2:31

Commission, this uh is a request for a special use permit for uh used used automobile and light load truck sales at 1510 Randolph Street, specifically suite 406 as shown on this picture.

2:45

The applicant is requesting to uh sell uh used automobiles uh out of the suite.

2:52

All the automobiles will be in uh stored indoors at all times.

2:56

Uh other stipulations that staff is recommending um with our um recommendation would be that uh the use will only be allowed at Suite 406.

3:08

The vehicle shall be on drawers, uh the vehicles on site for the purpose of being sold cannot be parked at the street on any time, and no banners inflatable moving products, balloon pennants are sim or other similar types of signs or products shall be permitted on the vehicle inventory or elsewhere outdoors.

3:26

I uh also wanted to touch on uh stipulation D relating to the vehicles being parked on site, cannot be parked at the street at any time.

3:37

The purpose for that um would be that Randolph Street and sp uh specifically is a pretty narrow street to begin with, and any sort of cars being parked on that street would be uh an issue, and particularly with something like truck or car sales, um, just stipulating that they can't have those cars parked on that street would help mitigate any sort of potential traffic issues with the way that Randolph Street, the size being that it is uh other than that, staff is recommending approval with these stipulations, and if you guys have any questions for me, I'd be happy to answer them.

4:13

And I believe the applicant is here tonight as

Unassigned speaker

4:16

well.

Unassigned speaker

4:20

Any questions for Molly?

4:23

Commissioner Windrow.

Speaker 5

4:25

Thank you.

4:25

Hey Molly.

4:26

Uh so I noticed you pointed out the item D for the vehicles not being parked on the street at any time, but also notice C also says the vehicles for sale shall be stored in the building at all times.

4:37

Is that due to the amount of space available in the parking area in between those buildings?

Unassigned speaker

4:43

Is

Speaker 5

4:44

that the reason for that?

Speaker 4

4:45

Can you repeat the last part of your question, Commissioner Wintrow?

Speaker 5

4:50

I'm asking is the item C, all vehicles for sale shall be stored in the building at all times.

4:55

Is that because of the available space in the parking?

4:58

When you look at the pictures, there's not a lot of outdoor parking.

Speaker 4

5:02

Yes, you're correct.

Speaker 5

5:04

Alright, thank

Unassigned speaker

5:05

you.

Speaker 2

5:09

  • Dish Wireless Tower Extension (Item 8): No public speakers; the applicant was not present.
  • Metrocrest Services Revised (Item 9): Applicant Bennett Ratliff of the Ratliff Group spoke in support, explaining the shift from a phased development plan to a single-phase project and confirming that a community garden remains planned. Discussion Items

  • Big Toy Powersports (PLSUP 2021-135): Staff coordinator Molly Coryell presented the request for a special use permit for used automobile and light load truck sales at 1510 Randolph Street, Suite 406. Staff recommended approval with stipulations that vehicles for sale be stored indoors, not parked on the street, and that no banners, inflatables, or similar outdoor signs be used. Commissioner Windrow asked about parking constraints, and staff clarified the limited outdoor parking area. The commission approved the permit 8-0.
  • iDrive1 Motorcars Expansion (PLSUP 2021-150): Mike McCauley presented the request for a special use permit to allow used and new automobile sales in an approximately 24,000 square foot indoor space at 2707 Realty Drive, Suites 108 and 110. Staff recommended approval with stipulations including no outdoor display or storage of inventory and no banners. Commissioner Powell asked about access between the two suites; Commissioner Windrow asked about outdoor display space. Approval passed 8-0.
  • Dish Wireless Tower Extension (PLSUP 2021-157): Mike McCauley requested denial because the applicant had not provided a revised legal description, accurate tower elevation, or a site plan showing the tower location and exact setbacks after multiple staff requests. Commissioners Romo, Windrow, and Carpenter expressed reluctance to approve without necessary information, and Commissioner Denham noted the applicant’s letter promised prompt responses but did not deliver. A motion to deny passed 8-0.
  • Metrocrest Services Revised (PLZ 2021-149): Mike McCauley presented the amendment to Planned Development District 218, including revised conceptual plans and increased building height. Staff recommended changing the maximum height from 28 feet to 33 feet to accommodate the gable roof design. Commissioner Denham asked about the previous phased plan and temporary storage container; staff confirmed the new proposal is a single-phase project. Applicant Bennett Ratliff answered questions about the community garden. The commission approved the amendment 8-0 with the revised height.
  • CZO Text Amendments (PLZT 2021-133): Molly Coryell explained the proposed amendments to the Comprehensive Zoning Ordinance to comply with state laws, including Senate Bill 398 (solar panel regulations) and House Bill 1475 (financial hardship variances). The amendments remove solar energy system performance standards, remove a Board of Adjustment variance provision for solar panels, add a financial hardship consideration, and delete Figure 4.2 from the appendix.
