As she comes forward with her and her guests.

And Miss Wallace can do this way better than I can.

Good morning, everyone, to Mayor Woodman Council, everybody.

I am Rochelle Wallace.

I'm the Health Initiatives Manager at the O'Neill Cancer Center at UAB.

Here with me is my colleague Kimberly Braden.

We are so excited to be able to announce to y'all our third Regional Wellness Day event.

It's going to be held this Saturday at the Birmingham Crossplex from 10 until 2 p.m.

So we invite everyone out to please just join us.

It's going to be a day that's going to be focused on health, prevention, and community connection.

So the Regional Wellness Day, it actually brings together trusted partners from the within the community, health professionals, and community members.

And we do this in an effort to just increase awareness about screenings, about uh things that you can do to better engage yourself in better health for yourself.

And it also gives us an opportunity to help to provide access to services and just to support healthier lifestyles.

And thanks to valuable partners such as the City of Birmingham and other community stakeholders, which include the Alabama Regional Medical Services, uh, Cooper Green Mercy Health, uh, the Alabama Department of Public Health, and many others.

Attendees for the Regional Wellness Day event will have access to cancer education as well as on-site biometric screenings.

Those screenings will include uh blood cancer education, uh blood pressure checks, as Mayor Whitman already mentioned, cholesterol checks, and blood glucose.

But in addition to that, we would have our various cancer screenings, including clinical breast exams, PSA screenings, via blood testings, and I had to say that because I know sometimes we may run away from that, but this time we'll do it with a blood draw, uh, as well as assessments for other screenings that may include uh cervical uh screenings and as well as mammograms, uh, including our lung cancer screenings as well with a referral.

So attendees will have an opportunity to engage with leading health care professionals, and there'll be over 40 vendors and exhibitors on site.

They'll provide additional resources and opportunities to connect with our local organizations that will bring ongoing support for this.

Now, this event is designed to meet people where they are.

Um, cancer is still a leading factor, uh leading cause of death within our community.

In fact, it's second to heart disease.

However, we do know that early detection saves lives.

So we want to educate and empower the community with the tools and resources that are going to be helpful to help them to take better charge of their care and their health.

So whether you're looking to learn more about your health and get screened, just come out and connect with the resources that will be available at the Regional Wellness Day.

It's gonna be a wonderful opportunity so that you can take that important step.

Uh, this event is gonna be free and open to the public regardless of your insurance status.

So if you're insured or not, we'll be able to connect you with some of those services.

And we invite everybody to just come out, get informed, and get screened because early detection saves lives.

We know that many members of our community, often when it comes to cancer detection, uh, because we have not had preventive medicine available to us, often our cancers are in the very late stages, and so just getting this wellness, um, helping people to understand and have the resources that they can go and get this preventative screening and other wellness information is so helpful to us.

So we look forward to that and give us the date and time again.

It is this Saturday, April the 18th, from 10 until 2 p.m.

At this time, Madam President, I would like to invite you down to the podium with me as I invite a coach Lane, Principal Goldsmith, and of course the Weenona Champion Dragons up to the podium and all the school administrators that are with them as well.

As everyone continues to come forward.

We all know the Winona High School Dragon Boys basketball team has brought tremendous and great pride and distinction to the city of Birmingham to the to themselves and their school for their extraordinary performance in the Alabama High School Athletic Association class 5A State Champs.

And we wanted to take the time to pause and say congratulations to you, gentlemen.

We're very, very proud of you.

On the championship stage at Legacy Arena, just to remind everybody, the Dragons delivered historic and dominant 101 to 40 score victory over Silicon.

Yeah.

These young men definitely set a new standard of excellence in Alabama High School basketball.

So it's only appropriate that today we as a city take the time to acknowledge them, love on them, celebrate these outstanding student athletes, and of course their coaching staff with the special proclamation that I'll read in part.

The State Warhouse, the Dragons became the first team in boys' history to score 100 points in the state championship game.

While also setting the record for the largest margin of victory, 61 points in the championship contests.

And whereas this remarkable achievement adds to the We know High School's proud legacy, marking the seven boys' basketball state title in school history.

And whereas under the leadership of head coach Cedric Lane, the team demonstrated discipline, preparation, and a relentless commitment to excellence, embodying the highest ideals of teamwork and sportsmanship.

And where standout performances by tournament MVP Brendan Davis, who scored 42 points.

I saw it in person.

It was amazing.

Along with Santez Pillton, Devontae Penn, and D pronounced and Taylor.

Where's where's Mr.

Taylor?

Demazier, I gotta get your name right, my brother.

Damasier Taylor showcased the depth of talent and dedication within this team.

And whereas the Winona High School community, the students, faculty, families, and supporters.

You see here, and those in the community played an a central role in encouraging them and uplifting these young men and this team throughout their championship journey.

