Speaker 1

19:53

Thursday, October twenty-second, two thousand twenty-six open session for the Board of Carroll County Commissioners.

19:58

As we always do, we'll begin with the Pledge of Allegiance and a moment of silent reflection.

Speaker 2

20:06

The flag of the United States of America.

20:09

Thanks for the Republic, where we just stands one nation under God, indivisible with liberty and justice for all.

Speaker 1

20:38

Today, Commissioner Krebs is not with us today.

20:41

And just as a quick note before we get into the agenda, depending on the markets, the bond sale, which is, even though it shows up as one o'clock, potentially on the agenda for today, the sale uh may occur earlier than one o'clock.

20:54

So anybody who is watching or anticipating the bond sale, uh, please do be aware that it may not be one o'clock, it may be earlier.

21:00

Uh so as we kick things off, we'll move into priority Carol.

21:03

And Commissioner Guerrin, I believe you're up first today.

Unassigned speaker

21:06

Um,

Speaker 1

21:07

from me, thank you, though, for sure.

21:08

Commissioner Gordon?

Speaker 3

21:09

Okay, good morning, Carol County.

21:10

I got a couple things real quick.

21:12

Um earlier this week, I had the pleasure of attending the Radcliffe Applied Technology Trades ribbon cutting.

21:19

Uh, myself and uh Commissioner Kylo are in attendance at that.

21:22

Just a wonderful opportunity coming to Carroll County, and it's great to see uh the community as a whole uh supporting this because obviously the trades are a very needed area when it comes not only to jobs but also uh creation of so many other things that this is going to put into our community.

21:38

Uh, we had a wide array of attendees, including uh Congressman Johnny Oshewski, um, representatives from City of Westminster.

21:47

But uh just a great thing coming to Carroll County, and can't wait to see that up and running in the near future.

21:52

Uh, Tuesday attended planning and zoning, also attended the Veterans Advisory Council uh meeting that afternoon.

21:59

Uh, this week is National School Bus Safety Week.

22:03

I know we should all do it, but please stop for the buses.

22:06

Uh, you know, obviously be aware of what's going on and pay attention to your surroundings, very important.

22:12

But uh, this national school bus safety week, so I want to mention that.

22:16

Also, we've got coming up, and I believe there was a um, actually, I know there was a county press release about this, the free residential scrap tire recycling event.

22:25

So if you have residential scrap tires, it's a great opportunity to get rid of these.

22:30

Um, definitely something environmentally we want to be aware of, so definitely take advantage of that if you could.

22:36

And then one other thing I want to bring up this morning, which occurred on Tuesday with planning and zoning, and I know it made the uh front page of the paper this morning was the discussion of the uh Board of Planning and Zoning regarding the self-storage facility.

22:52

Um, I was coming I did comment for that article, and uh, they did not choose to use my complete quote, so I wanted to make sure for the record that this is out there.

23:02

Um I mentioned because they had questioned why did I abstain from the vote and did not vote on that matter?

23:07

Well, legally, I'm bound not to vote because if I were to vote in planning and zoning, and then it became an issue up here before the board of county commissioners.

23:15

That's just completely inappropriate to be double voting for lack of a nice way of putting it.

23:20

So technically I can't do that, or any of us could do that.

23:22

That's sitting on that board for that matter.

23:24

But the other thing I wanted to mention, which they did not include in the uh comments in that article, is that project, while it was uh voted unfavorably in planning and zoning, they have the right to appeal to the board of county commissioners, which they did include, but they also have the option if they so choose to take that to uh uh Board of Zoning Appeals.

23:45

So it is not definitive as they stated in the article coming back to the Board of County Commissioners, it could go to Board of Zoning Appeals, and they also can take it to Circuit Court.

23:53

Correct.

23:54

They have absolutely can take it circuit court.

23:56

So I just wanted to clarify that for anybody, and that's all for me.

24:00

Thank you.

24:01

Thank you very much, Commissioner Gordon.

Speaker 1

24:02

Commissioner Kyler.

Speaker 4

24:03

Thank you.

24:04

And uh I paid my uh I finished my taxes last week, and I am a procrastinator, but it was other things holding it up, so uh, and I did it a day early, so um the uh our current state's attorney uh Haven Shoemaker, um, and uh as everybody knows he's he's done with this term and uh moving to North Carolina and I just want to say hi Haven and uh in the last week I've seen a meeting where he was honored, and then I've seen another meet meeting where he was kind of roasted.

24:45

So uh uh I think we need to keep piling on till he's in North Carolina.

24:51

Um Finksburg area has a lot of failing septic systems, and uh I'm sure Tawnytown, any place we don't have public water and sewer, I'm sure District 4, um, and and we all have it.

25:06

MOWPA did a uh about one hour forty-five minute maybe um thing on how they can help and uh some of it they can, some of it they can't, but it's a good group of people.

25:22

If anybody has a failing uh septic system, let us know, and uh we can direct you to this group.

25:30

There's also uh several companies that work on septic systems that will come out and meet you and tell you your options and do a lot of stuff for you.

25:43

So I I just I feel for uh

Unassigned speaker

25:46

um

Speaker 4

25:47

the failing systems and uh unfortunately door knocking, I saw a lot of them, and uh I had one that

Unassigned speaker

25:56

I

Speaker 4

25:56

don't know if I can say this out loud, it was probably in the eighties.

