5:47

We'll hand it over to the proponent.

5:49

Good morning.

5:50

I'm Melissa with AECOM, and we were before you two weeks ago, presenting this to you.

5:57

Michelle will stuck.

5:58

Yeah, they uh thank you, Michelle.

6:00

Um this is for the Regul Street project.

6:02

Um the widening and relocation will set the lines of Reggle Street to incorporate the um new bike path as proposed as part of the project.

6:14

Um our meeting on two weeks ago, we've incorporated all comments from the PIC.

6:22

Umless there's any questions.

6:28

We feel it's ready to go forward.

6:33

Any questions or comments from Commission members?

6:44

How about PIC staff and members of the public?

6:49

I will take this opportunity to remind the public if you wish to ask questions or add testimony to any particular action item.

6:56

We ask that you use the raised hand function, which can be found at the reactions tab at the bottom of your screen.

7:03

Um PIC staff is all set on this ruggles widening and relocation, and I do not see any raised hands right now, so I think we are all set on the section.

7:13

Do we have a motion?

7:14

I'll make a motion to approve a joint petition by the Massachusetts Bay Transportation Authority and the Boston Housing Authority for a widening relocation of Reggie Street is right in the record by the chair.

7:48

As shown on a plan entitled City of Boston Public Works Department Engineering Division Vertical Vertical Discontinuance Plan, MBTA Ruggle Station, Ruggles Street, Boston One Sheet Deded March 2026.

8:00

Back to the proponent.

8:02

Thank you.

8:04

As we discussed during the new business hearing, this action is to exclude the subsurface areas of Reckle Street where the MBTA has infrastructure from the easement between the City of Boston and MBTA.

8:23

Since our last meeting, we addressed the city's comments and the PIC's comments.

8:28

And going forward, we will have my LARS and a legal description meets and bounds delivered to you.

8:49

I'll send on this.

8:53

I'll make a motion to approve a petition by the Massachusetts Bay Transportation Authority for a vertical discontinuance in Ruggle Street as reading the record by the chair.

9:00

The second.

9:01

All in favor?

9:02

Aye.

9:03

Aye.

9:04

Any opposed or abstain.

9:07

Hearing none so moved.

9:09

Public hearing agenda item number three on a petition by the MBTA for the widening, relocation, and extension of the existing right-of-way lines of Forsyth Street, a public way in Roxbury, as well as for the acceptance of a highway easement located at its southernly terminus, generally south of Huntington F.

9:28

As shown on a plan entitled City, Boston Public Works Department, Engineering Division, Widening and Relocation Plan, MBTA Ruggles Station, Forsyth Street in Boston, one sheet dated March 2026.

9:42

Back to the proponent.

9:44

Okay.

9:45

Again, this question of Forsyth Street is there's a small part of the sidewalk that is part of the regular station project.

9:54

We are asking to bring this into the city layout.

10:07

Questions or comments from the commission.

10:17

All said we have a motion.

10:21

I'll make a motion to approve a petition by the Massachusetts Bay Track return authority for the widening relocation and extension of four strike street as record by the chair.

10:29

Second.

10:30

All in favor?

10:31

I mean opposed or abstained.

10:36

None so moved.

10:39

Overcarrying agenda item number four.

10:52

Ruggle Street, generally southeast of Albert Street, what's Forsyth Street at its southernly terminus, generally South Huntington Ave, Columbus Avenue, generally northwest of Tremont Street.

11:04

As shown on a set of plans entitled City of Boston Public Works Department Engineering Division.

11:10

Specific Repairs Plan MBTA Ruggle Station, Ruggle Street, Fortsyth, and Columbus Ave, Boston, six sheets dated March 2026.

11:21

Back to the proponent.

11:24

As we discussed two weeks ago, this plans and these locations display the construction that we are doing in the public way.

11:34

For a more detailed overview, I'll turn it over to Roger.

11:38

Thank you, Thomasa.

11:40

The uh the upper left corner of the drawing on the screen.

11:46

We're putting in a new bike path.

11:50

We're adjusting the sidewalk associated with that.

11:54

We're putting in a planter on just to the right of the bike path.

12:00

Um the whole area will be resurfaced to accept an exit only off of the orange line platform in that general area.

12:12

Uh the crosswalks and uh pavement markings will be addressed as well.

12:19

Uh moving to the right, Forsyth Street.

12:23

Um, there's a small area of curb that has settled or been jarred uh off alignment.

12:34

We're gonna uh readjust that that curb element and recast the uh and replace the concrete slab in front of the entranceway of the station so there's no trips, slips and falls with cracked concrete.

12:52

Um the Columbus Ave entrance, is that on here as well?

12:59

Do we want to blow that up a little bit?

13:01

Um this is uh the area in front of the existing monumental stairs that go into uh the rundown station.

13:14

We're replacing those monumental stairs with a direct access ramp terrace entry from the sidewalk right into uh the lobby of the station.

