Summary of Proceedings

Carrollton Planning & Zoning Commission Meeting: August 5, 2021

The Planning and Zoning Commission of Carrollton, Texas, held its regular meeting on Thursday, August 5, 2021, beginning at 7:00 PM. All eight commissioners present voted unanimously on every item on the agenda. Commissioner Denham was absent. The meeting covered a consent agenda, two public hearings, and a staff update on recent City Council actions.

Public Comments & Testimony

No members of the general public provided testimony. Applicants and staff presented during the public hearings.

  • Item 4: Trails at Arbor Hills Replat (PLRP 2021-097): Brian Wade of RL Goodson Engineers answered commissioner questions regarding the replat and easement abandonment.
  • Item 5: Newcrest Coffee Centre Zoning Amendment (PLZ 2021-103): Jonathan Vinson and Luke Steinback of the Stainback Organization spoke in favor of their request to amend the PD for a Dutch Brothers coffee kiosk. They advocated for reducing the minimum lot size from 40,000 to 35,000 square feet, arguing the standard was outdated and excessive for a 950-square-foot building.

Discussion Items

  • Consent Calendar: Approved 8-0. Items included the July 1 meeting minutes, a replat in Original Town (with a right-of-way finding), and a site plan for a Birdcall Restaurant drive-through (with staff stipulations).
  • Trails at Arbor Hills (Item 4): Staff recommended approval. Discussion focused on the utility easement abandonment. The commission voted 8-0 to approve the replat as submitted. This was a final action.
  • Newcrest Coffee Centre (Item 5): Staff recommended approval of the PD amendment but specifically opposed the lot size reduction, citing the PD's long-standing 40,000 square foot minimum and concerns over setting a precedent. The traffic engineer confirmed the site would only accommodate right turns onto Trinity Mills Road. Commissioner Carpenter stated the staff's reasoning against the lot size reduction was not compelling.
  • CZO Text Amendments (Item 6): Withdrawn from the agenda.

Other Business

  • Staff Report: Staff provided an update on City Council actions from August 3, 2021. Council approved cases for Medina School, Lionheart Children's Academy, and Texas Strong Power Sports. The Special Use Permit (SUP) for the Popeyes on Hebron Parkway was repealed. The Texas Collision Center was denied.

Key Outcomes

  • Case PLRP 2021-097 (Trails at Arbor Hills): Approved 8-0. Final action.
  • Case PLZ 2021-103 (Newcrest Coffee Centre): Approved 8-0 with staff stipulations, which maintained the 40,000 square foot minimum lot size. Forwarded to City Council for September 14, 2021.
  • Case PLZT 2020-113: Withdrawn.
