Um I will uh welcome though general public comments at this time.

Hi, good morning, everybody.

My name is Darren Brogman.

I'm the executive director for the Big Sky Transportation District, or as the public knows us, the Skyline Transit Service.

My official ask here speaking today is we would like to look at consideration for formal membership with the MPO with this TAC committee, even being a non-voting member.

The reason is is currently the Big Sky Transportation District in Big Sky.

It focuses solely on public transportation as all of the other UTDs in the state do, but that doesn't necessarily have to be the case.

While other urban transit districts in Montana are tied to incorporated areas that has roads department, public works department, or other parts of local government that is focused on roads.

Big sky is an unincorporated community, does not have a full-time person or persons focused on larger transportation issues.

Although there are volunteers and ad hoc committees and other districts or organizations that are trying to address some of these issues.

We are preparing, or what we believe is uh an option at this time by expanding our district's rural current focus on public transit to include addressing unmet needs related to roads and streets, notably the US 191 corridor and also the MT64 corridor up in Big Sky.

Um it's complicated, it has been talked about for years.

Uh we believe it's time to move forward.

Our initial steps here is our board of directors next Thursday.

We'll begin this by looking at uh the proposal to expand this scope.

Um, and then simply put, what what that means is we would need to look at the structure of the new transportation district with bylaw changes, district boundary and organization, structure and size, the makeup of the board, um, all in focusing on our funding needs and sources, such as Mill Levy uh pursuit, possibly, and other federal assistance.

Um, and then the reason why I'm here is also what involvement of uh the this recently developed MPO uh would there be.

So that is essentially my three minute ask, and I guess I'll stop there.

Um we typically don't uh respond to public comments, but in this case, uh really want to thank you for joining us.

Um I'm gonna suggest that Jeff Butts, our MPO manager, uh connects with you after this call, and then we can continue that conversation.

I will um uh one more call for public comment, general public comment.

All right, go hands.

Move on to uh the meet of our business.

So uh let me start by thanking Andrew, Val Great, for hosting us this awesome building today.

Um this is our annual as a beginning tradition.

Sort of pre-construction season get together where all of our partner agents talk about what plans projects we have coming up for this summer.

Um so I like keeping this uh somewhat of a loose agenda, no presentations, no PowerPoints, um, but hopefully ensures that we're all on the same page with what each other is doing and genders some conversation about how we can collaborate better on this project.

So uh with that, uh I would not buy if our streetline partner let us up.

Um, we are getting ready to turn 20 this year in August.

It'll be 20 years, so we're working on celebrating throughout the year.

We just um issued uh opinion piece, and we're gonna be doing some celebrations.

Um we are also um Bozeman is gonna be the host site for the Montana Legislative Transportation Interim Committee, which is looking at public transportation.

Um so they're coming in May, uh 11th and 12th.

And so you all may want to engage with them too.

Um, because they're they're also looking at transportation a little bit broader too.

Um so we're looking forward to that.

And then we also are getting ready, we're about wrapped up with our transit development plan.

So that's talking mostly about there's a few things we can do now, but they're mostly about the future routes, and there's a lot of a lot of improvements, including an airport express out here.

Um more frequency between Belgrade and Bozeman, a microtransit zone in Belgrade, four corners and like South Bozeman where um Galton College is, and then a lot of new routes in town.

Um, so of course we'll have to have funding and capital for all of that to happen, but um that the first step is getting this plan adopted and lots of public engagement um from that.

Um and then well, we do have a brand new writer app.

So it will uh help um writers where the bus is, when it's coming, when to expect it.

Um we can also push out alerts.

Um for an example, this um Saturday is run to the pup in Bozeman, and so we'll have to shift things a little bit so that that will push notifications out to those that have um and then we're working on we've submitted a couple grants to improve some bus stops.

Um so we have one grant that was submitted to AARP to add um seats to the pools, we have a poll that has seats attached to it.

Um, and we'll also have some markings for uh wheelchair accessible areas uh if they if we get that grant, and then we also have a grant in BT through the normal grant capital grant process for um solar lights at the bus at some of the bus stops.

So trying to make some improvements there and working on some other capital ideas, but I those have yet one next uh sure, I guess.

