Beth Worm, but Human Resources Director requesting that the proposed amendments to the following policies of the city county of Butte Suburbos personnel policy and procedure manual be referred to the council's personnel committee for its consideration.

2:16

Um and below are listed the policies for consideration.

2:21

Um just as a matter of cleaning up the record.

2:24

It looks like the safety and health policy manual was inadvertently omitted on this list.

2:31

It is, however, before us.

2:33

Um I would just uh ask for a friendly amendment on that.

2:37

Commissioner Fisher.

2:38

I would make a friendly amendment that we will add that.

2:46

Sorry.

2:48

Oh, okay.

3:22

Okay.

3:23

Thank you.

3:23

I think we're I think we're good to to move forward.

3:26

Um there any questions for Director Worm on any of the policies?

3:36

Okay, Commissioner Fisher.

3:38

Thank you, Chairman Shay.

3:39

I have no questions.

3:40

I took a brief reading through them.

3:42

Um I didn't really in-depth read everything through.

3:47

Um I see no discrepancies or any changes that I'm not in concurrence with.

3:55

Thank you, Commissioner Fisher.

3:56

Um Director Worm, would you mind just giving us the a high level overview for the people who may be tuning in tonight on um on each of the policies?

4:05

Thank you.

4:07

Um sure.

4:08

There aren't a ton of changes to them.

4:11

A lot of them are just being cleaned up because they haven't been um maybe reviewed or revised um for a number of years.

4:18

Um there is two new policies in front of you.

4:21

Um so those are probably gonna be the biggest changes that you'll see.

4:25

Um, a social media policy and a communications and media policy.

4:28

However, the other ones are mostly um just revisions and updating to um current practices.

4:43

Okay, thank you.

4:44

Thank you for that.

4:45

I did read through all of the policies and the red lines, and it did really look like business as usual, just modernizing some of the language and uh making things a little bit more streamlined and easier to understand.

4:57

Um I do appreciate the social media policy and the communications and media policy in the modern age.

5:02

I think those are super important to have.

5:03

So um good job on those.

5:06

Um I would entertain a motion to uh move this to the full council for um approval.

5:15

I'll make a motion we move it to the full council for approval.

5:19

Okay, there is a motion and a second on the floor to move communication number 2025-477 to the full council for their approval.

5:28

Anything on the question?

5:30

Commissioner Fisher.

5:33

Thank you, Chairman Shea.

5:35

Thank you, uh Director Worm for being here.

5:38

I would just um my brief reading of these, if you would just give us uh any policy changes that you feel are pertinent to uh information that we should know that maybe we overlooked.

5:51

Thank you.

5:54

Thank you, Commissioner Fisher.

5:55

I will um remind um the commissioners too.

5:58

I'll take the opportunity to remind them and re-forward the the email that had all of the attachments and just kind of remind everybody to take a take a peek at it since we already did.

6:07

Um all those in favor?

6:10

Aye.

6:11

Opposed?

6:12

Motion passes.

6:14

Um I will entertain a motion to adjourn.

6:17

So moved.

6:19

All right.

6:19

All those in favor?

Summary of Proceedings

Personnel Committee Meeting – October 8, 2025

The City-County of Butte-Silver Bow Personnel Committee met on October 8, 2025, with all three commissioners present (Chairman Michelle Shea, Commissioner Jim Fisher, Commissioner Bill Boyle) and HR Director Beth Worm in attendance. The sole agenda item was Communication 2025-477, requesting consideration of proposed amendments to the city/county Personnel Policy and Procedure Manual. The committee voted unanimously to refer the amendments to the full council for approval.

Discussion Items

  • Communication 2025-477 – HR Director Beth Worm presented proposed amendments to several policies in the Personnel Policy and Procedure Manual. Two policies – the Safety and Health Policy Manual and Policy 143 (Communications and Media) – were inadvertently omitted from the agenda’s list but were included in the attachment packet. Chairman Shea asked for a friendly amendment to add them, which Commissioner Fisher made and was accepted by the committee.
  • Director Worm provided a high-level overview: most changes were clean-up revisions to policies not reviewed for years, plus two entirely new policies – a Social Media Policy and a Communications and Media Policy – to align with modern practices. Commissioners noted the updates appeared to be routine modernization, streamlining language, and improving clarity.
  • Commissioner Fisher requested any additional pertinent changes. Director Worm offered to re-forward the email with all attachments for commissioners to review further before the full council meeting.

Key Outcomes

  • Motion – Commissioner Fisher moved to refer Communication 2025-477 to the full council for approval, seconded by Commissioner Boyle. The motion passed unanimously by voice vote (3 ayes, no opposed).
  • The committee directed that the clerical omission of the Safety and Health Policy Manual and Policy 143 from the agenda list be noted and corrected when the matter goes to the full council.
  • The meeting was adjourned after the vote.
