Council, if you were unaware, Islam is the second largest religion in the world, with 1.9 billion devotees worldwide, and about 3.5 million here in our country, the United States.

Muslim Americans are a vital part of our diversity, and we would like to take a moment to recognize them and their contributions with a special proclamation that I will read in part.

In the States whereas Muslim Americans are one of the most racially diverse groups in the United States, comprising African Americans, Asians, Arabs, and Caucasians, and whereas Muslim Americans have excelled in many fields, including business, medicine, law, literature, arts, entertainment, sports.

And whereas Muslims in Alabama are doctors, teachers, engineers, entrepreneurs, artists, and public servants, and they played vital roles in enhancing our state's health care, education, technology, arts, and cultural sectors.

And whereas Birmingham Islamic Society, the old oldest Muslim organization in the state of Alabama, owns and manages four.

Masters in the Greater Birmingham area.

Now therefore, I ran OL Wood from Mayor of the City of Birmingham, along with the Birmingham City Council do hereby proclaim January 2026 as Muslim American Heritage Month in the city of Birmingham, Alabama.

I also want to encourage all residents to reflect upon and celebrate the rich history, culture, and contributions of Muslim Americans, and to continue working together to build a city rooted not only in understanding and unity, but also in equity and shared humanity.

And at this time, I would like to step aside and let our guests share a few remarks with the council.

And Idul Adha, which honors Abraham's sacrifice.

Birmingham Muslim community includes business owners, doctors, teachers, engineers, and public servants.

The Birmingham Islamic Society is one of and only Muslim organization in Alabama and has served our community for decades, managing four mosques in the Greater Birmingham area.

American Muslims represent all countries of the world compromising of comprising of 1% of the U.S.

population.

We are proud citizens of this great city, the state, and the nation.

We respectfully request the city council to adopt this proclamation.

This recognition would reflect Birmingham's value of acceptance and respect.

An application filed on January 16th, 2026 for an indoor non-hazardous medical waste treatment and document shredding facility to be located at 4400 7th Avenue North, 35212, and operated by Harvest Solutions LLC.

The facility will use Ozone Technology approved by the Alabama Department of Environmental Management to treat medical waste as well as an industrial shredder to destroy documents.

If approved, medical waste will be treated on site and then disposed of off-site at one or more permitted municipal landfills.

Paper documents will be shredded on site and transported to an off-site recycling facility for further processing.

And madam clerk, if you'll also read 69, we'll entertain that at the same time.

Item number 69 is a resolution approving a proposed public awareness session by Harvest Solutions LLC from 5 p.m.

to 7 p.m.

We uh did want to shout out uh we had an amazing day yesterday, uh MLK Day of Service, uh partnering with Black Warrior River Keeper.

We went out to Huffman Ballpark and really wanted to clean up litter.

We were cutting grass, uh, we're moving buys doing a lot of uh legwork prep work to ensure that there was a smooth uh year upcoming for baseball season.

And also got a shout out uh we had I want to say over uh 150 volunteers come out.

I got a shout out coach uh UAB football coach Alex Mordenson.

He brought the the whole football team out, uh, and so they were they were incredible.

Uh we had another UAB student organization come out as well, and we're able to remove a little bit over uh 1,400 pounds of trash from the park and Red Lane Road combined.

And so I just you know just appreciate those opportunities.

I think this is a great way to honor Dr.

King's legacy is is through service, and so want to shout out everybody who uh played a role in making that happen, and uh we'll we'll keep it going.

Um several announcements about the civil rights district uh on Monday, January 26th from 5 30 to 7 p.m.

There is a public input meeting about the cleanup and adaptive reuse of the building formerly known as the automotive friction building.

Um the Ballard House is in the process of acquiring that property.

It's located at 1427th Avenue North.

Um they are applying for a EPA brownfields cleanup grant, and so they need public input about that project.

Again, it's uh next Monday, 530 to 7 at 1427th Avenue North.

Um Crete 63 is a business incubator and uh co-working space in the civil rights district.

They have a program called PACE, which is a 16-week in-person experience designed to support long-term growth through practical tools, guided learning, and mentorship for business owners.

Um applied when the application first open, you're still time to do so.

The first session actually starts today.

Again, that's a 16-week program, and uh applications will be accepted through Friday.

BCRI has applications open for the 2026th legacy youth leadership program.

It's a year-long uh program that equips high school students with tools for civic engagement, personal development, and social change, um, all grounded in Birmingham's rich civil rights legacy.

The program starts March 26th and runs through March 2027 with a thousand dollar stipend for summer docents upon program completion.

The application deadline is Monday, February 9th.

Uh apply at BCRI.org backslash legacy.

And then finally, the District 5 office will host its annual District 5 strategic planning meeting that we call Fifth and Feast on Saturday, February 28th at the Jones Valley Teaching Farm that's located at 701 25th Street North.

