And so this project is related to a 14,000 square foot parcel uh located at the corner of Center Street, Park Street in West Roxbury.

Um the proposed project is um a construction of a four-story uh mixed-use building with about 20, I think it's 21 residential units and ground floor commercial space, as well as off-street parking that will be accessed by a curb cut off of Park Street.

Um the proposed pedestrian easement here in what you see in red is proposed because there's an existing AVA uh sidewalk ramp, whose clear space behind it is not sufficient.

So we're proposing about 14 square feet to be added or included in the new pedestrian easement to pass by that hand cap ramp.

Um before I move on, it's easy to see here where the existing curb cuts are located that will be revised or closed up in some fashion.

The bottom left-hand corner on center street has a curb cut in the middle of the frontage on center street, there's a curb cut, and then out on park street is a curb cut.

So on this following um specific replayer plan, we are closing up on the both curb along center street, and we are revising and changing the size of the curb cut on Park Street to a 12-foot wide curb cut.

Um we're proposing to replace approximately 15 35 uh linear feet of concrete cement cement concrete sidewalk and also reset the curb along center street.

Um there's one existing tree, the one in the center here along Center Street that we will preserve, and its tree well will be enlarged slightly.

Um currently it's about four by six.

We're gonna make it four by eight, and then we're adding two new street trees within eight uh four by eight tree wells, which will be mulch surface.

There's an existing band of brick paving along the curb line in the frontishing zone, which we'll replace or reset, and uh we're also proposing to add three hitch bike racks within that franchishing zone and two single bench uh benches out in that area.

Um, park street, we are proposing to reduce the existing curb cut from 28 feet to 12 feet, um, and replace the 100-foot length of concrete sidewalk that's along that frontage.

And lastly, throughout the site, we're upgrading some existing street lighting.

There's um two existing lights along Center Street, one of which needs to be relocated slightly, um, at least one along Park Street, which will remain in its current location.

And finally, we will be upgrading and improving uh four pedestrian ramps and crosswalks, uh, one across Park Street, the you know the one that's reciprocal across center street as well.

Back from the Children's Museum on my carchet from Susaki, as we presented at the new business hearing last week.

The museum is subject to flooding because of the four-point channel, and the sea level rise is expected to impact the building.

So uh what you have before you as we presented at uh the new business hearing is the uh expected plan that shows impacts to sleeper street and the Congress Street facade.

Um the discontinuity area is one foot above, excuse me, one foot off of the building and will run to an elevation of 11 uh Boston City base to 21.1 Boston City base, which is about 3.4 feet below grade and six point feet, six point six feet above grade, as shown in the detail.

Um the project is aware of the sleeper street improvements plan for the by the city and has had multiple meetings with the public regarding the redesign and the drainage and has received support from the Office of Neighborhood Services.

Um since our new business hearing, the appraisal has been completed and submitted to PIC staff for review.

And that's the improvements for this discontinuance at this particular time.

So uh the process by which it goes in front of city council, can somebody enlighten me as to how that's done um and what the timing of that typically is.

Uh I can try to shed a little bit of light into that.

Um, Chung Lu or attorney may be on and may be able to provide some additional insight, but I'll give it a shot.

Um, so after the PIC approves the discontinuance of the public rights within this little bit of airspace here, uh the project will then submit uh uh bunch of paperwork to city council um and they will consider basically releasing the fee interest of that air of those air rights um which became kind of unencumbered city property.

Uh the appraisal that was conducted, um, determined the firmware value of those of that space, and that would be uh remitted from the project to the city through city council, and at that point, you know, deed would be recorded the registry and all that good stuff.

Um that can take a few weeks or more.

Um, I think we can be flexible in uh allowing some of this work to begin while the project is going through that city council process just so that we're not delaying anybody's work.

Um, if I dated anything, please feel free to correct me.

Yeah, um, I don't know whether you guys can hear me that the uh only um the law department on the legal counsel for the PIP we can hear.

You are general uh you are right.

Um, you know, uh one uh commission of who I have to drop a flip-up legislation on behalf of the mayor and the file, uh, before the city council and the council will run its own problem, but that's a different problem from the PIB uh you'll have to individually follow up with them and then uh feeling they approve that they will take back to the city court, and then the city court will sign, and the mayor will find, and then once they fine, I will drop a relief um uh public interest uh who um um who uh who the pain can well uh if you can tell you know the the paper travel and they're gonna take a little bit of time on that if not that they don't uh going to take a little bit of time.

So I don't know if that answered your question.