26:01

I probably replaced it illegally, but uh I replaced it without a permit, and it and that one's worked since since then.

26:10

Um but if if you have a failing septic system, please please let us know.

Carroll County Board of Commissioners Open Session - October 22, 2026

The Carroll County Board of Commissioners met in open session on Thursday, October 22, 2026, beginning with the Pledge of Allegiance and a moment of silent reflection; Commissioner Krebs was absent. After Priority Carroll updates and the Residence Rights Month proclamation, the Board approved a Taser contract renewal, an FY27 ALS grant application, revised TrailBlazer routes, the updated Carroll Transit Safety Management Plan, and a landfill land purchase. No public comment was offered.

Priority Carroll / Reports

  • Commissioner Gordon reported on the Ratcliffe Applied Technology and Trades Center ribbon cutting, National School Bus Safety Week, and the free residential scrap tire recycling event. He also clarified that the Planning and Zoning Commission's unfavorable vote on a self-storage facility could be appealed to the Board of County Commissioners, the Board of Zoning Appeals, or Circuit Court, saying the newspaper article was incomplete on that point.
  • Commissioner Kiler discussed MOWPA assistance for failing septic systems, volunteer fire company events, the Radcliffe facility, and Carroll Community College trustee activities. He noted the Recreation and Parks Advisory Board voted to raise the self-help limit from $25,000 to $35,000.
  • Commissioner Vigliotti promoted upcoming community events and early voting, and the Human Resources team announced the fourth annual Carroll County Government Employment Expo on Wednesday, October 28, from 5 to 7 p.m. at Shipley Arena.
  • The Board adopted a proclamation declaring October 2026 as Residence Rights Month. Long-Term Care Ombudsmen Gail Gannon and Courtney Clinton reported that Carroll County has 10 nursing homes and 27 assisted living communities with 1,770 long-term care beds, and that ombudsmen made more than 450 visits and attended 76 resident council meetings in the 2026 program year.

Discussion and Action Items

  • Taser Certification and Equipment Contract Renewal - Item 2: Sheriff Jim DeWees requested renewal of the contract with Axon Enterprise Inc. for $88,834, utilizing National Purchasing Partners contract RFP #2530. The Sheriff's Office described the coming transition to the Taser 10 and the use of virtual reality goggles for training. The motion to approve was seconded and carried unanimously.
  • Local Care Team FY26 Annual Report - Item 3: This was a briefing with no decision. Maria Lowry reported 40 unique LCT referrals and 49 LCT review meetings in FY26, stating both a 63% increase over FY24 and an 11% increase over FY24; the transcript contains this inconsistency. Other data included 55% female referrals, 52% of referrals ages 5 to 11, and the top three presenting concerns unchanged from prior years: anger/aggression, multiple mental health diagnoses, and self-harm or suicide ideation. In response to Commissioner questions, staff discussed social media's impact on female youth and school cell-phone policies.
  • FY27 MIEMSS Advanced Life Support Grant - Item 4: Fire and EMS Director Michael Robinson requested approval to submit and accept the $12,000 MIEMSS ALS educational grant, which is 100% funded with no match. Funds will support paramedic continuing education for career and volunteer providers. The motion carried unanimously.
  • Revised TrailBlazer Routes - Item 5: Public Works Director Bryan Bokey and Ride With Us Executive Director Crystal Winebrenner presented Transit Advisory Council-supported changes: remove Hampstead Village Center and NESAP from the North Carroll route, and remove four Taneytown stops (Baumgardner and Roberts Mill, Taneytown Senior Center, George and Baltimore, and Food Lion) while rebranding the Taneytown route as the West Carroll route and adding Union Bridge. NESAP would remain available by deviation near Hampstead school; Commissioner Kiler supported and staff agreed to a one-year waiver of the $1 deviation fee for NESAP riders. Changes would be effective January 1, 2027, with 30-day notice and public notices posted as early as the following Monday. The motion carried unanimously.
  • Carroll Transit System Safety Management Plan - Item 6: Staff presented the annual PTASP update, noting the main change was MTA's request to use a new template. Zero-fatality, zero-injury, and zero-assault targets were retained, and targets for major events and vehicle collision rate were reduced by one annually. The motion to approve carried unanimously.
  • Northern Landfill Land Purchase - Item 7: Public Works requested approval to buy 46.328 acres near Reese Road, Westminster, identified as Map 53, Parcel 1003, in fee simple for $3,400,000, for the Carroll County Northern Landfill Master Plan Project. Staff noted the earlier 326 acres were acquired in 2021. The motion carried unanimously.

Public Comments & Testimony

  • No public comment was made in person or by phone during the open session.

Administrative and Future Items

  • In administrative open session, Commissioner Gordon requested a future discussion on restoring the county's waste disposal coupons, which were removed April 2, 2020 by the previous board in a 4-1 vote. The Board agreed to place the topic on a future agenda.
  • The Board reviewed the upcoming two weeks' agendas, including the October 28 Employment Expo, the November 3 election day, and the November 5 open session items; Commissioner attendance adjustments were made.
  • Because the bond sale had not yet occurred, the Board voted unanimously to enter closed session for land acquisition, then recess, then reconvene in open session for the bond sale award resolution. The bond sale resolution vote was not reached in the transcript before the closed session began.