Now, therefore, I Randall L.

Whitfin, mayor of the City of Birmingham, along with the Birmingham City Council, and of course, my dear friend and the president of our city council, a dragon herself, Wardine Alexander, to hereby proclaim and recognize the Winona High School Boys Basketball team for their historic 2026 class 5A State Championship victory and commend them for their outstanding achievements, record-breaking performance, an exemplary representation of our city.

Before Madam President speaks, I think I attended the game with several of the counselors here.

We saw their performance in person.

It wasn't just the offense that put on the show.

Not just that game, but throughout the entire season.

Young men, we're very proud of you, and congratulations, Madam President.

Well, good morning.

I cannot tell you that it is with immense pride that I stand here today to represent the Birmingham City Council as we pause to celebrate this historic victory that your students and your team made during the 2026 Class 5A Boys State State Championship.

When we talk about the decisive win that you all made, I just have to say how proud I am of each of you.

Coach Lane, it has just been an honor to work with you in every capacity when I've served the district.

And I want to thank you for the work you and your staff have done to motivate and to train these students and make them the excellent athletes that they are.

Now you know that I carry this bond with you in this respect for you because as if as Mayor Whitman has already said, I'm a proud Winona graduate, but I'm even prouder that my father was a basketball coach at Weinona High.

But I'm even prouder that my father was a basketball coach at Weinona High.

He took them to the championship, but he never was the champion.

And so I am proud of the work that each of you have done.

Where is Brendan Davis?

He's um he's actually at another banquet in my own.

Okay, but he's getting all the accolades that that he deserves.

And has already been said uh the scoring points during the game.

I leave he was also named the MVP.

Again, you've set records during this momentous championship game, as has already been stated, and I think it's worth saying again.

We were the first AHSAA boys team to score 100 points in the title game.

You had a new record for the margin of victory and the most points scored in the championship game.

So again, I stand here today and I bring forward this resolution on behalf of the Birmingham City Council and the Mayor Woodfin concurring as we pause in these deliberations to congratulate the Winona High School boys for their groundbreaking victory.

We recommend the perseverance and hard work that it took for them to reach this point.

Coach, staff, principal, players, I am so excited for you.

You brought this championship not only home to the city of Birmingham, but to District 7, and I love you for that.

If uh the Ramsey High School softball team, Science Fair participants, Mr.

So, and I'll let them kind of introduce themselves and all the things they have won.

But Ramsey High School, so we'll start with the softball team.

The softball team was actually uh declared the Birmingham City Schools Championship.

Uh they won the championship about what was it, two months ago.

Um we actually had a track and field um Mr.

Williams won the state championship in indoor track 60 meters.

Uh the academic bowl team scored a 93 overall for the whole school, and they were the champions as well.

And then at the Birmingham City School Science Fair, Redsee placed first and second place in biology, physics, engineering, health, and medicine, social behavior, environmental science, chemistry, computer science.

It sounds like you guys just won all the categories.

So I'm so proud of you all.

I wanted you guys to have this recognition.

Let me say thank you for inviting us to share some of our high moments at Ramsey High School.

It is always a great day to be a Ram.

And thank you to Councillor Smithman for always supporting Ramsey High School and for the city council for being a great partner with Birmingham City Schools.

We are not who we we are who we are because of you.

And we thank you.

And so to our scholars who are not just scholars, but they're scholar athletes.

And I always tell them the scholar comes first.

And to see some of the students that we have with us today, not only are champions in the classroom, but champions in their prospective sports.

It means a lot.

And we are a school that our mission is to prepare students for college and the world.

And I think every day we are doing that.

And so we will acknowledge a couple of students that we have with us today, our academic bowl, uh Miss Mohammed, who is our academic bowl advisor, as well as Jaden Craig.

Come forth when I call your name, guys.

Gabriella Dawkins, Adriel Frazier, Michael Hilton, Todd Johnson, and Todd's just scored a 29-30 on the ACT, 29.

Um, and one last note I am very proud of Ramsey because Ramsey does not have any facilities outside of a gymnasium, which means, for example, the track team has to travel all the way to Lawson Field.

Um, I think the softball team may have to go with George War Park.

Altamont, all the way to Altamont.

And I think that's a testament of Birmingham City Schools that we can do a lot with a little.

So, you know, um, and president, we might as well declare it's BCS Day between we know them Ramsey today.

A resolution approving the application of harvest solutions LLC for a new indoor uh non-hazardous medical waste treatment and document trading facility located at 4400 7th Avenue North Birmingham, Alabama 35212.

You have a resolution before you approving the application of harvest solutions LLC for a new indoor hazardous medical waste treatment.

We did have information that was presented to us last week from the owners of the facility, as well as the public hearing that was held with neighbors giving their support for this particular item.