Yeah, the profile legislation um in the larger short term, I could have not to draw a important two transport that's possible through the patient.

I it kind of does it, it does answer my question in that it feels like it's a long time.

So Todd, to your point or that you had made, um, how do we ensure that this doesn't the approval doesn't delay the start of construction on the sleep restream?

That's really that's really what I'm focused on, right?

Yeah, Kevin and his team have been working very closely with public works on their design.

Um you can actually see public works' intended final curb line shown on these plans that was intentional in in the drafting of those plans.

So I will make sure that everybody who needs to be talking with one another is talking with one another, and that this project is making good progress um in a timely fashion so that we can get shelves in the ground, both for this project and for the public works project um in with plenty of time so that nobody has any delays.

Um, that's something that we've been working on.

We've been very cognizant of that, and we we'll continue to work on that as this progresses.

And I'm assuming Todd, this is sponsorship through the district, the district council, so that would be district council two at Flint.

Is that is that usually how it's brought before the council?

Uh I'm not sure how that works.

If one of the specific counselors needs to sponsor this or if it's just brought through uh the law department, uh no, um, um, uh if a good question, the legislation is actually file, I'll be hoping the mayor will be fined by the mayor, and uh we drop the legislation if um uh I will keep you guys posted.

Yeah, uh how that worked through the IDR in the government um a fair, so uh one again for the point, and uh if you work with a particularity counselor or anyone, um I really encourage you to work with um uh to get on the same page with uh IDR with uh mayor to office and um um and from one of the gap who the council I really really encourage you to work with whoever the council is um to go through the council's whole process.

Um, I'm actually here on another matter, but I I couldn't help but ask or wonder as I'm listening to this presentation, whether this is an indication of a much larger issue regarding the city's resiliency planning in the face of uh climate change and rising sea levels, um, and also how many how many other instances similar to this one might arise just uh just caught me as very unfortunate that we're facing something like this, and the PIC is needing to address it in this way.

Um, yes, Dolores uh climate change and sea level rise is definitely an issue that we are seeing throughout the city, especially in neighborhoods like South Boston and Dorchester and downtown Charlestown, East Boston.

Um, we've combated that with a number of different ways, deployable flood barriers, um permanent uh reconstruction efforts.

Um this is uh the way that this is the best way that the children's museum has identified to protect their own um building and their assets, um, and we're seeing other buildings you know take a similar approach to protect their own buildings individually.

Um the office of climate resilience probably could offer a lot more information that I possibly could.

Uh during the Article 80 process, the proponent committed a fixed number of funds to support uh neighborhood beautification in this area.

Um the proponent had coordinated with the neighborhood and um has provided the following plans.

There's summary of the plans is uh the replacement of all street lights within Aberdeen Street.

The this has been coordinated with the street lighting division, and then at the end of Aberdeen Street, uh which is a dead end.

And ARE and especially staff from Sandwich and Associates has worked with our neighborhood association over the years and um and in this case specifically on how some of the impacts of the 421 park project might be mitigated, and certainly these public improvements on Aberdeen Street are welcome and important um asset aspect of that.

We're particularly pleased about the new planters and the trellis that will be installed at the end of Aberdeen Street right at the dead end.

Um that I think a new guardrail is to be installed, which will be helpful for public safety, and also a trellis to help screen, create like a vegetative screen of the facade of the building, which is quite large, of course.

But we did we are providing a three and a half pedestrian, three and a half foot wide pedestrian easement to make this total travel width for pedestrians, nine and a half feet.

There are some existing street trees and some proposed street trees that we can look at on the specific repair plan.

But this obviously makes this path of travel much more gracious and uh and wider.

So we were happy to provide this easement.

We did work with Todd to work on the geometry and actually provide this corner around this um landscape planner that is on the site, but to ensure that this turn around this amenity here, this planter amenity will remain open for access for pedestrians.

Um, and you can see I think the main feature of this specific repair plan is the movement of the existing curb line to provide this um bus bullbout.

So obviously, there is some on-street parking here that would you know be reduced for this bus pullbound.

It is the MBTA Route 55 bus.

This is very close to the terminal, and that the bus does um make a right turn onto Queensbury, which is one way, and the the final stop of the route is um, I think a little bit beyond Jersey Street.

So it was requested very early on uh when we were doing our notice of project change with the BPDA to you know look into providing this bull bound.

We obviously had no objection since this is um on-street parking that we could take this seven feet from, and the geometry did work out.