13:30

Um the stairs, the the monumental stairs will be basically cut in half, and the terrace uh stair configuration will be aligned with the ramping system.

13:45

So this way uh the entranceway becomes completely accessible.

13:51

Uh in order to do that, uh, we're disrupting the area of the sidewalk that's in gray.

13:58

Uh we're replacing the sidewalk and the curb cuts across the to cross Columbus Ave.

14:07

Uh, in addition to that, we are seeking uh we're we're putting in two foundations for columns that support a canopy over the top of this ramp structure as well as the terrace stairs.

14:24

Uh the reason for the uh foundation work being in the city or in the sidewalk is because we're avoiding major utilities that would uh arguably be a better location for the foundations, however, uh the size and the magnitude of these uh what is it the 13 KV and uh a sewer system it prohibits it just it's not cost effective to put them there.

15:00

So we're avoiding the we're avoiding the uh the risk of dealing with those utilities and we're placing the columns in the sidewalk and using that as a separation with the bike paths and the pedestrians walking and so forth.

15:15

So it it it's a it's a betterment in my eyes uh to the the configurations out there.

15:25

That's all that's that's basically what we're doing.

15:32

And we've um discuss comments and coordination with uh a number of city departments, and this week we received comments from BTD signals, so we're in the process of um addressing their comments as well.

15:54

Any questions or comments from members of the commission?

16:00

Uh can you explain about surface-mounted ballards on your plan?

16:05

Sure.

16:06

If you go back to um Columbus entrance.

16:14

In in this day and age where it's it's concerning how how much vandalism gets done in people doing things that we really don't want them to.

16:29

Um the ramp itself is I want to say 10 to 12 feet wide, uh, big enough, wide enough to accommodate a vehicle driving up that ramp uh into the lobby of the station.

16:46

So we've aligned uh a few ballets in alignment with the columns as a line of separation.

16:56

So this way uh a vehicle can't build up speed and come the wrong direction of Columbus Av and go up that ramp.

17:07

Uh yes, they can they can be in direct there, but it's uh it's it's not something that where they can go uh full head of steam 50, 60 miles an hour up the ramp.

17:19

So that's that's why they're there.

17:22

Um we've tried to align them so they're in alignment with the columns, so this way they serve a function of protection with the ramp, and that they try not to uh be in the way of bikers and and so forth that uh coming using the bike path adjacent to yeah, I think it's just can right like the plans say surface mounted and then the details say crash-rated, and those two things don't seem in alignment with me.

18:00

These are down here, these are crash-rated ballards, the surface mounted are along the at the street, uh up here, those are surface mounted.

18:09

Um that's a plastic or a ballard.

18:12

Yeah, yeah, I apologize.

18:13

There's it is two different locations where we put ballards.

18:16

And these are surface mounted due to the branch structure.

18:20

Right.

18:34

Yeah, we we can you couldn't make those uh crash.

18:39

The only way we do that is to extend the plant or something, and then it blocks the entrance.

18:45

Not together, well, not the entrance but the exit from Orange Line.

18:54

Uh and then you have some right the ride parking.

18:58

Uh you're just gonna need to make sure that those signs are PTD standard and not uh special.

19:07

We have right, we we have signs, but uh just make sure they're conforming with BT side scatters.

19:12

Okay.

19:18

Any other questions or comments from commission members?

19:24

Yes.

19:25

One quick question.

19:26

If you could this is Patricia.

19:28

If we could go back to that ballard, so we would just look at the surface mounted.

19:33

Could you confirm that those are um there's still a flush surface for pedestrians?

19:41

Pedestrians that are walking from the right to the left.

19:45

Right.

19:46

I guess yes, it is it should be flush.

19:52

That's correct.

19:53

It should be no rumble strip or any roughened surface at all.

19:57

It's just uh uh a pass through.

20:00

It's just uh uh a pass through okay.

20:05

Great, thank you.

20:06

Yeah, any other questions or comments from Commissioner Lovers.

20:28

I will note that we'll seek a probably alternative treatment for those surface-mounted ballards, but that won't hold up the uh area today.

20:37

Any questions or comments from PIC staff or members of the public?

20:42

Um I do see one raised hand, but before we get to uh David Wien, I just want uh was hoping that the project team can confirm that the MBT it'll be the MBTA specifically that will be signing uh meanus agreement for some of these improvements, um it's the ballards, the canopy columns um and some other things, um, or will it be some other entity setting the LMI?

21:13

It should be the MMTA.

21:15

Okay.

21:16

Fantastic.

21:18

Um that was the only question I had.

21:21

Uh David Ween, I see you have your hand raised.

21:23

Please unmute yourself and go ahead.

21:26

Sure.

21:26

Thank you very much uh for uh entertaining my comments and questions.

21:31

Um the first slide that we're looking at right now is depicting what was described as a bike path alongside Ruggles Street.

21:42

Um I know it's been discussed for many many years that uh Ruggles Street needs a good bike, would be provide a good bike connection between the Emerald Necklace and the Southwest Corridor, and this looks like it's uh part of that vision.

