Blacksburg Planning Commission Meeting – February 2, 2021

The Blacksburg Planning Commission held its regular meeting on Tuesday, February 2, 2021, at 6:30 PM in the Roger E. Hedgepeth Chambers. Chair Andy Kassoff called the meeting to order at 6:30 PM, with all seven commissioners present. The meeting lasted approximately six minutes, adjourning at 6:36 PM.

Consent Calendar

• Approval of Minutes: The commission approved the minutes from the December 2, 2020, and January 5, 2021, meetings.
• Rezoning Request (RZN 20-0005/ORD 1941): A request to rezone 40.34 acres from RR-1 Rural Residential-1 to PR Planned Residential at 1900 Toms Creek Road (Tax Map No. 195-A 5) for Lucas TCR, LLC was scheduled for a public hearing on March 2, 2021.
• 2021 Comprehensive Plan Update: Scheduled a public hearing for March 2, 2021.
• The consent agenda was moved by Mr. Ford, seconded by Mr. Davis, and passed unanimously (7–0).

Unfinished Business

• Zoning Ordinance Review Committee: Had not met.
• Historic or Design Review Board: Mr. Davis reported that the board had reviewed exterior alterations at 203 Church Street.
• Montgomery County Planning Commission: Commissioner Joel Herbein submitted a written report summarizing the January 13, 2021, Montgomery County Planning Commission public hearing. Notable items included a broadband update (goal of 100% 25/3 Mbps within five years via partner GigaBeam, with two grants pending), a 2020 planning department update (410 zoning permits issued, up from 350 in 2019 and 340 in 2018), and a recommendation to allow wetland mitigation banks as a permitted use through special use permits in several zoning districts, with the caveat that the bank must be in the same watershed as the primary project.

New Business

• Town Council Report: Mr. Ford reported that Town Council had continued discussion on the floodplain ordinance, reviewed information about a community land trust, and reviewed several chapters of the Comprehensive Plan update.
