The Blacksburg Town Council held a regular meeting on September 12, 2023, at 6:30 p.m. in the Roger E. Hedgepeth Chambers. Public Hearings
- Ordinance 2023 – Lease of Space on North Main Street Water Tank to New River Valley Unwired Ventures, LLC: Deputy Town Manager Christopher Lawrence presented the staff report, explaining that the lease renews for one year with an option to extend for an additional year. The wireless company is winding down its business as fiber-optic investments have become more successful. No public comment was offered. The council voted unanimously to approve the ordinance (6-0).
Public Comments & Testimony
- Tom Roberts, 312 Lansdowne Street, spoke on behalf of himself and neighbors, urging the council to direct staff to expedite the installation of speed humps on Lansdowne Street. He described a history of dangerous speeding, including a 313-foot skid mark from a hit-and-run, and near misses involving children and deer. He noted that the neighborhood is largely supportive, with no opposition from three-quarters of the residents contacted.
- Lisa Graves, 320 Lansdowne Street, echoed the speeding concerns, stating she has witnessed cars traveling approximately 70 mph on the 25 mph street, particularly after student move-in. She requested speed bumps for the safety of children, elderly adults, and animals.

Indivisible with liberty and justice for all. We'll begin this evening with a consent agenda longer than usual. And the first item is approval of the town council minutes for August 15 and 22, also September 5. Item B is ordinance 2033, vacating a portion of public rights of way located at Airport Road. We'll uh schedule a public meeting for a public hearing for October 10. Uh ordinance 2035, rezoning one acre of land at twelve at that 1200 block of airport road from low density residential to planned residential zoning. And we will have a public hearing for that also on October 10th. Ordinance 2036, vacating a portion of public right of way located at Rim Rock Road. And we will schedule that public hearing for October 10th. Ordinance 2037, an ordinance vacating a public utility and sidewalk easement on land located at 2600 research center drive, part of the public hearing for October 10th. And we will adopt that with the passing of this consent agenda. Resolution 9B 23, a resolution transferring a million five hundred thousand dollars between the water and sewer fund capital projects. We move on now to a public hearing scheduled for this evening, and that's on ordinance twenty twenty-three, authorizing the lease of space on the North Main Street water tank to New River Valley Unwired Ventures, LLC. And Chris Lawrence will have the staff report. The basis seven years ago was we didn't have uh high quality fiber internet access on that north end of town. And two wireless companies chose to invest in that and uh they were able to do that. Uh GoGig decided not to renew New River and Wired is renewing, but ultimately with all the success in uh fiber going in the ground, and then the county has a major investment in fiber. The wireless companies have decided that's not a long-term investment for them, so they're going to work themselves out of that business plan. But this lets them work with their customers over the next year or two. And happy to answer any questions.
