric that they use when a car reaches a certain amount of mileage is being it gets reevaluated and then is determined if that is usable or feasible, or we just need to retire out of the fleet.

Okay.

But what's before the council is just adding more to our fleet, so that would kind of drill down and alleviate the issue of the higher seat.

Yeah, and I realize you probably don't have the answer to this question.

Um, but I'm also interested, especially with police vehicles.

There's a lot of uh idle time, so um if you know I'm interested in the not just the the mileage but the um hours of operation.

So uh counselor Abbott.

Well, my question on these two items.

I was glad you took them off because I was going to because I was wondering the that we're getting 12 pickup trucks.

F-150 responder PPVs, I guess those are pickup trucks.

Yes, yeah.

And I was just curious, who's going to be driving these pickup trucks?

Is it it's not police officers, is it like patrol?

No, there are they're they're part of our um tech unit and for our CSI division okay, and then the 48 Those are your regular patrol units.

Those are regular patrol units for all those new policemen that we're getting.

That's correct, and that the money that the council approved out of the you know for the recruitment and retention program for the take-home uh vehicle service.

Oh, I'd forgotten about that.

I didn't okay.

I uh you know I rode with the police when I first came on to the council.

I rode with a police officer from each precinct.

And one of the cars we rode in, you could see the pavement going by through a hole in the floor in the car.

So I'm glad to see we're getting new cars, and that was a long time ago, but we used to we used to keep them until they literally fell apart in the street.

So it's kind of nice that we're getting some new vehicles, but the price tags are shocking.

As Mayor Woodfin said, the fourth annual Stop the Violence Classic will be this Thursday at Legion Field between Parker and Ramsey.

The pregame show is at 6 p.m.

and kickoff is at 7 p.m.

I do want to shout Chief Spark's son did a great job at the press conference yesterday, gave some good quotes.

I saw him with his speech outside.

Oh, he's just like his dad.

Um had a speech prepared and everything, but you know, I'm really excited to see that and just be able to see you know two rival teams coming together for a greater good.

So it gives me a lot of hope for our future.

And then even on Council Woods left, I wanted to send my condolences to Councilor Woods, the Woods and McClorray families.

Um it's always hard to lose a loved one, but definitely a loved one that really made an impact on the city of Birmingham this day and the country and the nation.

So we will miss um Reverend Wood seeing him around.

You're the spirit of John F.

Kennedy for this city.

If Martin Luther King were living, and fresh shuttle work for living in all those boys were living.

Not one of them would allow this city to attack this leadership.

We had a conversation over there when you first got there.

I didn't ask to be here, man.

Share you something.

When Martin got to Washington, DC, they expect him to have this revolutionary speech.

But he had this speech about this mountaintop.

And what he had seen while he was up there.

Let me tell you what he seen.

He's seen you coming.

That's what we saw coming.

Be encouraged.

And use your power.

And don't be afraid.

Because if God be for you, who can be against you?

They know quote.

Now what God is saying is, I'm everything.

There's no man has ever seen what keeps him alive.

This talent and ability that is here was would rival any leadership in this nation.

There has never been anything harmed that's been caused by this leadership by no way to embarrass this city.

That has never been in togetherness like this.

I put some meat on William Cooper Green later on, but it's important for the city to understand.

Talk to the city of Birmingham now.

How in the world would you work so hard to get this kind of leadership?

What mother would have a baby for nine years in a womb and then get the baby and throw them out the door.

This is what you got as a result of all your hard work.

This leadership.

They sit around and talk about the water work.

Now Mary Arton and his group of people sold the water works.

This wasn't these young folk.

These folks had this leadership out to pick up for a hundred and fifty-four years of leaders in Birmingham.

This leadership.

Don't blame yourself for anything.

These young folks killing each other at the street.

Where was the church?

These cowards.

These Hollywood preachers.

Don't blame yourself for that.

That's the spiritual thing.

Because Christians are so scared today and so lazy today and so frightened they they won't be here.

