The Brighton City Council met on Tuesday, August 5, 2025, at 6:00 PM in the Council Chambers. The meeting covered consent agenda items, a property disconnection, transportation preservation contracts, a micro-transit service approval, departmental reports, and an executive session for the city attorney's evaluation. Public Comments & Testimony
- Shante Simone Solano (Outlook neighborhood resident) expressed concerns about the proposed disconnection of 23.7 acres at 120th Avenue and Chambers Road. She highlighted potential traffic increases, loss of open space, and obstruction of mountain views for adjacent homeowners. She requested more community involvement in future development plans.
- Jason Wedlick (Woodbury Corporation, property owner) clarified that the disconnection is a de-annexation from Brighton to allow annexation into Commerce City, due to utility challenges (needing to bore under I-76, ditches, and railroads). He stated that a neighborhood meeting with Commerce City would occur in the next two to four weeks and that the three-story office building shown in the site plan is not likely to be built as depicted.

- Item 8A – Property Disconnection (23.7 acres, 120th & Chambers): Senior Planner Nick DiMario explained that the parcel is a remnant of Brighton isolated by I-76 and that providing municipal utilities would be cost-prohibitive. The property is currently zoned mixed-use industrial under the Sable PUD. Council discussed the benefits of disconnection, noting that Commerce City has adjacent utilities. The motion to approve passed 7-1.
- Item 9A – Transportation Preservation Concrete Contract: Presented by Joseph Lamb. The contract with Lightfield Enterprises, Inc. for $512,575 covers concrete work (sidewalks, curbs, gutters) across multiple locations. Approved 8-0.
- Item 9B – Transportation Preservation Asphalt Contract: Initially presented with an incorrect amount. The correct amount of $2,067,724 for A-1 Chip Seal Company was approved after a motion to reconsider and correct the resolution. Approved 8-0.
- Item 9C – Micro-Transit On-Demand Service: Presented by Public Works Director Greg LeBrie. The three-year contract (up to $800,000 per year, with RTD paying up to $600,000) with River North Transit LLC will provide a shared-ride service within a defined area (north to 168th Ave, west to Platte River, east to I-76, south to 144th Ave, plus Prairie Center and Adams County Government Center). Service will run 6 AM to 7 PM, Monday–Friday, with an anticipated start in mid- to late October 2025. Council discussed age requirements (13+ can ride alone), safety, pricing (approx. $2–3 per ride), and the data-driven ability to adjust the service area. A naming contest winner was announced: Eric Rosilius with the name "BOLT" (Brighton On-demand Local Transit). Approved 8-0.
- Department Directors' Reports:
- Utilities Director Scott Olson reported the Fourth Avenue water main replacement is complete, with only a punch list remaining.
- Public Works Director Greg LeBrie gave an update on Fourth Avenue roadway reconstruction (phased completion through early September) and Bridge Street (striping and patching underway, full roadway open by end of August, with the lateral ditch crossing issue to be addressed later via open trenching in November–April). Council expressed concerns about project completion and future disruptions.
- City Attorney's Annual Report: City Attorney Calderon presented a "day in the life" overview and data for 2024: 129 department projects, 133 resolutions/ordinances (26 ordinances), 413 procurement contracts reviewed, 305 open records requests, and 3,560 prosecutions (1,017 criminal, 2,410 traffic, 106 animal, 27 code enforcement). Year-to-date 2025 numbers are on track to exceed 2024. A summer law clerk won his first trial.
- Board and Commission Vacancy Update: City Manager Martinez reported vacancies on Parks & Rec, Brighton Urban Renewal Authority, Historic Preservation Commission, District Plan Commission, and the new Sustainability Advisory Board.