21:58

I just wanted to make sure I understood correctly that this is merely a couple of hundred feet, and it's not part of something that's uh uh being planned or approved to actually connect the corridor and the emerald necklace.

22:13

And this is in place with uh anticipation of uh future improvements or changes to Ruggle Street.

22:21

Is that correct?

22:23

That is my my understanding correct.

22:26

This is this improvement that you see is within the footprint of the overall project for the improvements of Ruggle Station.

22:36

It's not the bike the bike path was included within that footprint.

22:41

It's not uh a bike path project, if you will, to take it anywhere else.

22:47

So what this means is it it looks like it's uh uh uh perhaps a well-designed 20-second piece of bike infrastructure that you'll you'll be merging back into the the current horror of Revel Street.

23:04

Um I just wanted to make sure I understood that.

23:06

And more importantly, uh I'm on the um I remember the Southwest Corridor Park Alliance, which was formerly the park management uh advisory committee.

23:18

Um we're very interested, of course, in the Southwest Corridor Park, and in particular in the bike path and pedestrian path that uh connects Forest Hills to Back Bay, so four or five mile as everybody's aware, four or five mile um uh connection there.

23:36

And uh can we flip to um slide number three, please.

23:43

Great.

23:43

Um I'm a little unclear on how people who are riding bikes or walking through that area as part of the path are going to connect uh from Ruggle Street to uh the path after it crosses Melnia Cass.

24:05

Um I see this uh these uh pillars that are gonna hold up the canopy, and I think on another slide that I saw independently, I'm not sure whether it's part of this presentation.

24:17

It looked to me as though the sidewalk area um below uh looking at this picture below the um the end of the canopy is very very narrow, and I'm trying to understand how people who are, for example, riding bikes, where already it's a tight uh a tight space with all the pedestrians coming in and out of the station, uh, how they're gonna traverse this um uh this this area, and it looks to me as though it's a it's a major narrowing of the the space that people share while they're walking and cycling through there.

25:00

And maybe I'm just not good at reading, reading these things, I'll I'll admit that.

25:03

Is that correct?

25:04

How far is it between the curb?

25:07

I see the um the uh tactile strip there uh above the number 24 plus 00.

25:14

Um how far is it between the curb there and the um uh the the pillars that hold up the canopy and the crash-proof bollards that that I agree are a really good idea for a uh a ramp like that dimensions are being put on the drawing in red live as we're speaking.

25:39

Oh, okay.

25:40

Um's nine feet, the other one's 11 foot.

25:44

Um it's if you zoom back in a little bit.

25:49

The the bike path, the bike path is on the far left.

25:54

Uh actually currently it's um it's actually supposed to be on the right hand side.

26:00

No, it's a it's oh yeah, the far left left in the drawing that's associated with being replaced in in improved because it's being the construction activity is disrupting it in that in that area.

26:15

Yeah.

26:16

And we're replacing as uh as it is today, and as it is today, it continues directly into the Columbus of the street, there's a curb cut right there.

26:32

As you move down, there you go, right there.

26:35

So the intent is the bike path is supposed to go into the street at that point.

26:42

And there is a number of bike paths that go to the right, the ones along the sidewalk, and one's along the lead.

26:50

You can see the the arrow there.

26:53

Umjacent to the sidewalk across the street, and then there's uh there's a bike path uh adjacent to or in front of the parking garage.

27:05

But the intent of this is to keep things exactly the same.

27:09

We're not realigning the bike path.

27:12

We're just simply repairing the sidewalk that we're disrupting through construction, like I said, of the demolition of those monumental stairs, and there was flagpoles up there, and then there's access to reconstruct.

27:28

So this is the in impacted area, I guess.

27:32

Currently, the um the the bike path and the um the pedestrian part of the of the Southwest Corridor Park are um do not go on to Columbus Avenue at that point.

27:50

Uh there is uh after Melnia Cass, the city of course has uh protected bike lanes on either side, and uh the park also has a path along the northeastern edge, uh the edge belowing northeastern university.

28:06

Um but in this area, the the path is really hugging the parking garage.

28:13

Um and I I'm looking at the the lower right-hand corner of the the um uh it looks as though there's a striped bike lane planned for that part of Columbus Avenue, because I it doesn't exist now.

28:30

That part of Columbus Avenue is just a whole bunch of potholes for to jar the shuttle buses currently.

28:38

Um because it's already pretty tight with pedestrians on the concrete uh marked cycle path.

28:48

But the where it's uh on the lower right where there's uh it looks like there's a um uh a stencil of uh of a bicycle and an arrow.

28:59

Is that part of the planned changes?

29:01

Because it doesn't exist right now.

29:03

No, no, it's not part of the changes.

29:05

Okay.

29:06

Is resurfacing uh that part of Columbus Avenue part of the changes?

29:12

Not part of this project, no.

