So check it out before you get there so you don't miss the start.

7:54

Um Baltimore Metropolitan Council met last Friday.

up.

Speaker 2

8:13

We got to listen to Secretary Day talk about affordable housing, and one of the reasons I wanted to mention both, um, there's going to be a lot of turnover on these boards because of people turned out, termed out or didn't get elected.

8:32

Um, and and it's uh so it was a lot of uh a lot of uh pretty senior people saying goodbye at both meetings, and it's it's interesting.

8:43

Um brighter note, uh, employment expo was last night.

8:52

Um and I did go.

8:55

Um I didn't get a job offer, and uh, but I didn't bring a resume either.

9:00

I said it wasn't it wasn't that good, so I wasn't I didn't want to pass it around,

Unassigned speaker

9:05

but

Speaker 2

9:06

I was hoping last night that one of you would offer me a full-time job instead of this part-time job we have, but didn't happen.

9:14

But you guys had a good crowd, and it looked like a lot of resumes, and and uh it was uh it's a good event.

9:22

Uh tomorrow morning, we have our joint meeting with uh Carroll Community College, which is always good, and uh Mr.

Unassigned speaker

9:31

Burke's not here yet, but uh he's retiring and this probably is the last meeting.

Speaker 2

9:39

We will see him if he shows up.

9:41

And he is wearing a coat and tie today.

9:44

He's uh um he's he's ghosting out a little bit, and uh he didn't look like uh a lawyer every day this week with the tie and the jacket and all that.

9:59

So he's he's ghosting a little bit, but we're gonna miss him.

10:03

And uh I just wanted to mention that.

10:06

And then speaking of uh, and I I don't mean uh old in as your age, but as being here, if any of you guys remember Max Bear, and uh I flipped an email from him to everybody.

10:21

He evidently had some permit issues and some other issues, and uh he said, and which he doesn't he doesn't normally do emails like this, and he apologized for typos and grammatical errors, but but he really wanted to compliment the employees in here, and including the front door to who he talked to, and uh I think that's nice, and I don't know how many remember Max Bear, but he was

Speaker 3

10:50

He was chief of staff.

Speaker 2

10:52

Yes, but before Roberta, before uh Powell, and I I think he was then.

Speaker 4

11:03

Yes.

Speaker 2

11:04

I I think so a couple ago, and and uh yeah, good guy, and so he knows what he's talking about when he's complimenting people when he didn't have to.

11:13

So Max, thanks for the nice email, and uh and you asked me to share it, and I've passed it around.

Unassigned speaker

11:21

Thank

Speaker 5

11:21

you very much, Commissioner.

11:22

Very well said.

11:23

Commissioner Gordon.

11:24

Good morning, Carroll County.

11:25

Have a few things here.

11:26

Uh first off, wanted to mention that this past Sunday, uh Commissioner Vigliotti and myself attended the Eagle Scout Court of Honor for Colton Bradley Holland Ball.

11:36

Uh was quite an impressive uh event, but what was even more impressive was the fact that uh Colton had taken on the restoration project of an authentic 1862 Civil War medical carriage.

11:48

I think Chris has got a picture of

Unassigned speaker

11:50

that.

Unassigned speaker

11:52

Let

Speaker 5

11:52

me go to the next one.

11:53

There we go.

11:54

Uh this was a project that was uh beneficiary was the historic Daniel Lady Farm in Gettysburg, Pennsylvania.

12:01

Uh this was a uh a uh carriage that they had had for some time, but no one was willing to step up and take the project on.

12:09

Uh just absolutely restored from top to bottom.

12:13

He led the project and he was heavily involved in the entire process.

12:16

I know I think Commissioner Vigliati and I were both very impressed with that project.

12:21

Uh gentleman has a uh exceptionally bright future ahead of

Unassigned speaker

12:25

him,

Speaker 5

12:25

and uh want to congratulate him on uh earning the rank of Eagle Scout.

12:30

Also, this past week I'd be remiss if I didn't mention the first ever uh trick or treat and lantern walks at the Carroll County Farm Museum, which uh was very heavily attended.

The Board of Carroll County Commissioners held an open session on Thursday, October 29, 2026, at the County Office Building in Westminster. The meeting began with the Pledge of Allegiance, a moment of silent reflection, and Priority Carroll announcements, including a proclamation declaring November 4–11 as Operation Green Light for Veterans. All votes were unanimous unless otherwise noted.

Public Comments & Testimony

  • Vincent Vertico (chaplain, American Legion Post 120 and VIP): Spoke in support of establishing a Freedom Center for veterans, describing a one-stop resource hub for physical/mental health, housing assistance, case management, and benefit navigation. He stressed that the center would complement existing services and urged the board to continue its support.

Discussion Items

  • Cluster Subdivisions (Item 13): Consultant Troy Truax (Michael Baker International) presented findings and best practices on cluster development, recommending potential code amendments to improve design standards, open space usability, and long-term stewardship. Commissioner Krebs raised concerns about net vs. gross density calculations, lack of design requirements in current subdivisions, and high HOA fees that provide minimal amenities. She noted that the Freedom Master Plan originally intended net developable acreage and that later code changes (adding "gross") have led to dense, poorly designed projects. Commissioner Guerin argued that net vs. gross is less important and that clustering saves infrastructure costs. Commissioner Gordon favored referring the matter to the Planning and Zoning Commission now rather than waiting for the master plan update. After debate, a motion to direct staff to work with the Planning and Zoning Commission on potential amendments to Chapters 155 and 158 passed 4–1 (Commissioner Krebs opposed).

Key Outcomes

  • All contract awards and purchase approvals listed under Consent Calendar passed unanimously.
  • Cluster Subdivision Referral: The board voted 4–1 to send the consultant's recommendations to the Planning and Zoning Commission for further evaluation and possible code amendments.
  • VIP Freedom Center Land Transfer: The board unanimously agreed to add to the November 5, 2026 agenda a motion to direct staff to schedule a public hearing on a land transfer for the Veterans Independence Project's Freedom Center.
  • Approved closed minutes from October 22, 2026 for land acquisition.
  • Agenda for November 2–6 and November 9–15 reviewed and adopted, including a delayed start on November 12 due to a veterans breakfast and the formal farewell to retiring County Attorney Tim Burke.
  • Operation Green Light for Veterans Proclamation read by Commissioner Guerin, with presentations from the Division of Aging and Disabilities and the Veterans Advisory Council highlighting services and success stories.
