Carrollton Planning & Zoning Commission Meeting - August 2, 2018

On August 2, 2018, the Carrollton Planning & Zoning Commission met in Council Chambers at City Hall, 1945 E. Jackson Road, Carrollton, Texas. The meeting was called to order at 7:07 p.m. with all nine members present, and it adjourned at 7:31 p.m. The posted agenda included a 6:00 p.m. briefing session on Carrollton's Traffic Control Systems; no public testimony was allowed during that session. The commission approved the July 5, 2018 minutes and each of the three agenda cases unanimously 9-0.

Consent Calendar

  • Approved the minutes of the July 5, 2018 Planning and Zoning Commission meeting as written, 9-0.

Public Comments & Testimony

  • No members of the public offered testimony during the public hearings for Certified Autoplex or Java Gaming Cafe. No citizen comments were received by staff for the Java Gaming Cafe request.

Discussion Items

  • Case No. 08-18TSP1 - Bridgeway Preparatory Academy: Staff presented a technical site plan for a public charter school at 2405 East Belt Line Road, within an existing building on an approximately 13.49-acre tract. The school would serve 39 pre-K through second-grade students with eight faculty members. Staff confirmed the site meets parking requirements, including one space per five kindergarten/pre-K students, one space per 400 square feet of elementary classroom area, and 50% of required parking adjacent to the main entrance. Stipulations require corrected square footage on the plans, a storm shelter if occupant load reaches 50 or more, and a traffic impact analysis if enrollment reaches 85 or more. Applicant Dr. Natalie Davenport explained the enrollment zone includes Carrollton, Irving, Lewisville, Farmers Branch, Addison, and Coppell, and described the school as an early-intervention program for children with unique needs that keeps support staff in regular classrooms. She said the location is temporary because the school is approved for 700 children and will eventually outgrow the space, and that the TEA charter has been obtained; occupancy certification is needed before the August 20 start date. The commission approved the case with staff stipulations, 9-0.
  • Certified Autoplex SUP amendment (agenda Case No. 06-15SUP1; corrected during discussion to 08-18SUP1): Staff presented a request to amend the existing special use permit at 1010 Hutton Drive, an approximately 3.3-acre tract zoned LI. The current permit allows a used car dealership/auto rental, auto repair, and body shop painting. The amendment would add three parking structures in the existing surface lot, a covered customer entry area, and paving of a sod area for additional vehicle storage, plus enhanced landscaping along Hutton Drive and Belt Line Road. Staff recommended approval, noting compatible industrial surroundings and other carport examples in Carrollton. Applicant Camille Cavisi stated the June hailstorm caused close to $1.5 million in damage and that his insurance company is dropping coverage, so the covered structures are needed to protect the business's investment. No public testimony was offered. The motion to close the public hearing and approve with staff stipulations passed 9-0.
  • Case No. 08-18SUP2 - Java Gaming Cafe: Staff presented a request to amend the SUP for an amusement arcade (excluding adult arcade) in an approximately 7,500-square-foot lease space at 2701 Old Denton Road, Suites 132 and 232, zoned PD-45 (LR-2). The original SUP, approved about two years earlier, allowed 95 gaming stations with set hours; the amendment would allow up to 120 stations and 24-hour, seven-day-a-week operation. Staff reported no incidents at the site according to police and code enforcement, and no written public comments. The applicant expressed support for the requested amendment, said business is strong, and stated the additional stations and 24-hour option would reduce wait times and allow watch parties for international e-sports tournaments; he noted the business would not necessarily be open 24 hours all the time. A commissioner asked whether the fire marshal was comfortable with capacity, and staff confirmed. No public testimony was offered. The motion to close the public hearing and approve with staff stipulations passed 9-0.

Key Outcomes

  • Approved the July 5, 2018 minutes, 9-0.
  • Approved Bridgeway Preparatory Academy technical site plan with staff stipulations, 9-0.
  • Approved Certified Autoplex SUP amendment with staff stipulations, 9-0; the agenda case number 06-15SUP1 was corrected to 08-18SUP1 during discussion.
  • Approved Java Gaming Cafe SUP amendment with staff stipulations, 9-0.
  • No staff reports were presented; the meeting adjourned at 7:31 p.m.