Before we take the vote, because of state law, there are some acknowledgments that we must consider and ensure that we're considering six factors that set out that are set out in the statutory requirements.

And if you don't mind, I'll go ahead and read those items so they'll be part of the record.

The consistency of the proposal with the jurisdiction solid waste management need as identified in his plan that was considered, the relationship of the proposal to local planned or existing development, or the absence thereof to major transportation arteries, and to existing state primary and secondary roads, the location of a proposed facility and the relationship of existing industries in the state that generate large volumes of solid waste, or the relationship to the areas projected for development of industries that will generate solid waste for cost and availability of public services, facilities, and improvements required to support a proposed facility and protect public health, safety, and the environment, the impact of the proposed facility on public safety, and provisions made to minimize the impact on public health and safety, and lastly, the social and economic impacts of the proposed facility on the affecting community, including changes in property values and social or community perception.

This information is also contained in the draft resolution that is before us that makes a finding in the whereas clauses that propose that this proposal is consistent with these factors.

So I do appreciate the Office of the City Attorney Planning and Zoning and all of the administrative departments that assisted in ensuring that we followed those to the letter to the uh owners and those bringing this to this area.

Um there's traffic calming going in all over the city.

Um, bike lanes, improved sidewalks, um, and that's largely at the direction of our Birmingham Department of Transportation.

However, there's still a lot of work to be done, and the um transportation department is looking for public input on their Go BHM plan for multimodal transportation.

Um, so this is a forward-looking plan to help guide them as they continue to transform the the city's street infrastructure.

On Saturday, April 18th, we have a family that's sponsoring a cleanup in Broolfield, and that's uh along Oak Grove Avenue.

We want to thank these residents.

They're taking upon their own to have this family cleanup to support the reticents along that street.

So that's cleanup in Brewerville Day in D7 on 9 a.m.

And it starts at 6172 Grove Avenue.

Um, I've been asked to do something historic today, uh, along with Winona and with Ramsey.

I will probably be making the shortest speech I've ever had due to time.

We do have some of our followers from our church here.

I want to acknowledge them and ask them to stand as well as some of the advisory board members of our movement foundation.

We also have Mr.

Bob Gray and Richards here from GMC architects and engineers, and I'm gonna turn it over to them for a presentation.

I would ask Madam President and lean on our friendship if I could suspend the rules with time just for a second, because they do want to show you an updated presentation.

The only thing is we just it's not long at all.

So two and a half years ago, actually, two years, two months, and one day ago, this council voted in the affirmative for us to enter into agreement with the former Scott School project.

We're here with a status report to let you know how that project is moving successfully and asking that this council will be reminded that one of your former colleagues, Miss Abbott said to us that that presentation was amazing and that at that time we were not asking for any support, but in the spirit of our foot soldier, Miss Robey, anything that the city can do to assist us to make sure that this project comes into fruition will be greatly appreciated.

At this time, I will ask Mr.

Bob Gray and Richard to come from GMC.

Okay, because now you're really turning this into more of a meeting and a presentation versus community voices.

So I am going to ask you to, we're gonna have to limit the time and the presentation because this is not the way we present this information, okay?

Um these gentlemen were here because they provided us with renderings of what the school looked like, what it will look like in the near future, and how we can assist the city council and the city with our blight problem.

We have a homeless problem, we had a squatter's problem inside of the school.

We had drug investigation as well as opiates on the premises, needles on the premises.

We've cleared that.

We're ready now to move forward with this project.

And again, we wanted to be a great neighbor in our community by helping you to be updated on where we are.

We're working greatly with innovations department, Miss Dewart and her staff, but we felt an obligation to come back to this council because you voted for us to move forward with this redevelopment project project.

But her mama pressed, she had a daughter, uh Diane, and she we since we we go down there and take her to the grocery store, see out the uh, you know, take her to the back and grocery store.

But she was up in aged, but I'm gonna miss her.

And I just want to say, God be with y'all uh with the family.

And also I want to know it it it yeah, if they're gonna have a soul circuit this this year.

My name is Elizabeth, and I'm Arlene.

We are here um with a few complaints about our mom's basement and the Cahaba Brewery.

Every time they have an event, um, of course, the overflow, they don't have adequate parking.

The overflow ends up in front of our door.

So on Saturday, I called the police three times.

Of course, the police did not respond.

We have um uh no parking signs at a place across the street from my mother's house.

We have a bike lane in front of my mother's house.

So there's no reason, there's no room for anyone to park there.

So, but people still park there.

I mean, we call the police.

We expect them to come out and give them a ticket, just like they ticket the people up the street from us.

Uh, when you go up to Cresswood Boulevard, there's people parked by them, no parking sign.

You have somebody margin right up there.

Police officer come just like that, and they ticket those cars.

But in front of my mother's door, they don't ticket the cars, they don't come out.

I call them three times to know reveal.

