Blacksburg Planning Commission Meeting - June 1, 2021
The Blacksburg Planning Commission held its regular meeting on June 1, 2021 at 6:30 PM in the Roger E. Hedgepeth Chambers. All seven commissioners were present. The meeting lasted approximately 20 minutes and included approval of the consent agenda and a public hearing on a conditional use permit for increased office space at Kent Square.
Consent Calendar
- Approved the May 4, 2021 meeting minutes (vote 7-0).
- Scheduled a public hearing for July 6, 2021 for CUP 21-0002 (external speaker use at 1206 South Main St).
- Scheduled a public hearing for July 6, 2021 for CUP 21-0003 (gym use at 203 Professional Park Dr).
- Scheduled a public hearing for July 6, 2021 for RZN 21-0002 (rezone 0.55 acres at 200 Marlington St from R-5 to PR).
- Cancelled the June 1, 2021 public hearing for RZN 21-0001 (200 Clover Valley Cir) and rescheduled it for July 6, 2021.
Public Hearings
CUP 21-0001: Increase Ground-Floor Office Uses at Kent Square
- Planning and Building Director Anne McClung presented the amended application, which offered two options after feedback from prior work sessions. Option #1 would apply only to the two current vacancies (formerly Avail and Starbucks), allowing up to 76.32% office space. Option #2 would apply to South Main Street frontage only and limit office to either 50% or 55% of that frontage. The applicant, Aaron Harris-Kirby of Pointe West Management, expressed support for the process and requested flexibility.
- No public comment was offered.
- Commissioner Jerry Ford moved to approve Option #2 with a 55% limit; Tim Colley seconded. The motion passed 7-0.
Unfinished Business
- The Zoning Ordinance Review Committee will meet soon to discuss two proposed zoning amendments.
- The Historic or Design Review Board approved a re-roofing project on Lee Street.
- The Montgomery County Planning Commission approved the Beliveau Winery agricultural camp.

Welcome to the regular meeting of the Blacksburg Planning Commission. Regular meetings of the Blackbird Blacksburg Planning Commission are held here in the Roger E. Hedgebath Chamber, so the Blacksburg Municipal Building on the first Tuesday of each month at 6:30 p.m. Due to COVID-19 health concerns, seating in the council chambers will be limited. Citizens are encouraged but not required to submit comments to the planning commission by email and view the hearing online or local television, WTOB Channel 2. The meeting will be live streamed from WWW Blacksburg.gov and recorded. With that, we'll call the meeting to order. And may we have a roll call, please. Mr. Davis. Here. Mr. Ford. Here. Mr. Herbine. First item on our agenda is our consent agenda, which includes the approval of the Planning Commission minutes from May 4th. The action to approve. Also CUP conditional use permit request for external speaker use in the general commercial district 1.057 acres at 1206 South Main Street. And the action for that consent is to schedule a public hearing for July 6th, 2021. Also CUP 2103, a conditional use permit request for personal improvement services, a gym use in the zoning district on the office zoning district on 3.37 acres, located at 203 Professional Park Drive. And the action there is to schedule a public hearing for July 6th, 2021. Also on the consent agenda is rezoning 21002 ordinance 1965, which is a request to rezone 55.55 acres at 200 Marlington Street from R5 Transitional Residential Zoning District to Planned Residential Zoning District. Second. She is here from Point West Management. This is the Kent Square development, includes both the buildings Kent Square and Kent Square North, currently zoned downtown commercial and designated high impact commercial and the future land use map. In terms of background, the original request that was brought to you for this CUP was to increase the maximum allowed ground floor medical and general office uses in Kent Square and to retain one commercial tenant, and there really weren't a lot of parameters around what that tenant would be. Both held work sessions on April 20th, and both bodies felt that there could be some better options developed, and that that was not necessarily a viable option, but there certainly could be other options brought to planning commission and council to be considered. So the applicant agreed to delay a month and work with staff on other options. We did have two options developed. The applicant amended their application and resubmitted on May 11th. You talked about it at your work session on May 18th. Council considered this item at their work session this morning. Your public hearing is this evening, and town council's public hearing is next week. All office on the ground floor in downtown commercial applications are automatically expedited, and the expediting is that the council hearing follows a week after the planning commission public hearing. This aerial just shows you the location of Kent Square in downtown. This is a map showing the future land use, and you can see it's designated commercially on the future land use map in the comprehensive plan.
