6:35

This is for our uh strategy session a year ago, not this last one, but a year ago, um, where we really uh focused staff on economic development.

6:46

Um earlier for during the year we had a presentation of um state legislation that includes a short list of city names that we want to be on.

6:55

Our name should be up there with those other profile accounts, and so this is the contract to um

Unassigned speaker

7:02

uh

Speaker 2

7:02

con consultant rather to work that process for us for the next legislative session.

7:08

Anything else to

Unassigned speaker

7:09

add?

Speaker 2

7:10

Okay,

Unassigned speaker

7:11

uh

Speaker 2

7:11

number 10 is consider a resolution authorizing the defeasance and redemption of a portion of the outstanding city of Carrollton Gen geo uh improvement and refunding bonds series 2015, approving and authorizing the extension of an escrow agreement for the deposit of funds and amount sufficient to defease such bonds uh and resolving other matters incident and related thereto providing an effective date.

7:43

I might just ask um

Unassigned speaker

7:44

uh

Speaker 2

7:45

Diana Vaughn to comment on defeasance for those listening at home.

7:49

Tell us all if you can just give us a short um version of the feasible

Speaker 3

7:55

terms.

7:55

We're like paying them off early.

7:57

It's like that or early mortgage clause where you can pay off your mortgage early, but we'll actually save about one point six million in interest costs by doing it, and we'll maintain a stable debt service tax rate.

8:07

So

Unassigned speaker

8:08

this

Speaker 3

8:09

went to the finance committee last month.

Speaker 4

8:11

Thank you, Mayor.

8:12

The uh finance committee was in complete agreement that this is something unanimous that we should do, and I appreciate staff's focus on uh saving money and and uh keeping that uh debt rate where it is.

Speaker 5

8:24

Yes, perfect.

8:25

Um so we're redeeming what four million seven twenty-five plus the ninety thousand interest uh for a total of four million eight one five.

8:35

Um then I guess our remaining total will then be what twelve million nine seventy-two.

8:41

Is that correct?

Speaker 6

8:42

Yes,

Unassigned speaker

8:42

so

Speaker 5

8:43

with uh six maturity banks left.

8:45

Gotcha.

8:46

Thank

Unassigned speaker

8:46

you.

Speaker 2

8:49

Okay, number 11, uh resolution authorizing the city manager to execute a professional services contract with bridge armor and association for engineering services related to the design and plan preparation of the quiet center number three downtown Carleton project in an amount not to exceed 575,000.

9:08

Um we have we have about 37 crossings in Carrollton.

9:14

Um we have um we have uh some of that has already been turned into quiet zone.

9:19

Um this is uh in conjunction with the silver line and an additional amount of qu of zones will become quiet zones.

9:27

Um but we're gonna still gonna have a handful of uh of uh areas that need to be turned quiet.

9:34

And so we've been working with the RTC, uh Michael Morris and uh his staff to uh ultimately um potentially have them help fund some of that uh but we have to pay for the design, okay, to design it out.

9:47

So this is the design dollars to do that.

9:50

Uh the hope is is that all but two crossings in our entire city will be turned into quiet zones after these and the silver line are done.

Unassigned speaker

10:00

The two that remain are on the um her are really not um impacting the entire city, just a small portion because the rails do not go all the way through Captain.

Speaker 2

10:09

Any questions on this?

10:12

Do we currently have a portion of downtown uh designated as a five zone?

10:16

Uh we do not.

10:17

The um the quiet zone will be uh for downtown will take place a portion of it under the um silver

Unassigned speaker

10:23

line.

Speaker 2

10:24

Um this is the DG and O line primarily, which is largely used for international paper and many of the uh trains that go.

10:32

If you've ever been to on bingo night or any other night to Three Nations Burry, um that horn sounds whether you're in three nations or the the multifamily housing right next to
