Gentlemen, welcome to the Thursday, October 1st, 2026 open session for the Board of Carroll County Commissioners, as we always do. We'll begin with the Pledge of Allegiance and a Moment of Silent Reflection. I pledged allegiance to the flag of the United States of America. And to the Republicans, under God, indivisible with Liberty Chief and Justice Morrow. Everybody's doing well today. It is a wonderful start to the month of October. And uh as we always do, we'll begin with priority Carol. And Commissioner Kyler, I believe you were up first today. Thank you. But pancreatic just uh it's ugly, and uh we'll miss him. Um he uh he and I timed Freestyle and Greco Roman matches together and scored them, and and he was a good friend, and and he suffered. Now on the positive note, uh Grace Evelyn Babylon turns one hundred on October fourth. Um born in Reading in obviously nineteen twenty-six, registered enrolled agent tax preparer, uh graduated from Gettysburg College, married David Babylon in nineteen forty-eight, very active in Grace Lutheran Church. Um is so fascinating. She experienced the Great Depression, World War Two, the sixties, Vietnam War, and uh at one hundred, she's still a gift of grace to all of us. Uh Westminster and Carroll County, and uh Dr. Mona Becker did a resolution about her, but I I just wanted to mention her and uh wish her happy birthday coming up. Um I'll skip through some things. We did some family stuff. Manchester had their crab feet at Hampstead Far Hall. If you haven't been to Hampstead, uh, I think they call it Farside on Main Street. It's an awesome building and uh a great place to go. Um I was at Chesapeake Connect and therefore virtual on this meeting last week. Uh we were in uh Dorham primarily downtown and uh looked at small businesses and and that's always a good trip. And uh the uh Bonamar Metropolitan Council does a lot of things for Carroll County, saves us a lot of money and uh and does some good things too. Um while I was there, I missed talls. I had uh table and a half at the tall scrabfield, crab feed in uh Chris Field in Bruce Bariana's tent, and uh Rhonda went and uh I think people like her better anyway, so they probably had fun there without me. Um my oldest son's birthday was yesterday, and uh the day before that, September 29th was the uh 16th anniversary of Tommy Dell's accident on the farm and and the loss of him. And uh I can't imagine how his parents feel. I know uh it still hurts me. Um we've started budget discussions. Uh it's that time of the year. And uh yesterday I went to uh public works. You guys look like uh you had some serious stuff going on, but uh I I tried to get our temporary county administrator to get on a piece of equipment, dig a hole, but she wouldn't. She said she had a meeting and had more important things to do. But interesting, and interesting there. It's great to see employees and uh and what you guys do for them. That's enough. Thank you very much, Commissioner. Commissioner Gordon. Good morning, Carol Carroll. I'm gonna be really brief given our uh scheduled uh day ahead of us. Uh first and foremost, I want to thank uh Public Works for all their hard work and dedication. Uh it doesn't go unnoticed. It's definitely appreciated. I know sometimes the public may assume that these things just magically get done, but we all know the the dedication, the time and the effort that's put into it, and it definitely does not go unnoticed. I stopped out yesterday morning for maybe about two hours.