29:14

Okay, so then basically it feels like that whole area is gonna be narrowed up and made and you know, people riding bikes through there, it's a really good idea for people to slow down, and we hope they do, and narrowing it will have that potentially have that effect for for people who aren't negligent.

29:35

But um I'm guessing that this current design, as uh as I'm understanding it here, narrowing it down to that nine and a half feet between the um curb line and the uh pillars is going to make the um uh make it you know uh uh increase conflicts and make it more uncomfortable for everybody who is traveling through or across that area, uh particularly if something is not done on Columbus Avenue to siphon off some of the faster uh cycle traffic.

30:04

Uh particularly if something is not done on Columbus Avenue to siphon off some of the faster uh cycle traffic.

30:12

Many cyclists use it now, but it's uh it's not uh it's not great.

30:18

The the road surface there is terrible.

30:20

There are no there are no cycle markings uh uh in contrast to what's shown on the um uh on this uh diagram.

30:30

And uh to the extent that I don't obviously don't want to I'm I'm not suggesting we hold up this project, and I guess I should have been making these comments two weeks ago.

30:40

Um, I'll urge public works and and BTD to recognize that this is a problem being created and um and increased uh by this project and and prioritizing some way of um adjusting adjusting stuff that's outside the scope of this project to compensate for um for what's being done here.

31:10

Misha the the flag poles that you just highlighted uh not there anymore.

31:16

They're that's a good thing.

31:18

They're being taken out.

31:19

Yeah, that's a trade-off.

31:20

We're narrowing.

31:21

The sidewalk will be free, clear of those poles.

31:25

Uh but we're putting in others to support the canopy.

31:29

Uh I grant you that.

31:31

But the the flag poles themselves uh won't be there.

31:34

That's that's a positive because those those are uh fond as I am of flags and flag poles.

31:40

Right.

31:41

Obviously, I'm I just highlighted these items in orange because this is an existing uh row of ballards, and this is an existing row of flat poles.

31:52

So the condition is pretty similar to what we're doing in the final, just slightly different location of where the ballard is.

32:00

You're suggesting it's it's no worse than uh than it currently is if you take into account the bollards and the flag poles.

32:07

I'll buy that.

32:08

Oh by that.

32:09

I I I'd love to see it getting better rather than worse, but um uh it's a I guess.

32:17

And the the other thing that we're concerned with too is um you have wheelchairs and baby carriages coming down the ramp, as opposed to people walking down the stairs.

32:31

Uh it's a it's a little different dynamic coming off the ramp.

32:34

So that actually creates more conflict.

32:37

Well, yeah, but you want to have you want to have uh you you want to direct the bikes to the bottom side of the ballets in the columns that we have, as opposed to having them cross adjacent to the the bottom of the ramp.

32:54

I think I think that that's true.

32:56

Widening the sidewalk there or providing a facility that actually goes that actually is bikeable and goes down Columbus Avenue to the traffic light uh at Melnit Nelnia Cass would be a plus and an improvement and would further pull the bike traffic um away from the end of the ramp where the baby carriages and and wheelchairs are coming down.

33:24

Um that's just a comment.

33:27

If it can't get incorporated into this plan, then at least um uh doing something for that portion of Columbus Avenue, at least resurfacing it, but uh resurfacing it and and properly striping and separating uh cycle traffic, as has been done you know throughout the next several blocks of Columbus Avenue heading east uh already is um would be a real pop would be a real positive and uh uh I I hope I hope that the BTT and BTD and uh public works can kind of take that in as uh as uh uh uh a very useful thing to do and sooner rather than later.

34:11

And thank you.

34:13

Thank you for a comment, Staman.

34:16

Any other members of the public?

34:21

I do not see any rest hands.

34:24

Any other questions or comments from Commission members?

34:32

Okay.

34:36

I'll make a motion to approve it.

34:46

By the chair?

34:47

Second.

34:48

All in favor?

34:49

I mean post or abstained bearing none so moved.

35:00

Public hearing agenda item number five on a petition by the Massachusetts Bay Transportation Authority for the granting of a project projection license, the installation of a canopy over portions of the sidewalk within Columbus Ave, a public way, Roxpray located on its northwesterly side, generally northwest of Tremont Street, as shown on a set of plans entitled City of Boston Public Works Department Engineering Division, license plan, META Ruggle Station, Columbus Avenue in Boston.

35:23

Two sheets dated March 2026.

35:26

Back to the proponent.

35:33

Yeah.

35:34

You want to take that?

35:35

Sure.

35:39

Michelle, can you blow up the plan?

35:43

Zoom in on the plan.

35:45

Again, you can see the bottom of the ring up there in the line of ballets and the column location that's within the sidewalk.

35:55

So the cross section A is what you uh what you're going to look at when we go down to the detail.

36:03

Go down on the sheet now.

36:05

So this is what's happening.

36:07

Um the bottom of the ramp is to your right.

36:11

Uh and we're providing uh a column support for the end of the canopy that goes from here, probably almost 200 feet to the entry of the um uh Russell station.

