The Blacksburg Town Council held its regular meeting on October 8, 2024, at 6:30 p.m. in the Roger E. Hedgepeth Chambers. The meeting included a consent agenda, a public hearing on a sanitary sewer easement vacation, citizen comments, and updates on the ongoing boil water advisory. All consent agenda items and the public hearing ordinance were approved unanimously.

Well, to the Pledge of Allegiance. Will the uh Vice Mayor please lead us? Pledge allegiance to the flag of the United States of America. And to the Republic for which it stands. One nation under God. Indivisible with liberty and justice for all. We begin tonight with our consent agenda. And our first item is approval of the town council minutes for September 17 and 24. Ordinance 2030, an ordinance amending town code section 17-400 and adding a new section 17-402 to authorize charges for the use of emergency medical services vehicles. We're going to introduce that ordinance and schedule the public hearing. Ordinance 2053 to amend the Blacksburg Zoning Ordinance to permit residential development on smaller lots in the R4 district by amending zoning ordinance sections 3040, 3041, and 3042, and adding new zoning ordinance sections 3043 and 3044, and to amend subdivision ordinance section 107. We will also have a public hearing on that item November 12th. We'll have our public hearing on that November twelfth. Resolution 10A24, re referring a proposed zoning ordinance text amendment to the planning commission that would establish a new optional downtown northwest zone. What is council's pleasure? Moving on now to public hearings, and we have one on ordinance twenty sixty, vacating a sanitary sewer easement on land located at 107 Lucas Drive. This ordinance vacates an existing sanitary sewer easement that's that is old. Um and the conditions when uh the engineering staff went out to examine this for some they're working in the area, they realize that the existing you know, as sometimes happens, the actual pipe is um not within the boundaries of the easement, and they need to also do some reconfiguring reconfiguration because um there's been some erosion of the creek in that area. So this will um we're gonna firmly place the the new pipe in an approach to vacate some area that were um not that we don't need, and it's not fair to the landowner to uh is there any public comment on ordinance? Wait a second. We need a motion, don't we? Okay, now you do, yeah. Okay, there's no public comment. So well is that ring um thank you, Madam Mayor, for inviting me to speak. My name is Ackery Weiss, I live in 1711 Whipple Drive. So uh the easement is a are you like giving the easement area to the landowner? Does the landowner own it? Um the pipe uh storm water. Could this be something that like we need to consider about like maybe after after removing the area or that has or um putting up I don't know the there's probably you could you could probably get the town of plants from the board birthday last this this year? Um I don't know, just some ideas. Thank you. Thank you.
