5:07 As shown on a set of plans entitled City of Boston Public Works Department Engineering Division, Temporary Earth Retention Plan, Brookline Ave, Jocelyn Place, Pilgrim Road, 1 Jocelyn Place, Boston, two sheets dated April 29, 2026.
5:21 We will hand it over to the proponent.
5:25 Morning, Chief, members of the commission and the public.
5:27 My name is Howard Mosier.
5:29 I work at VHB at 99 High Street in Boston, and I'll be leading the presentation for the proponent this morning.
5:36 Two weeks ago at New Business, we presented a number of actions, including the one we're here for the public hearing on.
5:44 For a future cancer hospital in Boston's Longwood Medical and Academic Area on your screen, I gotta share.
5:58 On your screen, you should be seeing an image aerial rendering of the proposed project.
6:03 Again, located in Boston's Longwood Medical and Academic Area.
6:08 Just to refresh the commission in public, the project location is on the site of the existing Jocelyn Diabetes Center, adjacent to both Dana Farber's Longwood campus as well as Beth Israel Deaconess Medical Center's West Campus.
6:25 And uh refresher of the rendered view showing the proposed project.
6:31 The first item uh for which we're requesting approval is on a temporary earth retention plan.
6:38 It contains uh temporary support, which will be cut down in the public way to the stipulated depths.
6:45 It includes tiebacks on Pilgrim Road and uh some support for temporary cranes.
6:51 Two weeks ago we received no comments.
6:54 I open it up for questions.
7:01 Hand over to PIC staff.
7:02 Uh, any questions or comments on this one?
7:06 I will take this opportunity to remind the public if you wish to ask questions or add testimony to any action item.
7:12 We ask that you please use the raised hand function, which can be found uh at the reactions tab at the bottom of your screen.
7:19 Um I do not believe that we have any comments or questions on this action, so I think we're all set.
7:28 How about members of the commission?
7:35 Hearing none, do we have a motion?
7:37 I'll make a motion to approve it.
7:39 Gary petition by Dana Harbor Cancer Institute Inc.
7:41 in Beth Israel Deaconness Medical Center for the granting of an earth retention license in Johnson Place, Brooklyn Avenue Pilgrim Road is ready to the record by the check.
7:55 Airing none so moved.
7:58 All right, next item on the agenda.
8:00 Uh, on a joint petition by Dana Farber Cancer Institute, Beth Israel Deaconess Medical Center for the granting of a private utility license for the installation of new storm drain infrastructure within Pilgrim Road, public way in Roxbury, located generally northeast of Johnson Place, as shown on our plan entitled City of Boston Public Works Department Engineering Division Utility License Plan, one Jocelyn Place, Pilgrim Road, Boston, Longwood Medical Area, one sheet dated January 13, 2026.
8:29 We'll hand it back to the proponent.
8:32 Good morning, members of the commission.
8:33 My name is Howard Mosier from VHB.
8:36 Under this proposed action, we're proposing the installation of a drain overflow pipe, which will cross Pilgrim Road in order to access property on Crossover Street where groundwater recharge wells will be installed as a part of the stormwater management system.
8:52 We presented this two weeks ago at New Business, and no questions were asked, and I believe we've addressed all planned comments requested by PIC staff.
9:06 Back to you and many public comments.
9:09 No, I'll just mention that uh crossover street uh was discontinued at some point in the past, and so it's uh currently simply private property owned by the proponents.
9:19 Um, so the only actual impacts to the public way are within Pilgrim Road here.
9:30 Not seeing any public comment.
9:32 Any questions or comments from the commission?
9:38 Hearing none, how about a motion?
9:29 I'll make a motion to approve a joint petition by Danny Farber Cancer Institute Inc.
9:44 and Beth Adrian Dickness Medical Center, Inc.
9:46 for granting a private utility license in Pilgrim Road is ready to work by the chair.
9:53 I promised for abstained.
9:57 Hearing none so moved.
10:00 Public agenda item number three.
10:03 Joint petition by Dana Farber Cancer Institute incorporated.
10:07 Beth Israel Deaconist Medical Center Incorporated for the granting of a private utility license for the installation of new electric infrastructure within the following public ways of Roxbury.
10:17 Jocelyn Place at address number one, generally between Brooklyn App, Bobo Road, Deaconess Road, generally between Brooklyn App and Bogram Road.
10:25 As shown our plans out of the City of Boston Public Works Department Engineering Division Utility License Plan, one Johnson Place, Johnson Place, Boston, Walmart Medical Center area, one sheet due to January 13, 2026.
10:38 Howard, I believe this is back to you.
10:42 Again, for the record, my name is Howard Mosier of VHB.
10:46 Before the commission on this action is a temporary license for a temporary electric duct bank.
10:53 As one jobs will be demolished, and the construction project will need power in coordination with many departments.
11:06 This will be used to support construction operations.
11:09 Once the building has received permitted power, the temporary power will be removed and the entirety of the duct bank will be removed from the public way.
11:16 So this is truly a temporary installation.
11:19 Two weeks ago, no questions were received.
11:21 I believe we've addressed the minor comments on the plans for PIC staff and look forward to any comments you have today.
11:30 Todd, back to you and any public comment.
11:34 No, no issues on this one.
11:37 How about commissioners?
11:41 Alright, do we have a motion?
11:43 I'll make a motion to approve a joint petition by Dana Parker Cancer Institute Inc.