36:29

Um is the next sheet Melissa and the foundation is is that's detailed in that fashion.

36:40

Um will stick up.

36:42

There'll be uh concrete, concrete will stick up.

36:47

Uh you can't see the thickness one foot eight off the off the finished surface, and then the column will be on top of that.

37:04

Questions or comments from the commission.

37:11

Well, PIC staff or members of the public.

37:16

We are all set on this.

37:18

We have a motion.

37:20

Make a motion to approve a petition by the Massachusetts Main Transportation Authority for the granular production license within Columbus Abbas written to the record by the chair.

37:27

Second.

37:28

All in favor?

37:29

Aye.

37:30

Aye.

37:30

Any opposed or abstain?

37:34

Hearing none so moved.

37:35

Thank you.

37:38

Okay, public hearing agenda item number six uh on a petition by Hancock Street Realty Trust for the making of specific repairs within the following public ways at Dorchester, Hancock Street, at addresses number 77 through 83, generally northwest of Trell Street, and Trell Street, southwest of Hancock Street, as shown on a set of plans entitled City of Boston Public Works Department, Engineering Division Specific Repair Plan, 81 Hancock of Charles Street, Dorchester, three sheets dated March 20th, 2026.

38:12

We'll hand it over to the proponent.

38:15

Hi, good morning.

38:15

This is Pierre Vanco, uh, architect on the project.

38:18

Can you hear me okay?

38:19

Odd and clear.

38:21

Okay, excellent.

38:22

Um, so the subject property is currently a single story uh shopping plaza containing a liquor store, uh had a pizza shop and a laundry.

38:33

Uh we are proposing three stories of housing above that that um would include a series of improvements to the public realm.

38:41

Um we believe would drastically improve current conditions, um, really making this corner uh wonderful place here at the corner of Hand Calc and Troll Street.

38:52

Um this is more or less the existing condition as explained two weeks ago.

38:57

Um the change uh this is an updated photo here of the handicapped um accessibility improvements have already been made to that corner, and those would be protected in this process of construction.

39:15

Quick overview showing how essentially a vertical addition built on top of the existing building.

39:22

In this improvement, we are uh raising curb lines slightly.

39:27

We're gonna be able to uh make the entrances to each of the businesses and all the major entrances to the building handicapped accessible.

39:35

Right now they they do not meet cross slope.

39:38

Uh they greatly exceed the lava cross slopes.

39:41

Um the sidewalks are broken and jobs going down Troll Street.

39:49

There's all of these sidewalks would be fixed and and repaired in this process.

39:54

So we have uh two actions here.

40:00

Uh one is that we are relicense existing awnings that currently um go over into the public realm.

40:06

They they have a change relationship to the sidewalk that is fractional.

40:10

Uh it's not large, and then we have a projection up around 55 feet that hangs over the edge of the sidewalk by about two feet, and that is this element up here.

40:23

So that's really the two reasons that we're here.

40:26

So with that, explain it fairly thoroughly a few weeks back.

40:29

Happy to take any questions.

40:34

Thank you.

40:35

Any questions or comments from commission members?

40:44

How about PAC staff or members of the public?

40:49

Uh Peter, would you just uh do you mind mentioning the uh street trees and landscaping that you're installing along, I believe Hancock Street.

40:58

Absolutely.

41:00

Um so we yeah, absolutely.

41:02

Uh one of that's it's one of the best aspects of this.

41:06

I think that we have a very um, well, it's it's not a very pleasant uh street pedestrian experience, and so in this, we're actually changing a little bit.

41:17

We're we're replacing a lot of the concrete, or closing all of the concrete rather, to our uh plan north property line.

41:25

We have an existing street tree, very, very nice large green ash there that we are proposing rather than we are accepting south of that.

41:34

We are proposing two red oaks that are introduced.

41:38

So right here, there would be a mulched bed, eight feet long, and then um down here at the plan south.

41:45

It actually is nice, it hits the building at more or less a third point.

41:49

So between those two trees, we're graining the public realm significantly.

41:53

As well, we have a very nice uh change in material where we're switching over to um permeable behaviors there.

42:01

It should just create a much warmer, richer public environment.

42:16

Any other questions or comments?

42:18

Todd, you good?

42:20

All set, thank you.

42:22

We have a motion.

42:23

I make a motion to approve a petition by Hancock Street Realty Trust for the making of specific repairs within Hancock Street and Troll Street and threatened the record by the chair.

42:31

Second.

42:32

All in favor?

42:33

Aye.

42:34

Aye.

42:34

Any opposed or abstain?

42:38

Hearing none so moved.

42:41

Thank you.

42:41

All right.

42:43

Agenda item number seven on a petition by Hancock Street Realty Trust for the granting of a projection license for the installation of building coruses over portions of the sidewalk within Hancock Street and Public Way in Dorchester, located on Southwest Lee side of addresses number 77 to 83, northwest of Troll Street, as shown on plan titled City of Boston Public Works Department Engineering Division, projection license plan 81 Hancock Street, Troll Street, Dorchester, one sheet dated February 9th, 2026.

