  • Item 17 (Autonomous Mowers): Councilmember Klein requested this item be pulled. It was deferred to a future meeting without discussion.
  • Item 21 (Vehicle Cameras): Councilmember Carpenter made a motion, seconded by Mayor Pro Tem Fleming, to approve the pilot program. The program will equip 115 city vehicles with in-cab cameras from Samsara, Inc. at a cost not to exceed $70,000. Staff explained the goal is to address a 66% increase in auto liability claims by using AI to deter unsafe driving. Councilmember Axberg asked if the success metric was lowering claims, which staff confirmed. The motion passed unanimously (8-0).

Public Comments & Testimony

  • Public Comment on Agenda Items: None.
  • Public Forum: Robert Carrera (1003 Jeanette Way) raised two issues: a missing street sign and a large pothole on a street behind McDonald's/Chase, and a property at 2105 Highland Drive where he alleged a fence and landscaping exceed the permitted height and are overgrown. He provided photos to staff.

Discussion Items

  • Legislative Update (Item 4): New legislative consultant Larry Gonzalez briefed the council on the upcoming 89th Texas State Legislative Session. He discussed significant turnover in the Texas House, the implications of the 2024 election results, a shifting state budget narrative, energy demands from data centers and AI, property tax caps, and school voucher legislation.
  • DART Update (Item 5): DART President/CEO Nadine Lee provided an update. Ridership in Carrollton is at 75% of pre-pandemic levels. Security response times have improved to under 4 minutes. The Silver Line is over 80% complete with the Downtown Carrollton station at 60% complete.
  • Utility Fund, Water and Wastewater Rates (Item 6): Finance Director Melissa Everett presented the need for a rate increase generating 7.25% additional revenue to maintain the required 90-day fund balance, driven by pass-through costs from DWU and TRA. The impact on an average residential bill is approximately $2 per month.
  • City-Owned Property (Former NTTA Site) (Item 7): Staff presented three development scenarios (28, 54, and 100 developable acres) contingent on valley storage and wetland mitigation. The TOD Committee recommended selecting a master development partner. Council gave consensus to proceed with an RFQ/RFP process.

Key Outcomes

  • Unanimous Votes: Consent agenda (8-0) and Vehicle Camera pilot program (8-0).
  • Council Direction: Directed staff to proceed with the RFQ/RFP process to select a master development partner for the former NTTA site.
  • Upcoming Meetings: The December 17, 2024 council meeting was cancelled to accommodate AV equipment upgrades.