Doors will open at 9 30, and the meeting will start at 10 a.m.

We invite all District 5 residents and business stakeholders to join us as we discuss priorities for 2026.

Great morning, Mel Whiffin and members of the Birmingham City Council.

My name is Tamika Mills, President and CEO of A.W.

Brooks Serenity Home.

And today I stand before you as a founder on a mission and as a wife proudly standing beside my husband who is here with me today and is a woman committed to Birmingham Teenage Girls.

I'm here to speak for the girls of this city who often feel unseen, unheard, and are protected.

I'm here to speak for the girls of the city, I'm sorry, uh, who are seen unseen, unheard, and are protected.

Girls who have spent years surviving instead of living, girls who have learned to sleep lightly because of safety was never guaranteed.

Girls whose childhoods were shaped by trauma, instability, and silence.

I'm standing here for them today.

The heartbreaking the truth is only 27% of children adopted in America are over the age of nine.

That means most teenage girls grow up without a permanent place to call home, without stability, without consistency, without someone steady to say you belong here.

Some have carried their lives in trash bags, some have slept on couches and floors, some have never had a room of their own.

And Birmingham, that is not okay.

That is why we are asking to be a new.

Most group homes are restored or renovated.

We are asking to be a new because our girls deserve more than what is left over.

A new home says to a girl, you matter, you are planned for, you are worth something beautiful.

Our model is she, strong healing, and empowered.

Strong, helping girls find their voice, healing, giving them trauma-informed care, empowered, preparing them for education and independence.

Too often teenage girls end up pulled into the court system, not because they are bad, but because they are hurting and are protected.

These girls are not problems to be managed, they are children's to be heard.

And a W.

Brooks Serenity Home will be a place where those wounds can finally heal.

I also stand before you today as a licensed relative, right here in Birmingham.

So I understand housing, neighborhoods, and community development.

I understand the power of a safe, stable home.

This home would not just change girls, it would change Birmingham.

So today we are asking this city to partner with us to help us secure land in Einsley and support the construction of Birmingham's first purpose built trauma informed home for high school age girls.

Because when our girls win, Birmingham wins, Alabama wins, families win, communities win.

Our court system doesn't have to.

Futures are protected, dreams stay alive, girls stay in school, cycles are broken, generations win, hope wins, healing wins.

So I'm asking you today, stand with them, build with them, believe in them, invest in them.

Because a city that protects its girls protects this tomorrow.

Okay, to the um great city of leadership in Birmingham to the mayor and council's office and all the great workers in this city.

I don't say this lightly, I mean every word of it.

I don't know if you remember when Kellogg Cornflakes first came out, it was just a plain box with a rooster on it.

They have brought this box out again and they have a slogan.

And this is what it says try it again for the first time.

Proverbs 3, 5, and 6 said, Trust in the Lord of all thine heart and lean not to thy own understanding.

In all thy ways, acknowledge him, and he shall direct thy path.

The only time I come up here is when the Lord has me to do something.

I don't come up here on my own.

I'm not trying to prove anything to anybody.

The truth of the matter is we are in chaos in our own minds and in our own hearts.

There are many believe that some organization or some purpose or somebody got y'all up here.

But the truth of the matter is God wake us up this morning, and he is the one that started us on our way.

And why am I saying this?

Because we all need spiritual guidance.

But God has me to do something.

So you're gonna start getting some phone calls from some high people.

And normally they're gonna send their little cronies at you, but you're gonna start getting some phone calls from CEO of Regents Bank and PNC Banking, Alabama Power.

Don't worry about me because you can't understand my love for you.

When I come up here, don't think I'm trying to harm you or I'm trying to go against you, but there is a countability to all things.

Let me tell you what God is doing.

See, God saw down the road when we left Africa.

And on our way here, he understood what had to happen to get here.

Let me tell you something, black people.

See, he knew back then that America was going to become the next Sodom and Gomorrah.

And he also understood that he did not want to destroy America because when the actual question are there five and ten and fifty righteous people, surely they're gonna be.

See, he brought us to this country to save America.

And you're gonna start seeing black and white people in America fight for one cause.

You're gonna see a road that we traveled hundreds of years ago in this country, gonna be traveled by our white brothers and sisters.

And that road is going to lead us all together.

Why am I saying this?

Because what you're seeing are children on the roadside like road kill is because we have forgotten about who God is.

And you see, when we forget about who God is, then this is the attributes of evil work.

And don't blame me for that.

But we're in this thing together.

You see, the world is waiting on Birmingham.

It's not going to move.

Until we make this stand in Birmingham.

And it's going to happen.

I want you to take a look.

I just want you to just take a look.

Just hold tight one.

I want you to look at those who are living that are held these kind of positions.

And I want you to go visit and talk to them that have once held these positions.

They look like shell of human beings.

So in order for you to exercise the power in what God has made you, you must trust in him that he did not make a mistake with you.