Um we're we're kind of a little on the light side, I think, for projects uh this year kind of compared um to other years.

Uh, but uh one of the big projects uh we've got going that we're hoping to start construction on.

Um we still got a few right-of-way challenges to get through, but is uh the uh cruiser intersection improvements project, uh dry creek to jackrabbit.

So we're actually looking at split phasing it now to adapt to some of the right-of-way challenges, but that's gonna be uh a roundabout up at the intersection of cruiser and dry creek, and uh, and then a new signalized intersection at Jack Rabbit and Cruiser with uh widening and upgrades through that whole stretch of cruiser.

So that's gonna be a really big project for us.

I think what's likely to develop is we'll do the cruiser corridor and the signalized intersection this year.

Um in this return seats and safety roundabout for the following year, um, because we've got uh uh estate lands tract and an airport tract that uh the right-of-way uh processes a little slower um for those than it is for uh you know acquiring from a private entity.

So um we've got that.

Uh we've also got a smaller uh safety improvement project on North Jackrabbit.

We'll be installing a series of RRFBs um at the five crossings through that school zone there uh and then doing the necessary ADA upgrades at the uh pedestrian rants uh to get that going.

And then we are targeting a uh at least starting the um water sewer improvements um associated with uh we did receive a TA grant, I think it was in the 2003 cycle for the East Madison Avenue project, and we're coupling that TA money with city funds uh because we've got water sewer that needs to be upgraded in there too.

So um the current strategy would be to hopefully get the pipe upgrades in place uh and maybe the bulk of the roadway work and then sort of the finishing work the the fall week season.

So moving along.

Um we'll we'll see if we're able to meet that deadline.

That would be like a late summer letting on that.

So um, but we figure it'd be a fairly quick burn project.

Are we funding those projects and then this is for um so yeah, so the letting for uh we're still discussing like the potential phasing for the dry creek one that is a developer contribution and impact fee project, so all of that uh subdivision that's been happening since you know about 2010, kind of in that northwest part of Belgrade, those developments have been paying into the pot to fund that project.

Um, and the majority of it's coming from there, and then the remaining open impact fee funded.

So that's uh that's fully uh funded by a city originated funds.

Um the uh JackRabbit uh school crossings, we're paying for that uh through city funds as well.

Uh that's that's a pretty small uh big impacts, but right small in terms of scope of the project, and then the Madison one is uh city you know water sewer funds coupled with uh transportational service dollars trying to get us the most betting for our buck on that one.

Design the Jeffroin project.

What was that?

Did you do this?

It's going through final design right now.

That's that's in-house.

Yeah, it's uh um that's nice and simple and like just a handful of sidewalk panels and uh you know it's nice when the curve cuts and the crossings are already there, right?

We're just kind of adding to them.

So I stay with Belgrade, please.

I'll I'll throw out a little bit about what we're doing from the plan.

I'm Catherine.

Yeah, if you can just say for folks online your name and then your title.

So I'm Catherine King with uh director of community and economic development here in Belgrade.

And so while we are not uh actively working on any uh transportation projects at the moment, we are working on some projects that front Main Street, and so therefore maybe of some interest to this group.

Uh first of all, uh FYI and perhaps of the greatest interest to people who are from the Belgrade areas.

We are working with continue, continue the marathon of working with the NSF and getting the old Belgrade lounge building demolished um every time I say this, I think I'm jinxing it, but the concept is that we're gonna get that building down this calendar year.

So there has been some effort actually made on site this year already.

So fingers crossed.

Um what will happen then after that is that we're also working with BNS app to uh get a lease in place for that area that would start below beneath what is currently the Belgrade Lounge and extend again on the south side of Main Street between Main Street and the tracks to the bakery and possibly a little bit beyond that for us to with Camry's um hard work.

We will uh design a another city parking lot.

So it would be sort of a mirror to the west parking, west main parking lot, it would be the east side, uh, and that should help us alleviate some of the needs for parking downtown, particularly once the main street of Broadway roundabout is in place, and we lose key there.

Uh so that is also in the works.

Um, you may have heard that we, the city using our tax increment financing dollars have purchased the old grain elevator, the last grain elevator in Belgrade, right over there, uh called Big Red, which I love that because it's no longer red, but it once was um, and it's about eight stories, and we're purchasing it from Nutrient.

