And so I've got a proclamation here acknowledging and recognizing that, and so I will read this into the record.

6:13

Whereas Blaine High School was established and opened its doors in nineteen seventy-three to serve the growing Blaine community and surrounding areas.

6:21

Whereas in nineteen seventy-six, Blaine High School celebrated a historic milestone when it graduated its first class, establishing the class of nineteen seventy-six is the inaugural graduating class in the history of Blaine High School.

6:33

And whereas the members of the class of nineteen seventy-six were pioneers of a new school community, helping establish traditions, activities, programs, school spirit, and a sense of identity that would become part of the foundation of Blaine High School.

6:47

And whereas the class of nineteen seventy-six has reached the remarkable milestone of its fiftieth anniversary, providing an opportunity to reflect upon friendships, experiences, accomplishments, teachers, staff, families, and community members who helped shape the first generation of Blaine High School graduates.

7:06

Whereas the fiftieth anniversary of the class of nineteen seventy-six is not only a celebration

Summary of Proceedings

Blaine City Council Meeting – October 19, 2026

The Blaine City Council met on October 19, 2026, at 7:00 PM at Blaine City Hall. The meeting included a proclamation recognizing the 50th anniversary of the Blaine High School Class of 1976, public comment from one resident, approval of a consent agenda, and action on multiple development items and utility franchise ordinances. Notable outcomes included the denial of a comprehensive plan amendment for the Wellington development (Pulte Group) on a 4-3 vote (short of the required five-vote supermajority), leading to related denials, and approval of the Lindahl Estates subdivision.

Consent Calendar

  • Schedule of Bills Paid – Approved with Councilmember Newland abstaining due to a conflict of interest for a business he owns receiving funds.
  • Approval of Minutes – Approved.
  • Resolution to Order a Public Hearing for Revocation of CUP at 1550 91st Ave #306 (Minnesota Performance) – Approved.
  • Resolution to Approve 2027 DWI/Traffic Safety Officer Grant and Budget Amendments – Approved.
  • Resolution to Approve 2027 Enforcement Grant and Budget Amendments – Approved.

Public Comments & Testimony

  • Bruce Manthe (address provided) – Expressed dissatisfaction with city staff (specifically Dan Schluender and Eric) regarding enforcement of code height restrictions on a box, alleging the city knowingly placed a box in a non-permitted spot and ignored a 30-inch height requirement. He urged the council to request an opinion from AASHTO or MnDOT for clarification. No response was given during the meeting per open forum rules.

Discussion Items

  • Proclamation (4.1) – Mayor Sanders read a proclamation recognizing the 50th anniversary of the inaugural Blaine High School Class of 1976, acknowledging their role as pioneers in establishing school traditions. The proclamation was presented to attendees.
  • Comprehensive Plan Amendment (9.1) – Wellington (Pulte Group) – Director Sellman presented a request to amend the comprehensive plan from Planned Industrial/Planned Commercial (PI/PC) to Low Density Residential (LDR) on 12.5 acres at 3700 and 3900 125th Avenue NE, part of a larger 82.77-acre proposal for 106 single-family lots. Councilmembers Masolia and Fleming opposed, citing a desire to preserve commercial/industrial land and concerns about abutting a proposed fire station site. A roll call vote resulted in 4 ayes (Ford, Larson, Newland, Mayor Sanders) and 3 nays (Fleming, Masolia, Robertson), failing to reach the required supermajority of five. The motion was denied.
  • Rezoning, Preliminary Plat, Conditional Use Permit (9.2, 9.3, 9.4) – Wellington – Following denial of the comp plan amendment, these items were procedurally denied by motion, each passed unanimously.
  • Lindahl Estates (9.5, 9.6, 9.7) – Director Sellman presented a request to rezone 2.94 acres at 931 117th Avenue NE from R-1AA to Development Flex, subdivide into 8 single-family lots (7 new homes plus one existing home), and grant a conditional use permit. Concerns were raised about matching neighborhood zoning and drainage. Council approved all three items, with Councilmember Masolia voting no on the rezoning (9.5) favoring R-1AA consistency. 9.6 and 9.7 passed with one no vote each.
  • Garage Door Height Amendment (9.8) – Approved amendment to Section 109-86(11)b to allow garage door heights up to 14 feet in the Residential Estate (RE) zoning district. No public comments received. Unanimous.
  • Conditional Use Permit Findings Amendment (9.9) – Proposed changes to Section 101.4 to revise and enhance clarity of findings for CUP approvals. Councilmember Masolia initially expressed concern about losing flexibility, but City Attorney Larson explained that the “public health, welfare, and safety” catch-all provides adequate basis for denial. Unanimously approved.
  • Connexus Energy Franchise (10.1 & 10.2) – Second reading and adoption of an ordinance granting a nonexclusive franchise to Connexus Energy to operate an electric distribution system in city rights-of-way, replacing a 1998 agreement that expired. Also approved a resolution for summary publication. Unanimous.
  • Xcel Energy Electric Franchise (10.3 & 10.4) – Second reading and adoption of an ordinance granting a nonexclusive franchise to Northern States Power (d/b/a Xcel Energy) for electric distribution, replacing an expired 1998 agreement. Summary publication resolution approved. Unanimous.
  • Xcel Energy Gas Franchise (10.5 & 10.6) – Second reading and adoption of an ordinance granting a nonexclusive franchise to Xcel Energy for gas transmission and distribution. Summary publication resolution approved. Unanimous.

Key Outcomes

  • Wellington Development (Pulte Group) – Denied. Comprehensive plan amendment failed 4-3 (needed 5 votes). Rezoning, preliminary plat, and CUP were subsequently denied as a matter of law.
  • Lindahl Estates – Approved. Rezoning (6-1), preliminary plat (6-1), and CUP (6-1) all passed; Councilmember Masolia voted no on the rezoning.
  • Garage Door Height Amendment (9.8) – Approved unanimously.
  • CUP Findings Amendment (9.9) – Approved unanimously.
  • Utility Franchise Ordinances – All approved unanimously. Connexus Energy (10.1, 10.2), Xcel Energy Electric (10.3, 10.4), Xcel Energy Gas (10.5, 10.6) – second readings adopted and summary publication resolutions passed.
  • No other business. Meeting adjourned at approximately unknown time.