43:12

Back to the proponent.

43:14

Excellent, thank you.

43:18

Yeah, so the projection that uh license that we are needing here are for the existing awnings that currently exist on the building.

43:27

They are remaining in place with no change.

43:30

As we are raising this curve line, and we're changing the relationship fractionally to them.

43:37

Uh we were uh we were asked, and I think very wisely to go ahead and relicense those as they are.

43:44

Uh it was verified by uh accessibility commission that they will have uh sufficient height over the public realm that there is no danger to them hanging into the public realm, and that they uh they would not pose a uh any hazard, and certainly not beyond what they currently um their current relationship.

44:05

Uh secondarily, we have a portion of the building 55 feet in the air that is hanging over around two and a half feet um over the property line and column of pertinence, but it is uh greatly divorced from the public realm in terms of being um uh realized, but still nonetheless, we need to get it licensed.

44:27

So those are the uh two matters that we need your approval on questions or comments from the commission.

44:44

Well, PIC staff and members of the public.

44:50

All set.

44:52

Thank you, Todd.

44:53

Do we have a motion?

44:55

Make a motion to approve a petition by Hancock Street Realty Trust for the granting of a projection license in Hancock Street is ready to record by the chair.

45:02

Second.

45:03

All in favor.

45:04

Aye.

45:06

Aye.

45:07

Any opposed or abstain?

45:09

Hearing none, so moved.

45:12

Thank you.

45:13

Excellent.

45:13

Thank you.

47:30

Thank you very much.

47:33

Okay, on to new business.

47:35

Agenda item number one.

47:37

Amory Street Roxbury widening and relocation specific repairs grant location on a set of joint petitions by 25 Amory Street Apartments LLC 250 Center Street Housing LLC in NSTAR Electric doing the business as Ever Source Energy.

47:53

Over to the proponent.

47:56

Morning, Commissioners and members of the public.

47:57

My name is Colin Horsey.

47:58

I'm a senior project engineer at NICH Engineering.

48:00

Um and I'm here on behalf of the aforementioned petitioners.

48:08

Now as mentioned, we have three PIC actions as part of this.

48:49

Moving on to the specific repairs.

48:51

On this just shows a driveway turnaround for fire access.

49:39

Any questions or comments from the Commission?

49:49

How about PIC staff?

49:52

I think we're all set on this.

49:57

April 23rd, enough time.

50:00

Absolutely.

50:01

Okay, we'll see that.

50:02

Thank you.

50:04

All right, new business agenda item number two, 279 Maverick Street in East Boston.

50:08

Specific repairs on a petition by 279 Maverick Street Realty LLC.

50:14

Over to the proponent.

50:15

Good morning.

50:16

My name is Pavel Hunts, development manager for 279 Maverick Street with me today.

50:22

I have the Giovanni Federa, our civil engineer, and Natalie Adams, our landscape architect with Burden.

50:29

279 Maverick Street's uh 32 unit uh ground up mixed use developments, uh 32 um homeowner opportunities in East Boston.

50:39

Uh to walk through the specific repairs that we're gonna be making at the streetscape.

50:43

I'll uh turn it over to uh Giovanni of Federa Engineering.

50:48

Good morning.

50:49

Um my name is Giovanni Federa with Federa Engineering.

50:52

I'm just gonna share my screen.

50:55

Um the project involves as Paula said, it's a 32 unit mixed use building on a site.

51:02

This is the rendering right here uh to give you a picture of what we're proposing.

51:06

But um it's currently an open lot.

51:09

I'll show this uh street view.

51:11

So this is the site right here.

51:13

Um so it's currently an open lot.

51:15

Uh the building uh front the lot frontage is approximately 120 feet over here, um, and it currently has one roughly central central curb cut uh entering into the site.

51:27

Um, as part of the proposed improvements for closing the curb cut, and we're gonna be replacing it with a single new curr uh new curve cut that will be located somewhere along here.

51:39

Uh that new curve cover will be a shared um access point with this abutting building right here.

51:46

Um so it'll help consolidate the uh vehicle access, reducing conflicts along the frontage.

51:52

Um I'll show you the plan that we have here.

51:57

We're also proposing a new pedestrian crosswalk that'll be located northwest of the corner of the property, which will extend across Maverick Street and towards the blue bike uh stations located across the street.

52:13

Uh to support accessibility, ADA compliant curb rants will be installed at both ends of the crosswalk over here.

52:20

Um the project frontage, we're proposing street uh streetscape improvements that include a five-foot wide concrete sidewalk, and that'll be maintained continuously along the uh the site.

52:35

We'll also include a three-foot-wide bike rack zone with uh five bike racks over here.

52:42

Uh and we're also including three street pits uh that will be integrated along the frontage right here.

52:48

Uh the bike rack areas will be constructed with permeable gavers that help contribute toward the project's green infrastructure storm water management requirements.