What's interesting, perhaps to you all, is that because that structure was built before the city of Belgrade was incorporated, maybe not because, but incidentally, it was built before the city of Belgrade was incorporated, and it sits on three and a half acres, and so interestingly, a good portion of that three and a half acres is under Main Street, and along West the uh West Oregon or East Oregon and East Madison where they connect.

Uh so I think that provides some potential for Belgrade to look at opportunities to work with MDT, and I'm probably stepping all over it, but I'll just say it because I'm an economic development and that's what we can do.

Um I'm just gonna step all over and say it is our hope to see in the future some improvements to that intersection for safety and so on.

And then uh fourth project that I'm working on is with HRDC, they own a uh trailer park that fronts Main Street, and we are working with them to acquire a portion of that trailer park on the west.

And let me clarify that because they also own one on the east side, but on the west side of Maine, they own one as well, and we're working with them to acquire a portion of it, the portion that fronts Main Street for the purposes of redevelopment.

So again, nothing strictly transportation related, but kind of adjacent transportation adjacent.

How about your plan?

We're so excited.

I actually have a calendar.

So we look to finish um finish, get across the finish line like many other cities, uh, just in time for the May 17, 2026 deadline to implement the Montana Land Use Planning Act.

So we now have a very efficient timeline and calendar to accomplish that.

We expect to be looking for council adoption on May 4th.

Adoption is what we need.

And then it would be probably fully effective by June.

May 17 is the magic day.

I mean, like yeah, it's uh that time has yours been adopted or still in progress.

Like Chris be that okay.

I think Bozeman's in good too.

How about our uh state partners?

Um, so foundry year 2026, as far as construction is fairly light in the valley.

So um the big ones being uh Bear Canyon interchange under construction right now, uh swapping out some damaged bridge girders, uh replacing the deck.

Um that should be finished up beginning of next month.

Umgoing in the summer, uh that's actually within the boundaries of our Rocky Canyon project, which was mostly constructed last year, uh following up with the chip seal this year.

Um we have Belgrade to Bozeman, which was a project we use redistribution dollars uh to fund in the end of um 2025, and that's a middle fill from Belgrade to Bozeman with Class A repair on the uh Valley Center structure.

Um, and then there's some loose ends that are being tied up on some construction projects from last year, uh North Seventh with the signal there, um Jack Rabbit and Amsterdam, uh the signal upgrades that uh didn't happen last year.

We had some shipping issues on uh traffic signals and construction season 2025.

So um tying up the loose ends there, and then maybe I'll just give uh forecast for what's happening in the out years uh starting in 2027.

Um we have uh Bellgrade intersection improvements.

Um the main feature to call out on that is uh the mini roundabout at uh main street and Broadway.

Um we have an open house here in month.

Yeah, I believe it's uh April 22nd.

Is that going over?

Um tied to construction on that project is our Amsterdam Road um improvement project.

That's a reconstruction project on Amsterdam Road, widening the facility.

Um and then uh we have uh don't want to steal mixed thunder by Chay.

Um our design build contract um will be ongoing uh reconstruction from South 19th to Wilson, um wider facility to roundabouts, western tunnels.

Um, and then uh the following year we have uh um Belgrade Urban, which will be one of the more impactful projects within the valley, probably of all time.

Um Jack Rabbit and Main Street, uh grade change of about 25 feet to service the new railroad structure that will go over Jackrabbit.

Um, so access around Main Street and Jackrabbit will change permanently based on that grade change.

Um so working through that, that'll also be covered in our open house on April 22nd.

Um, other projects in the valley.

Uh we have a bridge replacement at LMC supply dish that's just solved the four corners.

Uh looks like we'll be replacing that with a box culvert.

We'll also be widening uh the facility uh for about um three quarters of a mile, both directions um for that project.

Uh that'll tie right into our four corners intersection um minor rehabilitation project.

There's been some fairly serious retting at that four corners intersection.

Um we just received commission approval last month to proceed with that project.

Um we would optimally like to tie that in construction with the LMC supply dish bridge replacement project, um, but that'll be a middle fill of some style uh on all four legs of that intersection, probably using that uh highly modified mix um that we used on North 19th.

