The Carroll County Board of Zoning Appeals met on Tuesday, April 28, 2026, at 9:00 a.m. in the Reagan Room of the Carroll County Office Building to hear three cases. The board considered and voted on all three cases, approving each with conditions.

The company acquired adjacent property to relocate some storage and stormwater facilities. The business operations (40 employees, emergency highway services, Monday-Friday 7 a.m. to 5 p.m.) will not change. Engineer Randy Bechtel testified that the property is unique and unusual, has a history of approvals, and the variances (area and distance) meet the practical difficulty standard. Neighbor Lippy family entities submitted letters of support.
- Board found the request consistent with the master plan and approved without conditions beyond those inherent in the site plan process.
Case #6580 – Bilal Aziz (Commercial Storage Lot)
- This was a continuation from a prior hearing. Mr. Aziz presented updated plans showing the proposed storage area moved away from the septic system and a temporary fence to demonstrate layout. He operates a towing business (roadside assistance for police), and the lot would store impounded vehicles temporarily (typically 2-3 cars per week, 9 a.m. to 4 p.m.). He stated there would be no lighting, no barbed wire, no additional signage, and only a chain-link fence.
- Board members noted the septic issue had been resolved and the neighbors’ concerns addressed. The board moved to approve with the condition that the fence be made permanent.

I'm gonna call the Board of Zoning Appeals uh hearing to order, and our first case is number uh six six zero seven. Uh Mr. Dixon, could you go ahead and introduce the file for uh for us, please? Okay, case case sixty six oh seven, a request for conditional use and multiple variances for a farm alcohol producer with banquet facility. The site is located at one hundred three Houk Road, Westminster Maryland on Property Zone A Agricultural District and Election District Eight by Harden Family Farms LLC in care of R. David and Sharon Hardin. Code of Public Local Laws and Ordinance of Section 158.168, 158.07101, 158.133, and one fifty-five point zero five one. C two a site visit is planned for April twenty-second, twenty twenty-six at approximately nine forty-five A.M. There are site minutes in the file. There is an April twenty sixth, twenty twenty-six letter to Bethany Henderson from a Carroll Hagan. Um writing to contest the request for a farm alcohol producer with a banquet facility. She's the owner of property to the rear of one hundred three Halk Road. One time her property was considered part of a one oh th uh one hundred and three Hack Road, and the parcel number is parcel number. I am planning on putting this parcel on the market to sell in order to finance my mother's stay at Golden Crest Assisted Living. I feel as though this brewery and banquet facility will bring down the value of my land. A change of use permit is required for the use of the barn as a venue area. Uh ADA accessibility will be addressed during the site plan process. Any new or existing buildings used would need a permit based on their attended use. Program Manager Ag Land Preservation Program. This property is not in ag preservation. I have no comment at this time. There is a response from Laura Matthias, Bureau of Chief Development Review. A site plan may be required in accordance with Chapter 155. Then there is the application. It includes photos. Aerial photos. Handwritten drawings. The numbering is out of order, but uh looks like it's all here. It adds up to about uh seven or eight eight pages. Is that the end? I would ask that the file be entered into evidence.
