Final reading is scheduled for October 7, 2025. Councilmember Tadeo noted the location should be 27th Avenue, not 27th Street.
- 9A - Intergovernmental Agreement with E-470 Highway Authority: The agreement defines ownership and maintenance responsibilities for infrastructure at the E-470 and Sable Boulevard interchange. E-470 will maintain the ramps; Brighton will maintain all infrastructure on Sable Boulevard (including drainage, the trail on the north side of E-470, and signals). The project is part of the interchange construction. Council clarified that Brighton is already plowing Sable Boulevard down to 120th Avenue. Passed 6-0.
- 9B - Settlement for Bridge Street Water Main Break: The settlement resolves claims from a water main break on February 13, 2025, caused by a subcontractor of Brandon Construction, which also knocked out a transformer affecting the Eastgate trailer park. Total damages are just under $100,000. The four parties (engineering firm, subcontractor, Brandon Construction, and the city) will each pay approximately $25,000. The resolution authorizes the city manager to execute settlement documents. Passed 6-0.
- 10A - North Water Storage Tank Roof Replacement and Maintenance Contract: The council accepted a $4,038,820 bid from Glacier Construction Co., Inc. for replacing the roof and performing maintenance on the 5-million-gallon welded carbon steel tank near Baseline Road and Tower Road (built 2002). Work includes replacing floor plates, ladder, roof, vents, and installing a mixing system and personnel cranes. Construction runs from November 2025 to February 2026, with testing and refilling through April 2026. The appropriated budget was $5.8 million; the contract includes a 15% contingency ($4,044,820 total with contingency). The city manager has authority for up to $403,882 in change orders. The project manager had high confidence in the single bidder. Council discussed corrosion and water quality concerns; the new venting system and recoating will address the rust issue.