Um we have uh Katie Sourdough uh signal in 2027, and then uh just outside the um poundaries, we have uh mill street 191 signal with some pedestrian improvements on Hill Street um and uh South Cropwood Road uh scrub seal.

Um that's about big ones at least throwing a plug to uh MDT maintenance confirmed that they will be doing an overlay project this summer.

Um I believe they have to um expend the funds before July 1.

It's gonna basically go from about Kennedy Street on Main Street down to just west of the the Signal Agger way.

We improve some of the thought holding and running received are there.

Yeah, I guess uh also there's probably a bunch of predictors and curves um that'll be uh a reconstruction to improve uh the geometry um on Durston.

Um I think that was that my computer died, I was gonna use my map, but I think that covers not that many off the top of your head.

It's pretty good.

Pretty interesting.

I was sitting here and worked on that all week.

I mean you see I watched him sit here in studio.

Uh more set also gets chips too this year, right?

Yes.

And polls there.

End of January was last time.

Hopefully, not next January.

Is that where the the low turn are uh sitting to uh end of January?

Yeah, I mean it's tough to because you know we've state procured things that have been difficult to get in the past, but then the following season we can get them right away, so it's difficult to make the decision whether to stay procure, you know, signals or box culverts by the next year.

You can get them right away.

So but we we should have done it last year for sure.

We had the foresight.

For signal subjects, um I don't we got a bunch of them in 2027 around here, the but none that I can think of in 2026.

I'll think of the pre-district.

Uh crossing my fingers, we got two coming this year.

We're gonna try to pre-procure one of them just to get out of ed uh contracting here.

Yeah, or do you use new squire too a free three pillar rate or something?

Right well.

Um, yeah, just to follow up on the last speaker.

Um just a question on the Bear Canyon.

Um, just wondering where the funding for that repair is coming from.

Is that something that the insurance carrier for the the folks that hit the bridge are cut are covering, or is that something that MDTs haven't to find the resources for?

Um state funds up front, and then we build the insurance.

I know you don't have your computer, but could you repeat that date for the open house here in Belgrade for the Jack Rabbit Maine?

Yeah, it's April 22nd.

It will be in this room, and I believe uh we open up to the public at about 3:30, and then it runs to about 730.

And there's a bunch of projects that we'll be talking about because um Belgrade's traffic patterns are going to be very disrupted 27 through 30.

Um, so we'll be covering uh Belgrade intersection improvements, Amsterdam road improvements, Belgrade Urban, uh the um roundabout and reconstruction you were talking about on the drag current.

Um that was it, right?

I think those are the big ones, yeah.

And they all have to fall into place in order to make any of this tolerable.

We did have uh Belgrade intersection improvements what the same year as Belgrade Urban, so we've moved that one up and Astrain Road, which is gonna be less uh affecting the traffic patterns, but we move those up in anticipation of Belgrade Urban.

So hopefully that helps a little bit.

But it's gonna be really great when it's done.

We have anybody left at this table.

Any update on cost trends you guys received at the state?

Yeah, um, Mr.

Chair.

Uh the bids we've received probably the last nine months have been um trending lower than our engineers' estimate um for varying work types.

Um I would say if there's been a market improvement um the last 12 months, certainly can't get in before the world goes up.

Let's see.

Any other questions for Brandon?

Thank you very much for yeah, mine's a lot shorter.

Hopefully, not to add problems.

Our big project we guess is for a patient grant we got out there during this year, obviously, but uh hopefully in 27 that round about it's all the way down at camera.

Camera ridge just have you guys secured funding for that.

We received a grant on what it's not we don't have the agreement just yet, but so yeah, so that project has been around about some geographically different areas, but the rest of the path had fine to connect all the four corners to the city of Ozum for a shared use path, and then some signal upgrades at Hubine and Chill.

Um kind of hoping to leverage that decided to build grant to build the rest of the Alaska corridor.

I don't think you're on that in the fall until the years across, but it's not those are big ones.

The rest of our projects this year, uh nothing outside of Chip SEALs.

We have some overlay work.

Uh kind of close.

Baxter got a section from Jackrabbits glove to overlay uh cottonwood, but not the worst price cut, not state secretary parts.

