Speaker 1

3:36

All right, welcome, welcome, welcome.

Speaker 2

3:39

Appreciate that um being here and uh our visitors.

3:43

Um call our work session to order for June 9th.

3:48

Our first uh item on the agenda is our minutes from the May twenty-sixth um regular council meeting.

3:56

Questions are added to the minutes.

4:06

Uh, consider authorizing the city manager to execute an amendment um to the contract with virtual soft LLC through the tips uh purchase co-op for invoice cloud payment gateway and payment processing services to expand payment processing options, increasing the contract by a hundred and eighty-seven thousand five hundred for a revised five year total

Unassigned speaker

4:28

in

Speaker 2

4:28

an amount not to exceed nine hundred and thirty-seven thousand five hundred.

4:31

Very excited about this one.

4:34

Do either of you want to maybe talk about some of the customer experience enhancements.

Speaker 3

4:38

Well, um, one, we're going to be able to do each hack like one time each hack after we um get that set up.

4:44

So this will allow us to do that.

4:45

It also will give us backups for in case we have bridge pay incident or something like that.

Unassigned speaker

4:51

So

Speaker 2

4:51

I think that's a I think it's very responsive though to some of the feedback we've heard from our residents in terms of some of the limitations and other things.

4:58

So appreciate you all.

Unassigned speaker

5:00

Um each heck's a free option, so people like free they like free.

Speaker 3

5:03

Yep.

Unassigned speaker

5:04

So

Speaker 4

5:04

you like free too, don't you, Nancy?

5:07

So is that what's driving the amendment on this particular item?

5:10

Um

Speaker 3

5:10

to add

Speaker 5

5:10

additional options and have backup, yeah.

Speaker 4

5:13

Gotcha.

Speaker 5

5:15

Um it says it also increases the agreement authority due to um the event that happened where we lost service, the recent service disruption.

5:27

Um hundred and eighty seven thousand was due to that.

Speaker 3

5:31

Oh, well, we're not paying a fee or a fine or anything like that.

Unassigned speaker

5:34

It's not that, it's that we're adding additional, um, we're adding additional services, and we're having a different it just says the increase is intended to cover costs incurred during the recent service disruption.

Speaker 5

5:44

Well,

Speaker 3

5:44

because we had uh window that was we switched from bridge pay to chase payment tech, and so we have a window, so we gotta cover that window too.

Speaker 5

5:53

Can you say that in something I understand?

Speaker 3

5:56

Um so we were using bridge pay as the gateway before.

Speaker 5

5:58

Cut over period.

Speaker 3

6:00

Yeah, we switched to Chase Payment Tech as the gateway.

6:03

So that was a temporary service to switch to K Chase Payment Check payment tech, but we want to have the option to continue.

6:10

So we need to include increase the authority.

6:12

So we're gonna have both we'll have multiple options like redundancy, redundancy.

6:17

But we're also adding the eCheck service because other people have requested it, it's a free service,

Unassigned speaker

6:22

and

Speaker 3

6:22

it's something we don't offer today.

Speaker 5

6:24

I

Speaker 3

6:24

think

Speaker 5

6:25

ACH is an option today.

6:26

ACH bill pay, yeah.

6:29

Previously, and this is just a one-time CH thing.

Speaker 3

6:33

So, yeah, like for example, when bridge pay was out, people could pay with the kiosk, they could come in and pay with a credit card, they could go and bill pay,

Unassigned speaker

6:40

they

Speaker 3

6:40

get ACH, but a lot of people take advantage of one time things.

Speaker 5

6:44

And

Speaker 3

6:44

ACH is not a one-time thing, so the e-check is a one-time thing.

6:48

If you needed to use a one-time thing, you could go on there and use it.

Speaker 6

6:50

So the disruption that you were talking about, is that changed from one uh one service to the other?

Speaker 3

6:57

Um bridge pay had an outage, bridge pay is a gateway that was used by our portal provider.

Speaker 6

7:03

Okay,

Speaker 3

7:03

and so it we had a switch to chase payment tag.

Speaker 6

7:06

Oh, okay.

7:07

Okay, so I

Unassigned speaker

7:08

see.

Speaker 3

7:10

And this allows us to use all of them.

Carrollton City Council Regular Worksession & Meeting - June 9, 2026

The Carrollton City Council met on Tuesday, June 9, 2026, beginning with a worksession at 5:45 p.m. and the regular meeting at 7:00 p.m. at City Hall, 1945 E. Jackson Road. The meeting adjourned at 8:11 p.m.

The request represents roughly 20% of the estimated $485,000 annual cost of serving Carrollton children at about $3,000 per child. She also noted a therapy waitlist of 98 children.

  • Council discussion of consent items included: the InvoiceCloud payment amendment adding one-time ACH/e-check options and backup processing after the Bridgepay outage; recreation center renovations at Crosby, Rosemeade, and the Senior Center; Nob Hill Section II street reconstruction risk and 10% contingency; Civil Service Commission appointment process; Oak Creek Tennis Center property transfer; TC Rice Trail grant match; flood mapping amendment; and emergency water main repair under I-35.

Public Comments & Testimony

  • No speakers appeared for the four public hearings; one written comment in support was noted for the Sarang Mission day care and one for the Walmart gasoline station. No public comments were reported for AutoZone or Selective Auto.
  • Public Forum: Russell Duke, 3 Country Lake Drive, asked the City to compel removal of a large live oak tree in the Country Place HOA. He said a falling limb had broken a resident's leg, a church member was killed by a falling limb, multiple arborists found cracks, and an insurer declined coverage because of the tree. He stated homeowners voted unanimously for removal but the HOA refused and threatened legal action if they trimmed it. Mayor Babick said staff would look into the matter.