So we did coordinate everything, the placement of the trees, the existing hydrant to remain, to you know, with with the with the uh loading and alighting zones that are required um for this um this bus pickup, and um I think it's a great feature of the project.

Obviously, we'll be rebuilding um an accessible curb ramp, which um I don't think there are any details that I'm concerned about there.

We'll be restriping the crosswalk and stop bars needed.

These things were just recently installed by um the idle project across the street at 60 Kilmarnock Street, but obviously we're willing to do um some of this flat work to um provide this bulb out.

Um, and then as we get to Queensbury Street, obviously uh the Queensbury Street sidewalk is in existing condition, it was wider.

Um we didn't need to provide an easement.

We're just maintaining this um really what's a seven foot four-inch width uh with the um grass treeway, I'll call it, which um we worked very hard with John Fishback in planning to maintain.

Obviously, we had some issues with um short-term bike parking, and really you can obviously see that this site is a smaller site, and you know, we needed 18 short-term bike parking spaces.

We initially were proposing to pave concrete pads intermittently with these um street trees to um provide that, but we ended up coming to an agreement um and coordinating with um you know different uh Louisa Gag to be specific to um off-site some bike racks, which I know this is you know the plot thickens as we move around the corner here, but we do um have a plan to show that we do have a planning document that we coordinated with some field work and some field measurements.

This project involves replacing the existing elevator at the station entrance on Washington Street and building two new bowl rate elevators, one on Summer Street and one on Tremont in Winter, to provide uh better access between the orange and red lines.

Uh, the three new elevators will require vent enclosures.

One on Washington Street in front of Macy's, and a vent enclosure in the area of 131 Tremont Street.

That one will be between in between uh the piece of MBTA property and the uh a couple of uh street signs, uh tucked away out of out of the sidewalk area and does not uh in pier the uh uh the uh accessible accessible route for pedestrians.

Um just walked through the plans we have here for the two ventilation structures.

Uh one is as you can see here along Washington Street at the intersection of Winter and Summer Street.

Um Macy's is to our plan south here.

Uh so this ventilation structure supports two of the three elevators.

Uh, there's one at the corner of this building here as well as one uh within the station underneath the sidewalk uh kind of adjacent to Macy's.

So both uh elevators are supported by this ventilation structure um kind of adjacent to Macy's along Washington Street here, and just elevations and a simple rendering uh illustrating the location and the appearance of the ventilation structure uh through the design process there is uh feedback on simplifying the structure itself to enable uh various Boston departments to mount their informational signage or information in general uh to this uh structure.

So the uh it's just a framework structure that uh contains the ventilation and plumbing uh ventilation within it.

Um so this is the first location again adjacent to Macy's uh along the sidewalk in this granite paver area.

Uh the Boston Common is up on the page north northwest.

Um, so it's adjacent to an existing MBTA Park Street and entrance stair, and between the stair and an existing street level elevator entrance.

Uh so this is supporting our third elevator of the project that is at the uh kind of the intersection of Park Street and downtown crossing, uh, again between our elevator and stair entrance, and similarly uh the elevations and renderings of the uh ventilation structure again, same concept here uh to enable the mounting of uh various Boston departments uh for informational signage or maps as needed so that that covers our uh designs for this.

Uh in my conversations with them, I I explained to them that you and I had a conversation and that uh they could they could do whatever they thought was the best aesthetic look uh for the two vents, and that we were going to leave it as standard and plain as possible so all the decision making would be with the city agencies.

  9. Stats 77 LLC (South Boston): Approved a pedestrian easement along Dorchester Street (60 feet long, 6 inches wide) and Athens Street (7-8 feet long, 2.5 feet wide) for a five-story building with 15 residential units and a ground-floor restaurant.
  10. Stats 77 LLC (South Boston): Approved vertical discontinuance of two protrusions (each ~24 sq ft) from the second to fourth floors over Dorchester Street.
  11. Stats 77 LLC (South Boston): Approved specific repairs on Dorchester and Athens streets including concrete sidewalks, bike racks, pavers, and a raised crosswalk.
  12. Stats 77 LLC (South Boston): Approved a projection license for a canopy extending 3 feet 4 inches over the sidewalk on Dorchester Street and 8 inches on Athens Street.

And so this project is related to a 14,000 square foot parcel uh located at the corner of Center Street, Park Street in West Roxbury. Um the proposed project is um a construction of a four-story uh mixed-use building with about 20, I think it's 21 residential units and ground floor commercial space, as well as off-street parking that will be accessed by a curb cut off of Park Street.
