Summary of Proceedings

Carrollton Planning & Zoning Commission Briefing and Regular Meeting – December 3, 2020

The Carrollton Planning and Zoning Commission met on December 3, 2020. The posted agenda scheduled a 5:45 p.m. briefing session and a 7:00 p.m. regular meeting; the transcript shows the regular meeting was called to order at 7:19 p.m. and adjourned at 9:01 p.m. Commissioner Tony Romo II was absent, leaving eight members present. The commission approved the consent agenda and every public hearing item on the regular agenda by 8-0 votes.

Consent Calendar

  • Approved the November 5, 2020 meeting minutes, with adjustments discussed in the prior work session.
  • Approved the Carrollton Gateway final plat (PLFP 2020-138) for an approximately 4-acre tract near the southwest corner of Dickerson Parkway and N. Broadway Street, with staff stipulations and a finding that the right-of-way dedication was necessary and proportional.
  • Approved the Halliburton-Otis replat (PLRP 2020-143) for an approximately 65.275-acre tract at 2601 East Belt Line Road, further subdividing one lot into two.
  • Approved the High Country Business Park replat (PLRP 2020-147) for an approximately 2.151-acre tract at the northwest corner of Stanley Drive and Pecan Street, combining four lots into two, with a right-of-way finding.
  • Approved the Booth Industrial District replat (PLRP 20-118 RIG Properties Addition) for an approximately 1.6-acre tract at the northwest corner of IH-35E and Booth Drive.

Public Comments & Testimony

  • Aldersgate Church Day Care: Charles Finkley, chairman of the Aldersgate trustees, expressed support and explained that the daycare could use the church’s online room-reservation system for occasional after-hours events. A second appearance card from Ross Perry also recorded support.
  • QuikTrip: John Pimentel, of QuikTrip, spoke in favor of the revised special use permit.
  • Baxley Street Properties: No public speakers appeared; the applicant testified during the staff/applicant presentation.
  • Lone Star Villas: Rod Kelly, a traffic engineer, spoke in favor. Appearance cards from Rajas Chowdery, Shay Kassan, and Rajander Sim recorded support without spoken testimony. One property owner at 1839 Cotonwood asked whether her house would be affected by the alley/gate proposal, noting she currently has alley access.
  • Staff reported receiving about three supportive and one opposed written comment on Lone Star Villas, with concerns about density next to single-family homes and privacy fencing.

Discussion Items

  • Aldersgate Church Day Care (PLSUP 2020-146): Staff requested approval of a special use permit for a child day care center on an approximately 4.7-acre O-2 zoned tract at 3926 Old Denton Road. The permit would limit enrollment to 60 children and hours to 6:30 a.m.–6:30 p.m. Monday through Friday, with handicap parking changes and Sunday-only signs near the church. Staff said a traffic impact analysis is not needed for daycares under 75 children because drop-off and pickup traffic is staggered. The commission approved it with staff stipulations.
  • QuikTrip (PLSUP 2020-105): Staff described a request to amend Special Use Permit No. 453 at the northwest corner of Sandy Lake Road and IH-35E, expanding the gasoline station site from about 2.1 acres to about 7.25 acres and adding seven north-side diesel fuel stations: five for semi-tractor trailers and two for regular automobiles. The City Council denied an earlier version in April 2020, then waived the 12-month waiting period in July 2020. Staff recommended approval with stipulations, including removing proposed semitrailer parking spaces, adding landscaping, and requiring a right-turn deceleration lane from the southbound I-35E access road. QuikTrip’s representative expressed support for most conditions but asked that the turn-lane requirement be conditioned on TxDOT approval. After discussion about TxDOT authority and traffic engineering standards, including a 200-foot storage length and 150-foot transition, the commission approved the case with modified stipulations and forwarded it to the City Council.
  • Baxley Street Properties (PLZ 2020-142): Staff requested a Planned Development for an approximately 3-acre tract on Baxley Street in the 1500 and 1600 blocks to allow modified lot standards for 12 lots in the SF-7/14 Single-Family Residential District. Existing homes predate current zoning, and without the PD the properties could not be replatted or receive permits for extensive repairs. The applicant, a longtime Carrollton resident and property owner, described the history and noted that two adjacent lots were not included because their owners did not respond. The commission approved it with staff stipulations.
  • Lone Star Villas (PLZ 2020-145): Staff requested amendments to PD-173 and PD-082 at the southeast corner of Old Denton Road and Whitlock Lane, on an approximately 3-acre tract, to allow 19 townhome lots with reduced lot sizes and setbacks. The plan included duplex-style units, a single-family detached unit, a 10-foot landscape buffer, a six-foot brick wall along the property perimeter, an open space amenity area, and emergency access with a gated opticom-controlled driveway on Old Denton. The applicant stated the homes would be for sale in the roughly $300,000 range and that 20 percent of the land would be open space. The commission discussed moving the alley gate north and paving the full alley so two properties would not lose access. The project was approved with staff stipulations and additional alley requirements.

Key Outcomes

  • Consent agenda approved 8-0.
  • PLSUP 2020-146 approved 8-0 with staff stipulations.
  • PLSUP 2020-105 approved 8-0 with staff stipulations as modified: semitrailer truck parking spaces prohibited and replaced with landscaping; right-turn lane required subject to TxDOT approval; and north-side fueling stations limited to five trucks and two automobiles, totaling seven stations. Referred to the City Council for January 12, 2021.
  • PLZ 2020-142 approved 8-0 with staff stipulations.
  • PLZ 2020-145 approved 8-0 with staff stipulations and additional stipulations to move the alley gate north and pave the entire alley. Referred to the City Council for January 12, 2021.
  • Staff announced that no Planning and Zoning cases went to the City Council in November; the next Planning and Zoning Commission meeting and the December 15 City Council meeting will be virtual due to the pandemic. The regular meeting adjourned at 9:01 p.m.
