Brighton City Council Meeting – April 15, 2025
The Brighton City Council met on Tuesday, April 15, 2025, at 6:00 PM in the Council Chambers. - National Arbor Day Proclamation – Proclaimed April 25, 2025, as Arbor Day in Brighton. City Forester Adam Rodbeck highlighted the city’s 39th year as a Tree City USA and upcoming tree-planting events.
- Arbor Day Poster Contest Winner – Sylvester Shacone, a fifth grader at Pennock Elementary, was recognized for his winning poster.
- Suicide Prevention Education Awareness Knowledge (SPEAK) Week Proclamation – Proclaimed April 28 – May 3, 2025, as SPEAK Week. Brighton Youth Commission Chair Nia Lopo reported that 597 teacher toolkits will reach 17 schools and 11,000 students.
- National Day of Prayer Proclamation – Proclaimed May 1, 2025, as the National Day of Prayer. The event will be held at the Alley Events Center at 8:00 AM.
- National Earth Day Celebration Proclamation – Proclaimed April 22, 2025, as Earth Day. Sustainability Coordinator Tracy McLean announced the first Adams County regional Earth Day event on April 26 at Bison Ridge Rec Center.
Public Comments & Testimony
- Tom Lampo – Offered a prayer for the city and council. (Non-agenda item.)
- Singh Property Public Hearing – Nine residents spoke in opposition to the zoning map amendment. Key concerns: increased traffic on 120th Avenue and Potomac Street, risk to well water from a potential gas station, loss of rural character, noise, light pollution, crime, and the expiration of earlier promises (no gas station). Several speakers noted that the property owners had previously pledged not to build a gas station and that the PUD had expired. A protest petition signed by 18 neighbors was submitted. Some speakers also cited a lack of proper notice for the neighborhood meeting.

Item 6A – Singh Property Zoning Map Amendment (First Reading, Continued from March 4, 2025) – The applicant requested a rezoning of a 10.59-acre property from an expired PUD to C2 (Restricted Retail and Services). Staff supported the rezoning, citing compatibility with adjacent commercial parcels, the need for commercial services along the 120th Avenue corridor, and the inability to develop a viable mixed-use project on such a small parcel. The Planning Commission had voted 3–3 to recommend denial. Council debate focused on the property’s location at a key intersection, the need for infrastructure improvements, and the lack of control over specific future uses. Councilmember Snyder expressed concerns about groundwater risk from a gas station and the loss of control once C2 is granted. Councilmember Green and Mayor Potem argued that the rezoning aligns with the comprehensive plan and will reduce traffic by providing local services. The council voted 6–2 to approve the zoning map amendment.

Item 6B – Kestrel Subdivision Public Lands and Facilities Acceptance – Staff announced that the required website posting was missed. The item was continued to the May 6, 2025, council meeting by a unanimous 8–0 vote.

Item 11A – Vacating the April 29 Special Meeting – Due to the resignation of Councilmember Johnston, the need for a hearing on city council rules was eliminated. The council voted 8–0 to cancel the April 29 special meeting.

Madam City Clerk, please read that to the record. Item two A approval of the March 18th, 2025 City Council Minutes Item 2B, a resolution of the City Council of the City of Brighton, Colorado, authorizing assignment to the Brighton Housing Authority, the private activity bond allocation of the city for the benefit of the Adams Point Development Project pursuant to the Colorado Private Activity Bond Sealing Allocation Act authorizing the mayor to execute said assignment on behalf of the city. Item two C a resolution of the City Council of the City of Brighton, Colorado, accepting the proposal of Environmental Works Incorporated, and approving the procurement of the lead and copper service line investigation project for the contract amount of six hundred thousand dollars, and authorizing the city manager or designee to execute the contract on behalf of the city. Item two D, an ordinance of the City Council of the City of Brighton, Colorado, approving the Watertower Place Zoning Map Amendment for an approximately 14.727 acre property, generally located to the northeast of the Brighton Fire Rescue District, Station 52, south of East Bridge Street, west of South 42nd Avenue, and east of South 40th Avenue. More particularly located in the northwest quarter of section 10, Township 1 South, range 66 West of the 6th principal meridian, City of Brighton, County of Adams, State of Colorado.
