Summary of Proceedings

Brecksville City Council Regular Meeting – October 6, 2026

The Brecksville City Council held its regular meeting on October 6, 2026, at 8:00 PM in the Ralph W. Biggs City Council Chambers, with Council President Dominic Caruso presiding. Council approved the September 15, 2026 minutes, recognized the Kiwanis Club of Brecksville's 80th anniversary, passed nine ordinances and six resolutions on emergency readings, approved multiple committee-recommended purchases, heard one resident's complaint, and received departmental and mayoral updates. All roll-call votes were unanimous (7-0), except the minutes approval, which was 6-0-1.

Minutes

  • The September 15, 2026 City Council minutes were approved on a motion to dispense with the reading. The vote was 6 yes, 0 no, with 1 abstention.

Proclamation – Kiwanis Club of Brecksville 80th Anniversary

  • Mayor Daryl Kingston read and presented a proclamation recognizing the 80th anniversary of the Kiwanis Club of Brecksville. The proclamation noted that the club was organized on November 24, 1946, and has contributed more than $1 million to charitable causes over 80 years, including more than $100,000 raised through Empty Bowls for local food pantries. It also highlighted the Kiwanis Pavilion at Nawaka Park (1976), Kids Quarters Playground (1994), the Easter egg hunt (begun in the 1960s), Santa Delivery (begun in 1988), and the 72-year horse show that ended in 2019.
  • A Kiwanis representative named Kevin accepted the proclamation and said the club looks forward to more years of service, including more Santa deliveries, egg hunts, and scholarships.

Public Comments & Testimony

  • Kenneth Wise, a 44-year resident of 6563 Queens Way, described repeated problems during the preceding week with AT&T's fiber-optic work in his subdivision. He said a large machine blocked his driveway, AT&T crews cut his Spectrum cable and a neighbor's cable, later cut his landline, and cut power to the entire subdivision. He said Enbridge checked his property because the work may have come close to a gas line; the gas line was not damaged, but he said the cut was about two inches from it. He also said utility markings were placed about two feet from the sidewalk while the actual lines were about four to four and a half feet from the sidewalk. He stated that he reported the situation to City Hall but did not receive a call back, and he argued that companies working in easements should use reasonable care on behalf of himself and his neighbors.
