Summary of Proceedings

Carrollton Planning and Zoning Commission Telephonic Meeting - February 4, 2021

The Carrollton Planning and Zoning Commission met by telephone/Zoom on February 4, 2021. The briefing session began at 6:15 p.m., and the regular meeting was called to order at 7:13 p.m. and adjourned at 8:30 p.m. Eight of nine commission members were present; Commissioner Tony Romo II was absent. All votes were unanimous, 8-0. The agenda included a consent calendar, three public hearings, one continued case, and a preliminary plat.

Consent Calendar

  • Minutes of the January 7, 2021, meeting were approved.
  • Final plat for Baxley Estates, an approximately 3-acre tract on Baxley Street (1500 and 1600 blocks), was approved as presented with no stipulations.
  • Final plat for Kensington Place, an approximately 28.124-acre tract on the west and north sides of Warmington Drive at Charles Street, was approved with staff stipulations and a finding that the right-of-way dedication is necessary and proportional to the proposed development.

Public Comments & Testimony

  • For Meadowbrook Square (PLRP 2020-165), staff reported receiving a comment card from an adjoining property owner in support of the replat; no public speakers appeared.
  • For Landmark Corner (PLZ 2020-153), two comment cards in support were received; no public speakers appeared.
  • For Carroll Crest zoning (PLZ 2020-174), Dan Claiborne and Cynthia Claiborne, residents of 1607 Crosby, spoke. Dan Claiborne opposed placing live/work units on the north side of Crosby and opposed on-street parking on Crosby, citing safety concerns. Cynthia Claiborne asked about environmental and flood impacts related to altering the creek. The applicant responded that the creek is jurisdictional and its center line would not be altered, that the city is upsizing culverts under the DART rail, and that drainage improvements would handle flow. Staff noted that parallel parking on Crosby would be offset from the existing 44-foot-wide road pavement.
  • No public speakers appeared for Avenida Carrollton (PLZ 2020-162) or the Carroll Crest preliminary plat.

Discussion Items

  • Meadowbrook Square (PLRP 2020-165): Replat of approximately 0.483 acre at 2200 Glen Helen Circle to abandon a portion of a detention and drainage easement. No lot lines would change. The replat dedicates two 5-foot by 5-foot corner clips. Staff recommended approval.
  • RepoPost.com (PLSUP 2020-171): Request for a special use permit for used automobile or light-load truck sales in a 220-square-foot sublease space within Suite 216 at 1445 MacArthur Drive, zoned Light Industrial. The applicant operates an internet-based dealership that has been in the space since 2013; the Texas DMV requires a city certificate of occupancy. Staff recommended approval with revised stipulations limiting any on-site vehicle inventory to five designated parking spaces and prohibiting banners, inflatables, pennants, and similar outdoor signs.
  • Landmark Corner (PLZ 2020-153): Request to rezone an approximately 1.5-acre tract at the northeast corner of Trinity Mills Road and Dickerson Parkway to Planned Development PD-045, Multifamily Residential District MF-18, for a five-story mixed-use building with 27 multifamily units, approximately 6,900 square feet of commercial/retail space, and parking. Staff recommended approval.
  • Avenida Carrollton (PLZ 2020-162): Request to amend zoning on an approximately 10-acre tract at the northwest corner of Josey Lane and Arbor Creek Drive to allow multifamily use. The applicant requested a continuance to the March 4, 2021 Planning and Zoning Commission meeting to complete a traffic impact analysis and revise plans. Staff recommended opening the public hearing and continuing the case.
  • Carroll Crest Zoning (PLZ 2020-174): Request to amend Planned Development PD-216 on approximately 20 acres along Crosby Road to revise the concept plan and development regulations. The proposed plan includes 206 lots: 34 single-family detached homes, 52 townhomes, and 16 live/work units. Changes include front-entry townhomes, revised courtyard and street tree designs, reduced lot depth from 40 to 35 feet for three single-family lots, 24-foot-wide alley rights-of-way with 20-foot pavement and 20-foot emergency vehicle radii, and an 8-foot HOA-maintained board-on-board fence along the future hike-and-bike trail. Water features in courtyard examples were removed over maintenance and operating cost concerns. Staff recommended approval.
  • Carroll Crest Preliminary Plat (PLPP 2020-173): Preliminary plat for the same approximately 20-acre tract, showing phasing, streets, alleys, easements, drainage, and common areas. Approval is conditioned on City Council approval of the associated zoning request and right-of-way abandonment. Staff recommended approval.

Key Outcomes

  • Consent agenda items 1-3 approved 8-0.
  • PLRP 2020-165 Meadowbrook Square approved 8-0 after closing the public hearing, with staff stipulations and the right-of-way finding.
  • PLSUP 2020-171 RepoPost.com approved 8-0 after closing the public hearing, with revised stipulations 2 and 3.
  • PLZ 2020-153 Landmark Corner approved 8-0 after closing the public hearing, with staff stipulations.
  • PLZ 2020-162 Avenida Carrollton continued to March 4, 2021, with the public hearing kept open, by an 8-0 vote.
  • PLZ 2020-174 Carroll Crest zoning approved 8-0 after closing the public hearing and will be forwarded to the City Council in approximately four weeks.
  • PLPP 2020-173 Carroll Crest preliminary plat approved 8-0 with staff stipulations.
  • Staff reported that the City Council had recently approved the Old Denton child care center and the OR hospital expansion, denied the QT case by a 3-4 vote, and would continue discussing comprehensive subdivision ordinance amendments at the March meeting. A possible commission training session was also mentioned for March or April.