52:57

Um additionally, we are proposing two new street lights, one located right here and one located over here at this uh eastern corner.

53:06

Um that'll help improve illuminal illumination and pedestrian safety along the uh section of Maverick Street.

53:14

Um importantly, the project does not propose to shift the curved line further into the roadway.

53:20

It does not propose um improvements the proposed improvements will not negatively impact the existing roadway configuration.

53:28

Um existing on-street parking will be maintained under the proposed conditions, and uh overall we believe the proposed improvements consolidate vehicular access, enhance pedestrian connectivity, improved streetscape elements and provide additional lighting along the corridor, and that these uh changes represent an improvement to the public right-of-way.

53:53

Uh, we're open uh to answer any questions that the commission may have.

53:57

Thank you.

54:00

Just just to add one item quickly to uh Giovanni's uh presentation.

54:04

Thank you, Giovanni.

54:05

Uh, on the street lighting, um, the agreement with the street lighting division was that we will be providing the uh underground infrastructure and the street lighting division will be providing the uh above ground infrastructure, similar to the uh previous project that kind of had a similar arrangement.

54:20

Um just to add, you know, Jibani's note about the street parking.

54:23

We are also providing 18 off-street parking spaces uh in a garage in this building as well.

54:30

Thank you.

54:32

Thank you.

54:33

Questions or comments from the commission?

54:43

How about PIC staff?

54:47

Uh the PIC staff passed along a handful of um plan comments to the project team.

54:53

Um, and I just said that they're working on addressing those comments.

55:00

So we'll just expect to see updated plans prior to their new business hearing and or their advertised public hearing rather in a few weeks.

55:06

Yep, I think we'll uh have those buttoned up and over to you shortly.

55:09

Great, thank you.

55:11

All right, we'll see you on April 23rd.

55:13

Great.

55:14

Thank you very much.

55:16

Thank you.

55:17

Last item of new business, uh 262 St.

55:20

Boltoff Street in Roxbury, Earth Retention License on a joint petition by Northeastern University and Suffolk Construction Company Incorporated.

55:29

We'll hand it over to the report.

55:32

Um I'm Caitlin Tripp with Haley and Aldridge, Geotechnical Engineer.

55:36

I'm presenting on behalf of Northeastern and Suffolk Construction for Petition of an Earth Rention System.

55:44

Um just trying to share this plan.

55:55

So this plan is for Northeastern University's new athletic facility on the former Matthews Arena site.

56:04

Um however, this plan is only related to the construction of two temporary tower cranes that will be used for construction.

56:13

Um there are separate permitting efforts underway for the other aspects of the building sidewalks and utilities.

56:20

This plan presents the location of two tower crane structures and a personnel hoist that will be installed within uh beyond the project property extending into the sidewalk and roadway along St.

56:34

Patolf Street.

56:36

Each tower crane is founded on a concrete mat supported on driven piles to bedrock, and there's a soldier pile and lagging supportive excavation system around the concrete mat in order to excavate to a depth of six feet uh in preparation for the steel pile and soldier pile driving.

56:54

Uh the water line will be temporarily relocated outside the footprint of the tower crane, each tower crane, and as requested by national grid, vibration monitoring above the water line will be conducted during pile driving in national grid will have a on-site representative following erection of the new building.

57:14

The tower crane will be dismantled and the concrete mat demolished.

57:19

The steel piles uh and soldier piles will be cut off six feet below public sidewalk grade and ten feet below roadway grade, uh, and the deeper portion of the piles will remain in place uh in the water lane line will be returned to its original alignment.

57:36

So that's a summary uh of this plan um and we're we'll open it to questions.

57:44

Thank you.

57:45

Questions or comments from commissioners?

57:49

I can you just confirm that you've uh right met with and this is approved by Hasbro the uh CMP has been approved.

58:00

Yeah, no, I'm I'm talking about the the specific elements for the the crane stuff.

58:04

Uh I I believe you guys have gone through.

58:06

I know that the bigger CMP is a thing, but um that this piece you have discussed with him, or that you will discuss in the two weeks between now and the public hearing.

58:14

We have received feedback from BTD.

58:18

Just we haven't specifically discussed Ed specifically just get in touch with him between now and the public hearing.

58:25

Fair enough.

58:26

Thank you.

58:30

Any other questions or comments from commissioners?

58:34

Yes.

58:35

This is Patricia.

58:37

Um is this affecting the uh pedestrian path?

58:43

Do you know if the temporary pedestrian group construction is affected?

58:50

Yes, correct.

58:52

Um Joe, can you speak to the pedestrian routing on St.

58:57

Patolf Street?

58:59

Yes, I can.

58:59

My name's Joe McCown was Suffolk Construction.

59:02

As part of the CMP plan for the larger project, the lanes on St.

59:07

Patolf Street have been shifted over, and the sidewalk on the arena side of the street has been closed for the duration of the construction.

59:16

Uh this work that we're talking about now is within the construction site, so the pedestrian and vehicular traffic changes have already taken place.

