Planning and Zoning Board Meeting - May 7, 2026: ADMA Biologics Site Plan Approved
Planning and Zoning Board Meeting - May 7, 2026
The Planning and Zoning Board of Boca Raton held a regular meeting on May 7, 2026, at 6:00 PM. The sole agenda item was a quasi-judicial public hearing for a site plan amendment by ADMA Biologics, requesting approval of an approximately 18,973 square foot warehouse expansion at 6300 Park of Commerce Boulevard. The board voted 5-0 to approve the amendment.
Discussion Items
- ADMA Biologics Site Plan Amendment (SPA-91-17R1/PZSPA-2025-00043): The applicant sought to amend Planning and Zoning Board Resolution No. 94-32 to authorize an 18,973 square foot expansion to the existing 38,038 square foot warehouse and office building. The project includes modifications to parking, loading, landscaping, and internal circulation, as well as a new six-foot-wide sidewalk along Park of Commerce Boulevard. Staff Planner Maily Barrera presented the application, noting that the property is zoned Warehouse Industrial, with a future land use designation of Planned Mobility. The project was previously approved in 1994 as a two-phase development, but Phase II was never constructed. The current proposal adds warehouse space for industrial freezer and cold storage to support the biopharmaceutical operations of ADMA Biologics, a company employing 360 local workers (with 15 additional jobs anticipated from the expansion). The design maintains consistency with the existing building and received a 5-2 recommendation of approval from the Community Appearance Board on March 17, 2026, with conditions (architectural reveals on the western elevation and relocation of exterior roof access) that were subsequently incorporated. Applicant representative David Millage emphasized the strategic nature of the expansion, the net increase of 110 inches of tree caliper (removing 66 inches, adding 176 inches), and full compliance with code. No public comments were offered.
Key Outcomes
- Motion and Vote: Board member Mitchell moved to approve the site plan amendment, seconded by Matthews. The motion passed unanimously, 5-0 (members absent: Camejo). The vote approved the expansion and associated site improvements as described in the application.
- Next Steps: The approval is final for the Planning and Zoning Board; further appeals or final action by City Council may be required, but none were discussed at the meeting.
Adjournment
The meeting adjourned at 6:15 PM.

Good evening, Chair and Board members. My name is Mayley Barrera, planner with the city, and I will be presenting the ADMA Biomanufacturing Site Plan Amendment. The ADMA Biologics project is located at 6300 Park of Commerce Boulevard within Arvaida Park of Commerce of an approximately five acre site. The property zone warehouse industrial and has a future land use designation of plan mobility. On November 17, 1994, the planning and zoning board adopted resolution 9432, approving a site plan for the construction of an approximately 52,360 square foot office and warehouse building on the property. The development was approved as a two-phase project with all site improvements in the initial building constructed as phase one. And a future build and expansion plan as phase two. Phase one was completed, however, phase two was never constructed constructed and has since expired. Today the applicant is requesting a site plan amendment to modify the previously approved development to allow for an approximately 18,973 square foot expansion to the warehouse portion of the building, together with associated site improvements, including modifications to parking, loading, landscaping, and circulation on the property. The proposed expansion will provide additional warehouse space, including industrial freezer and coal storage areas to support ongoing operations of the property. The existing building consists of approximately 38,038 square feet. The applicant Adma Biomanufacturing LLC is a commercial biopharmaceutical company engaged in the production of plasma derived products. The proposed site planks includes an approximately 18,973 square foot expansion to the warehouse portion of the existing building, located at the rear of the property. The project includes modifications of the surface parking areas, including the addition of ADA compliance spaces and the incorporation of a new loading area to support operations. Additional improvements include reconfiguration of internal circulation, enhanced landscaping and buffering throughout the site, and the construction of a new six-foot-wide sidewalk along Park of Commerce Boulevard. These improvements are intended to support the continued operation of the facility while maintaining functional circulation. With the west elevation oriented toward toward Park of Commerce Boulevard and the east elevation facing the Yamato Scrub Preserve. The design maintains consistency with the existing building through similar materials, horizontal articulation, and facade treatments. The elevation distinguished between the office and warehouse components with the office areas incorporating glazing and the warehouse portions remaining more utilitarian in appearance. Overall, the proposed design is consistent with the industrial character of the warehouse industrial zoning district and is compatible with the existing development of the property. This slide depicts the southern and northern elevations, which face adjacent warehouse buildings within the warehouse industrial zoning district. Staff recommends approval of the application for the following reasons. The project is compatible with surrounding office and warehouse uses within the Park of Broken Sound.