I didn't ask to be here.

But if Fred was here, he'll be here.

I was just chosen for this.

I didn't ask for this.

What y'all understand something?

Not Birmingham.

If you bother this leadership, you're talking about a chaos.

It's gonna be a chaos.

Leaders in Birmingham, do not talk about anybody.

There's no need for you to, because if God be for you, who can be against you?

That's your new Fred Shellsworth.

He got a lot of that little blood in him.

Hey, in the absence of Brother Woods, I want to send my prayers and my deepest condolence go out to his family.' I was hoping he was gonna be here, but I can understand what's going on at the moment.

You want to talk about just a job well done.

That'll be our subject for the day, y'all.

Matthew 23 is gonna be verse 11.

Matter of fact, he said, a job well done, good and faithful servant.

Y'all know that's what Bishop Woods was a faithful servant.

All of y'all knew.

Y'all might have seen him and I talking down in this building, but y'all didn't see what went on behind the scene with me and Bishop Cabin Woods.

Man, that man opened some doors for Brother said during my lifetime.

I've been out there in the streets and just called me and invited me to this and that.

Matter of fact, he gave me that award or uh uh uh the honorable son, foot soldiers' award or whatever.

I'm sorry.

He gave me that award in 14, 2014.

I just looked at it on my phone not too long ago.

That year that I spoke at Sixth Street, uh 16th Street Baptist Church, that was caused a bishop Calvin Woods.

That's who called me and said, Brother said, I want you to be one of the speakers.

I said, You know what this is.

Just like I would sign me talking out loud, like oh great.

Said I know that is, and so y'all, we want to touch on three things this morning.

Number one, we want to talk about a son, number two, a servant.

Lastly, we want to talk about a soldier, a son of servant and a soldier.

You know what I mean?

Uh uh Matthew 23 and verse 11.

So, who's gonna be the greatest among you?

They were arguing, y'all.

Now, this is the lowest supper, this is the last supper, not the lower supper.

They were arguing.

You know what God told him.

He said, The greatest among you is gonna be the servant.

He truly wasn't serving, y'all.

He was a servant, he was real and he was a servant.

You know what I mean?

Number number number two, we're gonna talk about a son of God.

I mean, John 1 verse 12.

Now he said, as minute that received him, he gave them power to become sons of God.

That man was a son of God, a chosen vessel, you know what I mean?

That's what he really was.

A chosen vessel he was, and he was a soldier, he was a soldier.

He was we getting the last one now.

I'm in Matthew 16, verse 24 and 26.

He said, Take up your cross, deny yourself and follow me.

Can y'all imagine he literally took up some crosses?

Some real crosses out, folks, y'all, some real cross don't put it in front of his house.

Bishop Calvin Woods.

Y'all know we can't talk about history.

We're talking about his story.

Because you break the word history now, it simply said his story.

There you go, there you go.

Yeah, we gotta talk about his story, y'all.

This man, man, have done some great things in this city.

And so the Lord told me, Brother said, go down there.

I've been like, oh no, a little weather with my little health and all that, but I pray next God, God, you gotta send me down there to make a comment about Bishop Calvin Woods.

Because he truly was a dear friend of mine, man.

He truly was.

And I'm asking to sit up Burma Hammer and y'all too.

Let's do something, y'all.

Let's come up with something in a way that we can honor this man because he deserved it.

To some of my black brothers and sisters, no offense to the rest of y'all.

You wouldn't be in that chair if it wasn't for him.

Sorry, you wouldn't be in them jails if it wasn't for people like Bishop Calvin Woods, Fred Sutter, Abraham Woods, Joel the Lyra, Dr.

Martin Luther King.

Folks like that, no, y'all wouldn't be sitting there.

And so we got to come up with some kind of plan beside that little letter that they read at them friends and stuff.

We gotta do a little more than that, y'all.

We gotta come up with a way, y'all.

We all can come together because that man was all about coming together in love.

He was a giver, and in my clothes, I would just like to say, Oh!