11:46 and Beth Israel Deaconess Medical Center Inc.
11:48 for the granting of a private utility license in Johnson Place and Deaconess Road is written to the record by the chair.
11:57 Any opposed or abstand?
12:01 Hearing none so moved.
12:03 Thank you, everyone.
12:05 That concludes our public hearing today.
12:07 We're going to move on to new business.
12:09 We have one agenda item.
12:12 3458 Washington Street, Pent Road, West Roxbury, pedestrian easement, specific repairs.
12:18 On a set of petitions by Washington 3458 LLC.
12:23 We will hand it over to the proponent for presentation.
12:28 Chair and Commission members, my name is Maddie Wynchard with Harristein Hudson.
12:31 We're providing the PIC permitting services for the project.
12:35 I'm joined today by the project proponent, Washington's 3458 LLC.
12:41 The project site is about a 10,000 square square foot site in the Jamaica Plain neighborhood.
12:46 It's founded by Washington Street to the northwest, Kenton Road to the northeast, and privately owned parcels to the southeast and southwest.
12:56 The existing site today is occupied by a one-story commercial building surrounded by paved parking areas.
13:02 The project proposes to demolish the existing building and paved parking areas on site to allow for the construction of a five-story mixed-use building.
13:11 The building's going to provide 36 residential units, ground floor retail space, and there'll be a surface parking area in the back of the site, access from Kenton Road.
13:20 That will provide seven parking spaces.
13:24 The project is proposing specific repairs and pedestrian easements with in both the Washington Street and Kenton Road Public Rights of Way.
13:34 Within Washington Street, specific repairs include sidewalk reconstruction and widening, the installation of a four and a half foot wide furnishing zone that includes permeable papers, three street trees, and four bike rocks, as well as a bench, the closure of two driveway curb cuts, and the reconstruction of a pedestrian ramp at the intersection of Washington Street and Kenton Road.
13:56 We're also requesting a pedestrian easement along Washington Street.
13:59 This easement will allow for an eight-foot wide clear path of travel for pedestrians beginning at back of sidewalk furnishing zone within the project site.
14:08 It has approximate width of 3.1 feet.
14:11 There's also elements of the building above that extend within the season area.
14:16 A minimum of 10 foot clear is provided between the finished sidewalk rate and the bottom of building above.
14:24 Moving to Kenton Road, the specific repairs include sidewalk reconstruction and widening, installation of a three and a half foot wide furnishing zone comprised of permeable pavers, two new street trees and tree cuts, and three bicycle routes.
14:37 Two curb cuts will be closed on Kenton Road and one 12-foot driveway curb cut will be installed.
14:46 The pedestrian usement proposed on Kenton Road will provide a six-foot minimum clear sidewalk width for pedestrians beginning at back a sidewalk furnishing zone.
14:55 This petty isn't has an approximate width of 5.1 feet into the project site.
15:00 Again, elements of building above extend within this pet easement area.
15:04 However, there is a 10-foot minimum clearance between the sidewalk elevation and the bottom of building above.
15:10 In total, the pedestrian easement area within the project site is 878 square feet.
15:17 We do have a pedestrian easement plan, however, it is outdated, it needs to be updated a bit.
15:21 So I didn't plan on sharing that today, but I'm happy to if anyone wants to take a look at it.
15:26 Otherwise, open to any questions from commission members.
15:34 Todd, any questions or comments from the C staff?
15:39 Yeah, Maddie, understanding that the easement plan is um a little outdated.
15:42 If you could uh throw it up on the screen just for the record.
15:45 And maybe highlight what uh is proposed to be changed.
15:49 Yeah, so the orientation of this will be changed to match what's shown on the specific repair plans.
15:54 Additionally, the limit of pedestrian easement is changing.
15:57 So this area that I'm kind of circling here is going to be now included in the pet easement area.
16:04 So that will be included, and then we'll also be providing a section along both the Washington Street and Kenton Road right subway that show are providing the 10-foot minimum vertical clear dimension from sidewalk to building above.
16:19 Um, that's all I had, Chief.
16:23 Questions, comments from the commission.
16:26 Um, thank you, Maddie, for the presentation.
16:28 I'm wondering if we can flip back to the specific repair plan.
16:32 Um, and just get confirmation from the team regarding um the reciprocal ramp and the um intention um to reconstruct that um and whether or not the team is um uh if the team is willing to provide a sketch of um what might be possible at that corner.
16:54 Yeah, and we're committed to working with the city on that.
16:56 My understanding is Dolores and her team were going out on site to do a site visit and check the compliance of that ramp in the existing conditions.
17:05 I'm gonna follow up with her this afternoon and whether or not that's um apologies.
17:10 We hadn't gotten a chance to get back to you before today's hearing.
17:13 Um, but they did do that site visit, um, and it was determined that um the slopes were non-compliant.
17:19 So we will be asking the team to uh reconstruct um that ramp and ask for a sketch on um what design the team is proposing for um that um reciprocal.
17:34 We'll work with you on that then.
17:40 Any other questions or comments from commission members?
17:51 Uh is uh the 21st enough time.
17:55 That should be sufficient, yes.
17:58 Okay, we'll see you then.
18:03 That concludes our meeting today.
18:05 We have a motion to adjourn.
18:07 Make a motion to adjourn.
18:14 Meetings adjourned.
18:15 Thank you, everyone.
