Blacksburg Planning Commission Regular Meeting – May 4, 2021
The Blacksburg Planning Commission held its regular meeting on May 4, 2021, at 6:31 pm in the Roger E. Hedgepeth Chambers of the Blacksburg Municipal Building, 300 S. Main St. Due to COVID-19 concerns, seating was limited and the meeting was live-streamed and recorded. The meeting lasted approximately five minutes and consisted of a consent agenda, committee reports, and a Town Council update.
Consent Calendar
- Approval of Minutes (March 2, 2021 & April 6, 2021) – Approved unanimously (5-0).
- RZN 21-0001 – Request to rezone a 2.05-acre parcel (Tax Map No. 197-B 1 C) from GC General Commercial to PRD Planned Residential by Jason Boyle of Clover Valley Phase 2 LLC. Action: Schedule public hearing for June 1, 2021. (Approved unanimously.)
- CUP 21-0001 – Request to combine previously-approved special use and conditional use permits (SUP 08-0014; CUP 11-0002; CUP 11-0007; CUP 16-0002; CUP 18-0002) at Kent Square (250 and 202 S. Main St.) to increase maximum ground-floor medical and general office square footage in the DC Downtown Commercial district, by Aaron Harris of Pointe West Management. Action: Cancel public hearing for May 4, 2021 and reschedule for June 1, 2021. (Approved unanimously.)

- Historic or Design Review Board (HDRB) – Commissioner Davis reported that the HDRB met on April 12, 2021 to discuss a fence at Christ Episcopal Church. (Note: The minutes initially indicated the HDRB had not met; Commissioner Davis corrected this.)
- Montgomery County Planning Commission – Commissioner Herbein reported that the Montgomery County Planning Commission considered a special use permit for 18 short-term occupancy cabins at Beliveau Winery, linked to agritourism. The county planning commission recommended approval to the Board of Supervisors, conditioned on the cabins being specific to winery and agritourism activities; the recommendation indicated there would likely be no support for large short-term rental cabins elsewhere in the county. No vote by the county supervisors had occurred at the time of this report.
- Town Council Report – Commissioner Ford reported that Town Council approved the Comprehensive Plan Update and the Fiscal Year 2021/2022 budget at its April 27, 2021 meeting.

Welcome to the regular meeting of the Blacksburg Planning Commission. Regular meetings are held here on the first Tuesday of each month at 6 30 p.m. We're at the Roger E. Hedgebath Chambers in the Blacksburg Municipal Building. Due to COVID health concerns, seating in the council chambers will be limited. Citizens are encouraged but not required to submit comments to the Planning Commission via email and view hearings online on local television, WTOB, Channel 2. The meeting will be live streamed from WW Blacksburg.gov and recorded. I will skip the citizens' address since we have no citizens today. So could we have uh we'll call the meeting to order and may we have a roll call. Mr. Davis President? Mr. Ford, herebine here. Ms. Jones, absent. Mr. Cassoff. Ms. Ryan Hart is absent. And I have a quorum. Thank you. Tonight's consent agenda is comprised of approval of planning commission minutes, March 2nd and April 6th. And the action is to approve. Also we have rezoning 2101, a request to rezone 2.05 acres parcel from the GC General Commercial Zoning District to the PRD residential zoning district by Jason Boyer of Clover Valley Phase 2. And the action there is to schedule a public hearing for June 1st. We also have CUP 2101. Request to combine previously approved special use and conditional use permits at Kent Square at 250 and 202 South Main Street to increase the maximum allowed ground to floor, medical ground floor, medical and general office square footage in the downtown commercial zoning district. And the action there is to cancel the public hearing for May 4th today and reschedule for June 1st. Do we have a motion? I move approval of the consent agenda as presented. I second. All those in favor? Aye. And we'll move on to our public hearing, which has been canceled. That was uh CUP 21001. Moving on to citizen comment. Seeing no citizens, we'll move on to unfinished business. The zoning ordinance review committee has not met. The historic or design review board have not met. And Montgomery County Planning Commission? Yeah, the Montgomery County Planning Commission had two meetings in the past month to cover several items. The most interesting to Blacksburg is a special use permit request for 18 short-term use cabins at the Belleville Winery. There was a lot of discussion associated with the request, most specifically being how linked the cabins are to agro tourism and other activities going on in the winery versus being standalone short-term use cabins. So the end result was a recommendation for approval to the Board of Supervisors who is not voted yet to allow the building of the cabins, but that it was conditionally linked to the fact that those cabins were specific to the winery itself and the other agro tourism activities that are going on, and that there probably would not be support for large gatherings of short-term use cabins just anywhere in the county. Thank you. Any additional items from planning commissioners? Yes, I'd like to correct my uh saying that they had not met. They did meet on uh Hadarb did meet on April 12th to discuss offense at Christ Episcopal Church. Thank you. Uh moving on to new business, chair support.
