Good evening, ladies and gentlemen. Please silence your cell phones or other devices. I call this meeting to order at 7.06 p.m. This is the January 3rd, 2019 meeting of the Planning and Zoning Commission of the City of Carrollton. This commission consists of nine members. We have one member absent this evening, Commissioner Kaiser. This commission has final authority on certain items and an advisory role on others. In the case of advisory items, our recommendation for denial will be considered by the city council if the applicant makes a written request in accordance with city ordinance. We conduct our business in accordance with the posted agenda, copies of which are in the lobby outside these chambers. All the items on the agenda under the heading public hearings will begin with the applicant's presentation. After any questions from the commission of staff and the applicant, we'll ask if there is anyone present who would like to speak on the case. If you wish to speak at that time, please come forward to the podium, give your name and address for the record, and make your comments to the commission. When the public has had the opportunity to speak, we'll allow the applicant to make any closing comments. At that time, we will close the public hearing, and there will be no further opportunities to speak. The public hearing portions of cases considered tonight are intended to be an opportunity for the public to be heard by the commission. It is not an opportunity for the commission to respond to public comments or answer questions from the public. After the public hearing is closed, the commission will conduct any discussion and action as appropriate. Our first item of business tonight is approval of the minutes of the December 6, 2018 Planning and Zoning Commission meeting. We had one correction. Commissioners, do we have any discussion or motion to approve the minutes? Commissioner Chadwick. All right. December 6th, 2018 planning and zoning commission. Okay. Motion by Commissioner Chadwick, second by Commissioner Romo to approve the minutes of the December 6th, 2018 Planning and Zoning Commission meeting with the uh one correction. We have any further discussion. If not, we'll go to a vote. Okay. The minutes are approved unanimously 8 to 0. Next item of business tonight, agenda item number two. This is case number 12-18 TSP 1 Covenant Church Expansion and Charter School. Case coordinators, Mr. McCauley. Thank you, Mr. Chairman. As you mentioned, it is a request for a technical site plan for the expansion of a church to establish a charter school with a maximum enrollment of 652 students, and the construction of an above ground storm shelter. When staff looked at this particular request, we did look at whether or not the proposal is providing a safe and efficient vehicular and pedestrian circulation system, the design and location of all street parking and loading facilities to ensure that all such spaces are usable and are safely and conveniently arranged. Whether the use of landscaping and screening to provide adequate buffers to shield lights, noise, movement, or other activities from adjacent properties are provided when necessary. And also whether or not the placement and orientation of the buildings and other facilities are adequately met. Staff believe all four of these items have been met. Further, the applicant is providing nice architectural elements to the expansion as well for the east wing to the church as well as the storm shelter that's being provided. Furthermore, the traffic impact analysis that the applicant submitted has been reviewed by the Transportation Engineering Manager, and he approved the TIA as presented.