That was one of my issues.

Next, it's a safety issue.

That street is so narrow, the uh uh fire truck tried to come down there.

They had to go down a snail's pace to get up the street to go up to the Cahada Brewery to uh assist someone up there.

Any emergency vehicle cannot uh come down our street because like I said, the police will not enforce the law over there.

They're uh and and this is at 4346 3rd Avenue South.

That's my mother's address, and all the houses down the street, uh blocked of uh mailboxes are blocked, all of that's going on.

Okay, uh another issue there.

We have two lights there, 4350, 4352.

That's their zone for single family homes.

Oh, how about they use that for a parking lot now?

They come, they park 20 cars apart there, and they're all from the mom's basement and from uh Cahaba Brewery uh traffic.

And um they uh they knocked down, they drove over our um fire hydrant last year.

We had it replaced, and of course now they block it.

We have a no parking with my picture.

I have some pictures I want you to see quickly of the activity that's going on.

But this is happening every Saturday.

Soon as it gets hot, that's what's happening.

People are just parking everywhere.

They value all those parking, no parking zone signs, and they just do whatever they want to do.

But this uh the lines that are zone for single family homes, uh, we need no parking signs to be placed there.

We need some of the little iron poles to put there to block the driveway so they can't get onto that property that's on for single family homes.

We need that to take place so that um those people won't drive up there.

If somebody has an oil league or gas leak from their car, they'll go out home.

Our home is gone because you know they'll park in an area that's on for single family homes.

Uh blocking.

Okay, and also I'm not sure.

Excuse me, do you mind speaking to the mic?

We can't hear you.

We can't hear anything.

It's just speaking to the mic.

Oh, we can a little bit, but if you just pull the mic down, okay.

Do I need to go?

Do I have to do that?

No, no, no, no, no.

No, just keep going.

I'm gonna read, okay.

But like I said, for number one safety issues, emergency vehicles cannot come down our street.

Number two, the lots that are zone uh 4350 and 4352, a zone for single family homes, and there are people parking cars there, at least 20 cars apart on those two lots.

And we have the fire hydrogen, which is blunt car blocked constantly.

My sister has a picture of um an 18 willow just parked right there.

I mean, like it's no sign there, but we as you can see from the pictures that are coming around.

We have um we've been here before and we have the no parking signs in place.

We just need the law enforcement tours, 10 for long.

Just simple as that.

And we need the uh we need some chains and no parking signs uh parked uh to be placed in the lots at 4350 and 4352 uh to keep people from coming onto that lot, parking those vehicles.

And right now I think it's some type of some type of other uh oh, what is that?

It's a it's another thing that's parked on that lot that needs to be taken off of the lot too.

So um, and I posted all this information on the Matt 31 Porter, Matt Birmingham 311 Porter.

I did send these pictures in so that you all can look at them and see the addresses too.

Um Birmingham and all of his leadership.

Um I come for one reason to speak about spiritual guidance.

Our salvation is the most precious thing that we have bar none.

It's according to how you look at where you are going.

It's gonna determine how you live.

When we look at human endeavor, something is missing.

We are watching some unfold, but if you're not spiritually aware, you can't see what Satan is doing, nor can you follow God's direction because you're not in tune with him.

Why am I saying this?

There are some giants that we must face as leaders.

This is still one of the greatest governments, and the best leadership to me that would never change.

When I was walking to, and I'm not bragging, not begging either.

When I was walking to Montgomery for 10 years, before that walk, I went by the Alabama Central Literacy Council, and they basically told me, you go ahead on because we're not gonna help you.

But at the same identical time, they was writing one.

I ain't talking about nobody told me, they will send a letter with a letterhead with one paragraph and get a quarter million dollars from the city.

It reached 500,000 by the time I start my walk.

But for black folk, they are tearing up our history, destroying our books yet.

Nobody is there talking about it.

We're still sending them money to destroy our history.

Watch this.

Once you did this.

All we have is a memory as though we are not living anymore about what we did in civil rights and this rights and this era, as though we don't have an era to live in anymore.

If you look at the way Satan is playing this out, nobody is burning the midnight oil for human endeavor.

It's all about how can I keep up with what's going on as though I'm gonna keep on living, but the clock is still ticking.

When you look at over the last 60 years of our leadership, you show me where there's any organization exist for unified leadership to tackle the major issues of another generation.

There isn't one, not one.

You have to ask yourself the question.

What am I really doing?

Let me see it like this.

Can I just finish this?

I saw this with my own eyes.

There was a runoff in the city in the city council position, this one position.

I don't need to call any names.

It was two candidates left.

There was a big high-powered guy, sent a limousine on 19th Street to pick up this certain person.

They took him to Ross Bridge.

They set him down at a table.

And this is what they told him.

Do you like coming out here?

He said, sure, sure.