Um uh bit further to the west, high line coming towards the river, a little bit on Harper Puckett, Nelson and Bullshit Trail outside of the urban boundary.

Sean, any planning updates?

Yeah, Chris Saunders.

Um significant thing for us is we now have our new regulations in place for unified development code, which includes updated uh transportation uh study requirements and um level of service standards in place, and so those took effect on February 1st.

So we're gonna be finishing out quite a few projects that had begun prior to that effective date, and then all new projects that are coming in are going to be subject to that.

So have a little bit of overlap for a few, probably years honestly.

Um but uh hoping for some good improvements as a result of the adjusted um code language, and then on our horizon is uh working with the parks department and engineering on implementation of our parks recreation and active transportation plan on the active transportation elements, which um are in development, and we hope to have those buttoned by the end of the year, but we'll find out if that schedule holds.

That's it for me.

Chris, maybe I'll offer Sean O'Callaghan uh opportunity from the last of our planners in the room sure.

Um for the county.

Uh we've got you know a couple things we're working on worth mentioning.

Um Catherine mentioned Belgrade's efforts to um not efforts, their actions to work towards uh compliance with MLUPA.

Um part of that uh involves them um dissolving the city-county planning board arrangement that has been in place since the 70s.

Um so in that extra territorial planning area around Belgrade.

Um, there's been a joint uh city-county growth policy and a city-county planning board.

Um, those uh the city county planning board will be going away effective uh July 1st.

Um so the county is starting to work towards uh efforts to adjust our growth policy to cover that area that was previously covered by the city-county growth policy.

Um and uh we're also um following up on a lot of outreach last year uh with zoning reform and listening sessions from the public.

Uh the county commission has kind of identified growth area zoning reform as their priority.

So we're working on establishing uh a project boundary for that effort and uh kind of figuring out what next steps are in terms of outreach and what all that project will entail.

Um, but in the the preliminary boundary that's been identified includes you know several existing zoning districts as well as uh unzoned areas uh kind of within the the valley area here.

Um so um stay tuned for more information on that in the next month or two.

And uh envision gallatin.com is kind of where we'll be putting quite a bit of information about that.

So that's all I have.

I'll jump into Bozeman then.

Um the planning side of things, we are going to be beginning our 10-year transportation master plan update in July.

So our current transportation master plan was done in 2017.

One before that was 2007, before that was 1997.

So uh seems to be the trend here.

Uh so this will become uh this will update our local transportation master plan.

So it will be different than the MPO's long range transportation plan with more of a focus on the local service area that we have here.

Um so we're excited for that.

Um, we're gonna be doing that plan update in parallel with our safe streets for all action plan safety action plan uh projects two plus years after getting our first grant award.

We finally have the agreement in place uh and our should be making recommendations for award this week, actually for the RFPs on that one.

That's the safety action plan, and then a few demonstration projects that will support safety action plan.

We're gonna implement our um uh a city crash data platform, and so more or less taking uh scrubbing all the data from the uh Bozeman PD crash reports and MDT data and putting it into uh platform that is a little bit more engineering user friendly to spot crash trends, so uh hopefully incorporating um uh also predictive factors like speeding, volume, and uh build into then the recommendations that come out of the safety action plan.

We'll also be doing demonstration project ad.

Um we selected they're called Curex Vision.

Um combination detection and data collection software at signalized intersections uh that can track and measure things like red light running, speeding near misses near miss near miss crash detection um with the goal of getting a units that we can periodically move around the city sequel system to spot any predictor plan.

The goal would be to build a predictive capacity into our safety planning based on crashes that have not happened yet, but show um all the characteristics of potentially that for the future.

Um so two big planning projects that will be starting next year.

Um both are to finish by the end of 2027.

Um the construction side this summer.

Um we will finally have a few um street impact projects coming uh to fruition.

Uh we opened bids for uh the connection of the missing half mile of North 27th Street from Baxter to Cattail uh last week, a couple weeks ago.

Um seemed very uh very attractive uh pricing on that.

Um almost two million dollars below engineers estimate.

So that'll half mile new um minor arterial uh one lane in each direction, turn lanes.

That's the Northwest Entity high power transmission corridors.

So it'll be another one of these uh median roads with the power line in the middle.

