Summary of Proceedings

Carrollton City Council Worksession & Meeting: March 25, 2025

The Carrollton City Council convened for a Worksession at 5:45 PM and a Regular Meeting at 7:00 PM on March 25, 2025, at City Hall. The worksession focused on the final draft of the 2025 Downtown Master Plan Update. The regular meeting authorized a consent agenda covering various contracts and resolutions, and heard public comments on traffic safety, transit funding, and school finance.

Consent Calendar

  • (Items 8-25) The council approved the entire consent agenda unanimously (7-0). Notable authorizations included:
    • An agreement with Granicus for software and hardware for a five-year total not to exceed $843,103.07.
    • A project with Dallas County Road and Bridge District #4 for a mill and overlay of North Denton Drive and Hutton Drive for $710,704.00.
    • A third amendment to the Trinity Mills Station Master Development Agreement with DART and The Integral Group, LLC, extending a construction commencement deadline to May 1, 2027.
    • An economic development incentive agreement with Nnamdi Holding, LLC for renovations at 2741 E. Belt Line Road for up to $88,419.45.
    • The city's share of costs, $9,756,380, for the new NTECC Consolidated Public Safety Communications Center.

Public Comments & Testimony

  • Consent Agenda: No members of the public provided testimony on the consent agenda items.
  • Public Forum (Item 26):
    • Aaron Davison (Furneaux resident): Described significant safety hazards from speeding on Furneaux, citing an average vehicle speed of 44 mph in a 30 mph zone and two family cars being totaled. He requested the council implement speed control measures.
    • Qun Lee (West Branch Hollow resident): Opposed proposed state legislation cutting DART funding (SB 1557/HB 3187), arguing it would jeopardize $500 million in federal funding, eliminate service for over 125,000 people, and cripple projects like the Silver Line. He urged the city to negotiate with DART locally to resolve the dispute.
    • Crystal Tellez: Representing a coalition of parents, she supported increased public school funding. She requested the council advocate for raising the basic allotment by $1,600 and rejecting education vouchers, warning that funding deficits lead to school closures and declining property values.

Discussion Items

  • 2025 Downtown Master Plan Update (Worksession/Agenda Item 4):
    • Planning Manager Loren Shapiro and consultant Kim Dressner of Gensler presented the final draft, the first comprehensive update since 2008.
    • The plan was shaped by extensive community engagement, including over 345 participants, 245 online survey responses, and a Downtown Plan Advisory Committee (DPAC).
    • It defines five character zones (The Core, The Settlement, The Hutton, The Westside, The Gateway) and a 10-year consolidated programming approach for residential, retail, office, and hotel development.
    • The implementation framework includes over 50 action items across four categories with a priority on starting in The Core district.
    • Council discussed pedestrian safety on Belt Line Road, the feasibility of catalytic projects like the hotel and mountain bike course, and strategies for communicating the plan to the public and development community.
    • The plan is scheduled for formal adoption at the April 1, 2025, regular meeting.

Key Outcomes

  • Consent Agenda Vote: All 19 consent items were passed unanimously (7-0).
  • Downtown Master Plan: Received for review; adoption scheduled for April 1, 2025.
  • Presentations Deferred: The recognition of community groups listed on the agenda (Item 6) was deferred to the following day by the Mayor.
  • State Legislative Updates: The Mayor briefed the council on several active bills regarding DART funding and governance, and the pending sales tax report (HB 134). A briefing on Transit 2.0 will be scheduled.
  • Staffing: Jenny Zellfelder was announced as the new Economic Development Director, starting April 7th.
