The applicant (April DeMotts) noted that feedback was addressed, and the proffer requires development in substantial accordance with the submitted plan. Commissioners discussed the need for affordable housing, the benefits of infill development near campus and transit (Toms Creek Road has a full-service bus stop), and the importance of improving pedestrian safety and crosswalks along Toms Creek Road. Commissioner Lancaster suggested forwarding traffic concerns to the town's traffic committee. The motion to recommend approval passed 6-0.
- Election of Officers: Kali Casper presented a slate of officers: Don Langrehr as Chair, Andy Kassoff as Vice Chair, and Mel Jones as Secretary. The Commission voted unanimously (6-0) to approve the slate. Commissioner Lancaster suggested considering two-year terms for officers in the future.

We meet the first Tuesday of every month here at the Blacksburg Municipal Building, and we'll start this meeting off with a roll call. Mr. Jones. Mr. Jones? Mr. Lancaster? Mr. Langrier. Present. Ms. Moneyhead. Here. Ms. Newcomb? Here. Mr. Kassov and Mr. Ford are absent. I'm Mel Jones. I'm here and we have a quorum. Okay. We'll start with the consent agenda. The first item is the approval of our planning commission meeting minutes from September 5th, 2017, and then we're scheduling two public hearings from November 7th, 2017. One is a rezoning for 1.289 acres from the office zoning district to the general commercial zoning district at 11 South Park Drive for use by hotel use by Virginia Blue Ridge LLC. And then the second one is a zoning ordinance amendment number 37 to amend the zoning ordinance to create a definition for an event center use and added as a permitted use in the industrial and research and development zoning districts. That's uh rezoning number 17-0004 ordinance number 1840. Request rezone 2.2 acres from the R4 low density residential zoning district to the planned residential district. And we'll start off with our staff presentation. This is rezoning 17-0004 for Stonegate Apartments 2 Planned Residential District. The applicant agents are April DeMotz and Tom Roberts. The owner is Paul Scott Root Trust. Location is at 509 Bruce Drive, including tax parcels 226-1 BK2, parcel uh lots two through eight. It is seven lots totaling approximately 2.22 acres, and the current use is vacant. This shows an aerial view of the current location. Subject parcels are highlighting in yellow. Along the left side of the screen, you can see Tom's Creek Road, uh, and along the middle is first drive. The future land use designation on the parcel is medium density residential. That was adopted in 2016. The current zoning is R4 low density residential. The proposed zoning is PR Planned Residential, and the proposed use is multifamily residential. You can see the parcels highlighted in blue, shown in that uh medium orange color for medium density residential.
