Blacksburg Town Council Regular Meeting - October 28, 2025
Vice Mayor Michael Sutphin presided over the October 28, 2025 regular meeting with Councilmembers Anderson, Ford, Mattingly, and Watson present. Mayor Leslie Hager-Smith and Councilmember Lauren Colliver were absent. Public Hearing: Town Corporate Boundary Adjustment Agreement with Montgomery County
- Staff Presentation: Town GIS Coordinator Ingrid Mans explained that the last full boundary survey was in 1973. The 2025 survey updated the corporate limits using modern spatial data. Key numbers: 1973 area – 12,016 acres (18.85 sq. mi.); 2025 pre-survey – 12,679 acres (19.81 sq. mi.); 2025 post-survey – 12,686 acres (19.82 sq. mi.). The largest change came from town-owned land behind the former Blacksburg High School. No private property boundaries were changed.

- William Oliver (owner of Oliver Rental Properties, LLC): Expressed concerns about whether post-adjustment properties would receive town water, sewer, trash pickup, and transit service, and noted the new line splits his property nearly in half.
- Diane Pfeifer (family property near Bishop Road and Mount Tabor Road): Questioned the boundary shift of approximately 125–130 feet, which splits the family pond, and asked about services.
- Tom Roberts (Blacksburg resident): Requested that the documents labeled as "plats" be corrected to "illustrations" or meet state legal standards for plats (e.g., surveyor's signature).
- Angie Quesenberry (1725 Merrimac Road): Asked if her property would remain in Montgomery County and raised concerns about dangerous traffic speeds on Merrimac Road, especially with new development.

Council Announcements
- Councilmember Anderson reminded residents that early voting is underway, including a Saturday session on November 1, 2025 at the Community Center on Patrick Henry Drive. The last chance to vote in the current season is November 4, 2025.

Here. Watson. Present. Okay, we have a quorum. Um, so we'll go ahead, we'll start this evening with the consent agenda. Um we have three items on the consent agenda, and we'll be approving all three of these items. The first is um the town council minutes for October 7th and October 14th. Um, the second is resolution 10 C25, and this is a resolution to authorize the addition of fire lieutenant and firefighter, fire inspector positions in the approved pay plan and transfer funds for these new positions. The third and final item is resolution 10 D twenty five, a resolution approving the Blacksburg Transit System 2025 substance abuse policy. What is council's pleasure on the consent agenda? Aye. Anderson. Aye. We'll now move on to the public hearing section of the meeting. We have one public hearing on the agenda, and that is the uh town corporate boundary adjustment agreement with Montgomery County. We will start this evening with the staff presentation. We'll have our staff presentation. Yes. Hello. Um here we are. Uh, we've done a corporate boundary survey of the entire town limits this year. And all of you where we're at. Um, so some background. The reason for doing this is it had been over 50 years since the last time the entirety of town limits had been surveyed. Um, and that last time was at the 1973 annexation, which largely made town limits resemble what it looks like today for the most part. It was a very drastic change. This is hard to see. Um, but over time, the that 1973 boundary, it brought in Virginia campus, the Tom's Creek Basin, and then some. Um and since since then there had been a few piecemeal boundary line adjustments and agreements done on a case-by-case basis for their own various specific purposes and reasons. And it was determined by town administration that it was it was time the time was due for a fresh survey using updated technology and adequate land record research to verify and eliminate any doubts of what the corporate limits actually is. So this project began in June of last year. We put out a request for proposals. And in the following months, we reviewed applicants and conducted interviews, finally uh reaching to a project kickoff with the selected consultants in November of 2024. And right from the get-go, they hit the ground running doing uh land record research at the courthouse and consolidating all n there was uh knowledge transfer from town staff as well. And then field crews began their field surveys uh in ja early, early this year in January.