Uh charities pass in both directions, roundabout at cattail signalized intersection of Baxter.

Um so that project came in uh around five and a half billion dollars, which is super good in prices for proposals.

I'm trying to fit everything else I can get my hands on this this summer to cut it.

So um we'll have another impact fee project then um to add uh left turn capacity at Oak and Ferguson.

So that's that west end of Oak Street again, another one of these arterial routes that was built around the Northwest Energy hour lines in the middle.

Um it was originally built without the dedicated left turn lanes.

Um and we've had uh a pretty um pretty noticeable crash cluster developed there because of it.

So we're gonna shoe run in the left turn capacity um and then tie that into uh an overall safety improvement project on that stretch as well with some uh RRFBs uh crossing oak there into the Gallon Central Park.

Um thanks Levi and his crew on the oak and Ferguson side.

We've got a little bit of right-of-way um, I wouldn't even call it right-of-need, but on the northeast corner there, the uh park sign just with the path and curb ramp alignment.

I think it's gonna need adjusted.

I think we can work about that.

We appreciate the um then on the uh funded by our arterial collector district.

We have um uh project that'll get bid hopefully in a month or two on um uh the gravel section of Macquahattan Road, north of town.

Um so pretty much from the golf course, the vet clinic, the gravel section, um, showing some uh pretty significant slope stability issues, uh mostly associated with runoff, which is a good thing.

So we're not gonna have to put in walls or rebuild uh the slope there, but we're gonna pave that section, um, shift it, uh a minor shift towards the hillside to stay away from uh slope issues going down in the valley, and then we'll have garterell there, uh pave it, flat some slopes, and that's gonna be in support of our uh bike fill park project.

So what I see on the news, uh city parks, Bozeman City Parks and GBLT are partnering on a mountain bike park at our uh old Bozeman Landfill.

Um that'll be next to the snow fill dog park deal.

We're really creative, so bike fill um and uh uh we're hoping that's gonna be about a million and a half dollar project um to support the new park there using our arterial collector funds.

Um, another arterial collector project will be College Street from 8th to 11th.

Uh we'll mill and overlay it, new curbs, boulevards, street trees, uh um street lights, and uh sidewalk on the north side of the street, um, sheries path on south side of the street, and then we'll do uh a mid-block um raised crosswalk RRFB uh between 9th and 10th there.

Um couple driveway consolidation locations on the north side of the street.

Um that area, it's just one of these sort of older uh era developments before we had quite as rigorous access space and standards in place.

And so uh when we go and rebuild the the north curve and the sidewalk there, we'll close a few of the driveways along the way and reduce some of the conflicts there.

So um hope to get that bid also in April.

Um big thanks to MSU and John for uh allowing a um 10-foot uh public treatment utility easement on the south side of the corridor there.

Um stepped I stepped in a little bit of a pile.

Um we originally were uh uh proposing to remove the parking lane on the south curve in order to fit the shared use bath extension at uh within existing right away, not terribly um appreciated by the local community, and so uh thanks to John and the school um for allowing some additional easement there where we can get the parking lane and the path in.

Um we have uh a handful of um uh smaller safety projects, RRFs, um, intersection improvements, um, maybe one to uh well, yeah.

It's mattering, but nothing uh nothing too major.

We're gonna think we need a ton of coordination.

Um we'll pave a couple sections of uh Babcock Baxter North 15th.

Um we'll uh in-house we'll pave uh 13th and 14th along with a uh the finish of a pretty major water renovation project there, uh, and then a couple streets in our varsity neighborhood area.

Uh we're also gonna start a citywide project um to citywide uncontrolled intersections project.

So uh the time has come where uh we are going to bring stop control to eventually all of the 300 plus uncontrolled local street intersections.

Bozeman, so that's been uh one that I get a ton of complaints about.

Um I haven't been terribly eager to take it on as a pretty big change, but um have been convinced that uh it's time since started to talk about it.

I have received actually a lot of uh support for it from so um we'll try to do about 50 uh each year.

We'll start in uh sort of our university neighborhood area.

Um our town where we tend to have the most new drivers to the area, and most new drivers have no freaking clue what to do at an uncontrolled intersection.

So uh in terms of benefit, we feel that's a good place to start.

Um project from a coordination standpoint.