59:26

Okay, thank you.

59:28

Welcome.

59:31

Any other questions or comments from commissioners?

59:38

Todd.

59:41

All set April 23rd on time.

59:47

Yes.

59:48

Great, we'll see you then.

59:52

All right, that wraps up our agenda.

59:54

Uh, do we have a motion to adjourn?

59:56

I'll make a motion to adjourn.

59:58

Second.

59:59

All in favor?

1:00:02

All opposed or abstain?

1:00:04

None so low.

1:00:05

Thank you, everybody.

1:00:07

Thank you.

Summary of Proceedings

Public Improvement Commission Hearing - April 9, 2026

The Public Improvement Commission (PIC) held a hearing on April 9, 2026, chaired by Dick Gove, interim chief of streets. The commission approved eight public hearing items related to street widening, discontinuance, specific repairs, and projection licenses, primarily for the MBTA Ruggles Station project and two private developments. New business items were presented for future consideration at the April 23, 2026 hearing.

Public Comments & Testimony

  • David Wein, representing the Southwest Corridor Park Alliance, commented on the Ruggles Street bike path and Columbus Avenue pedestrian/cycle conflicts. He noted the proposed bike path is only a short segment and questioned how cyclists and pedestrians will navigate the narrowed area near the new canopy pillars and ramp. He urged the Boston Transportation Department (BTD) and Public Works to prioritize resurfacing and proper striping of Columbus Avenue to improve safety for cyclists and pedestrians, though he stated he did not want to hold up the project.

Discussion Items

  • Item 1 – Ruggles Street Widening & Relocation (MBTA & Boston Housing Authority): The proponent (Melissa, AECOM) confirmed all prior PIC comments were incorporated. The commission approved the joint petition for widening and relocation of Ruggles Street right-of-way and acceptance of a highway easement.
  • Item 2 – Ruggles Street Vertical Discontinuance (MBTA): The proponent stated subsurface areas where MBTA has infrastructure would be excluded from the city easement. A legal description will be provided. Approved.
  • Item 3 – Forsyth Street Widening, Relocation & Extension (MBTA): The proponent noted a small sidewalk portion would be brought into the city layout. Approved.
  • Item 4 – Specific Repairs on Ruggles, Forsyth, & Columbus Ave (MBTA): Roger from the project team detailed improvements including a new bike path, sidewalk adjustments, a planter, crosswalks, pavement markings, and a ramp with canopy columns. Surface-mounted bollards (non-crash-rated) and crash-rated bollards were discussed; the project team confirmed signs will be BTD standard. A commissioner noted alternative treatments for surface-mounted bollards may be sought but would not delay approval. Public comment from David Wein raised concerns about bike path continuity and pedestrian conflicts. Approved.
  • Item 5 – Projection License for Canopy on Columbus Ave (MBTA): The proponent described a canopy supported by columns within the sidewalk. Commissioners asked about foundation details. Approved.
  • Item 6 – Specific Repairs on Hancock and Trell Streets (Hancock Street Realty Trust): Pierre Vanco, architect, presented a plan for a three-story housing addition above existing retail, including sidewalk repairs, curb raising, and two new red oak trees. Approved.
  • Item 7 – Projection License for Building Cornices on Hancock Street (Hancock Street Realty Trust): The proponent sought relicensing of existing awnings and a new projection 55 feet above grade overhanging the sidewalk. Approved.
  • Item 8 – Specific Repairs on Condor Street (Condor Street Investment LLC): Rick Salve presented plans for sidewalk reconstruction, two street trees, bicycle racks, a new crosswalk, and street lighting infrastructure. Approved.

New Business (Presented for future hearing on April 23, 2026)

  • Item 1 – Amory Street Roxbury (25 Amory Street Apartments LLC, et al.): Colin Horsey presented a joint petition for widening, relocation, specific repairs, and a grant location, including a driveway turnaround for fire access. Commissioners noted the next hearing date.
  • Item 2 – 279 Maverick Street East Boston (279 Maverick Street Realty LLC): Pavel Hunts and Giovanni Federa presented a 32-unit mixed-use development with streetscape improvements including a new curb cut, pedestrian crosswalk, ADA ramps, bike racks, street trees, and street lights. Nineteen off-street parking spaces will be provided. The project team is addressing PIC plan comments.
  • Item 3 – 262 St. Botolph Street Roxbury Earth Retention License (Northeastern University & Suffolk Construction): Caitlin Tripp presented plans for temporary tower cranes and a personnel hoist for a new athletic facility. The cranes will be founded on piles driven to bedrock; water lines will be temporarily relocated and vibration monitoring conducted. Pedestrian and vehicular traffic changes are already in place under the larger construction management plan. Commissioners requested confirmation of discussion with BTD.

Key Outcomes

  • All eight public hearing items were approved unanimously by voice vote with no recorded opposition.
  • New business items were presented for public hearing on April 23, 2026. The commission will consider them at that meeting.
  • The meeting adjourned following a motion.