Uh I wanted to mention we'll also get uh funding approved in uh FY27 to begin design of um hope to be uh city standard improvement to Stucky Road from Fowler over to South 19.

Uh that's an area of town where we've seen uh significant number of annexations.

Um we hope to take that on as a city-led project to create one uniform design and then uh construction plan to the corridor instead of the old patchwork of each development building out their half along the way.

So um Levi, I don't know exactly how the hell that's gonna work in terms of ownership and responsibility and and all that, but I figure you and I would be on before we get too far down for it.

You can do it like something still figuring out exactly funding.

Um it would generally right now we have planned as uh contribution uh joint uh impact fee and arterial collector project.

So um we think we have enough to do it with that typical um fund package uh for these kind of projects.

Um but we'll figure I I haven't been terribly um descriptive on this one because it's another one, you know, cities kind of in an era where our 2017 master plan set levels of service and typical sections for a lot of our projects uh that as we get further in design, our community continues to push back on.

And so I haven't, I mean, I believe this section of uh stuffy is planned as like a three-lane arterial or whatever uh collector arterial.

Um I highly doubt um we're gonna get a ton of support to go that big, at least for the the majority or um so um there's some environmental constraints through there.

Um believe actually some MSU property with the I farm there that we still have to figure out.

So I haven't been terribly descriptive yet on what that's even look like because I I don't know.

Um that project will also go um uh improve the intersection of South Land and stuff be with the missing uh southbound lane along uh trace Bible there, and so uh that's another one that depending on how planning goes might break out into multi-phase project.

So you hope to we'll get into design 2627.

We'll have uh construction funding place 2728 unless we sell this.

Okay, curiosity for that part of the world, blackwood little peaks coming in our direction west big still definitely time.

I don't know that we have all the parcels annexed yet to complete to connect with Blackwood west of 19th.

Um there's the Blackwood Rose development east of 19th.

Um I'm sorry, so we did actually just open up uh a missing section along the like adjacent to Meadow Creek subdivision, and so now you can actually get it.

Chris, can you answer that question for Levi?

Um, if I heard it correctly, there's one parcel um in the southwest corner that is not annexed.

That's the missing piece for Blackwood.

So uh it's about a 10-acre patch from Blackwood back about um quarter mile to where 31st Street uh connects.

Good point, Chris.

Yeah, so that first the first parcel east of Dollar hasn't has not come in uh two over though.

You just got that missing piece of blackwood.

So from 31st all the way over to South 11.

Um the Meadow Bridge subdivision filled in that missing piece here.

Um they're going to final.

I think they recently finished final plat.

So I think that should be functional at this point.

I guess one other project um they mentioned it, because we still are firm on construction schedule, but we have the uh northern half mile of our 1.5 mile Faller Avery Avenue Connection project at final design.

Um still working on last signatures right away acquisition of two parcels on that stretch.

Um I've taken the position that I'm I'm not gonna recommend city let projects without final right-of-way agreements anymore.

Um drive is a fun lesson if anybody's interested in taking on that risk.

Um, so uh with that in mind, um, it'll be uh sounds like a similar situation as Camry, uh, where decision on where to split it and then um what's the bidded in?

Um got a little I guess snake bait from trying to bid projects mid-construction season uh in the past five years or so at least, just level of contractor availability, pricing hasn't pricing and competition hasn't seemed to be very strong, but this might be a different year.

So uh we have all funding in place for that uh project saying primarily impact fees and some arterial collector contribution um just uh what right away, especially for county holdings.

Uh is it is it quick.

Um John How any uh updates from the university?

Well, yeah, we have tons.

Do you want to relate it to transportation?

Uh probably you can tangentially relate just about anything you guys do with transportation.

Well, the the women's basketball team plays in the big sky final today at three o'clock.

So, you know, put that on your computer.

Uh traveling joke.

Oh, yeah.

Ha ha traveling.

Uh yeah, we don't have anything major construction going on as Nick mentioned.

College is the big one that will likely affect us, and then obviously uh working with MDT and the city on KD for potentially next year.

You know, planning-wise, we are looking at some uh intersection, I shouldn't say intersection, pedestrian improvements across 11th.

Um you know, we've had a higher uptick of students there, and we're gonna start work on some buildings that are just on the west side of 11th, particularly the Cheaver Hall if we get funding for that from the state, and then a couple improvements to plant growth center.

So we're looking at raised crosswalks, um, some other ideas, and so that may impact uh the city, uh less so the MPO, but we'll keep you guys informed of that.

Other than that, no major construction projects uh next year will be the big one.

Uh we're looking at potentially some some new housing options over on uh 15th and Lincoln.

And so we may have to shut down Lincoln uh coming into campus potentially next summer as well.

But that's about it.

Uh feels good not to be juggling 18 different things, unlike the rest of you guys.

So hey, John, question on the housing piece.

Um that's on MSU property existing or new new acquisition.

looking at potentially some some new housing options over on uh 15th and link in so we may have to shut down lincoln uh coming into campus potentially next summer as well but that's about it uh feels good not to to be juggling 18 different things unlike the rest of you guys so hey john question on the housing piece um that's on msu property existing or new new acquisition no it's on existing it's uh we're gonna look at demoing the um we call them the monopoly houses but they're those small houses um right on weekend and 15th so residents have been notified we've uh got housing plans to relocate everybody who would either phase out and or uh wanted to stay there so that's taken care of that'll happen sometime late this summer Chris probably late July we're thinking um and that's the spot that we've targeted for potential new housing okay um not part of this group but since we're all talking at the same time would you guys please make sure to document all of that stuff so we can credit you against the new construction in the future that'll make all our lives a little easier thanks yep all right thank you John yeah to right down I do um yeah thanks uh those of you that don't know or update new statewiden planning section supervisors so been spending last it's just third week kind of plugging around with all of our planners meeting people and seeing what's going on in all of our areas um some of the big planning projects that we have working on a lot of you probably are aware of the statewide functional classification review that's still in progress um we just updated our um timeline for that project and anticipate our first draft reviews done um sometime around this fall then they still need to go through MDT upper management reviews and so um my goal is that we can hopefully get an updated story map something for you guys to react to provide comments let us know what we miss um sometime towards the end of fall is our kind of new deadline now so um with that with my new role we're bringing on some new project management some new teams so might be a little delay with just some shifting of duties but um we have kind of gotten on gotten ourselves on a new role with that project and it's starting to pick up um Beth Clarkson who's usually here with you guys she's actually currently working on the functional tasks revisions for Belgrade Bozeman and Gallatin County so um do want to let you guys know if you guys have comments if you guys have new things I know we had our commenting period last year but we still we'll accept anything while we're still in this draft phase so if you guys do come up with something reach out to her myself um and we'll make sure it gets um noted and thought of when she's doing her reviews um the next one I don't know if she's mentioned to you guys we are working on MPO story map that we want to launch on our website um kind of a catch all for all of our MPO contacts including our MDT staff that can um go to our internet find everything you need to know about MPOs how planning works what our required documents are like our long range transportation plans tips um additionally we'll have some contact information and so Beth and I have been working on that for a while and we actually have I'd say most of it done it's just been kind of sitting in limbo because neither her or I are graphic designers or web designers and it looked ugly um we have just sent that up to um some experts who then can take everything we put together give it that polish that it needs before we launch it.

So I don't have a clear deadline on when that's going to probably wrap up I know it was just sent like the last week to those folks to take a look at it so um definitely something we can provide updates on as we find out more and uh I think those are kind of the two two big planning projects we're working on study oh um yes maybe you might better screw all that slides sure yeah we've talked about before about I90 corridor study um ongoing uh RPA was our selected consultant uh we had a figoth meeting last week um by updates as they come but just kind of get started now reach out stakeholders etc so there'll be uh two open houses I think that we're planning both and three right Belgrade Folesman I think three forks so uh we're gonna have dates here on that we'll update you guys have you done and thank you screw us right yeah so Joe can you remind us so MD planning structure now which Bureau chief year chief and then Doug McRoom is our operational manager previously called PA above mesh and then it's supervisor be below my so kind of myself pitch done friends hey I think I've heard from everybody in the room thank you all very much any you know what I'll take public comment now with our updates complete anyone in attendance from the public wish to uh make any public comments um seeing no hands um so with that I think we'll wrap up our uh c partner updates
