Speaker 1

2:04

the first item of business is the consent agenda.

2:07

Since there is a replat, then an approval of a subdivision plat or replat is required by state law.

2:13

If the plat meets all applicable provisions of state law in the city of Carrollton's ordinances, a plat is deemed approved by operation of law.

2:22

If no action to approve or deny a plat by the planning commission is taken within 30 days after a plat meeting, all requirements is filed.

2:36

At this time, three items.

2:39

Are there any commissioners that have any comments about the consent agenda or would like to have an item pulled for individual consideration or wish to make a motion?

2:52

Yes,

Speaker 2

2:53

Commissioner Denholm.

2:54

On the uh on the minutes, there is a minor correction on page 10.

3:00

The second to last paragraph final sentence.

3:04

The distinguishing factor is the, I believe the word should be sale instead of sell.

3:11

That's the only change I have on the minutes.

3:14

And with that, I'd like to make a motion that we approve the consent agenda.

3:18

Items one, two, and three, including any staff stipulations.

Unassigned speaker

3:23

Is

Speaker 2

3:23

there a second?

Speaker 3

3:28

Yes, Commissioner Yarrow.

3:31

I will second that.

3:32

I also have another comment though.

3:34

Um, my name is misspelled, not that it

Speaker 4

3:37

matters.

Speaker 3

3:39

And it's consistent throughout the entire report, so we're good.

3:46

I don't know how we make

Unassigned speaker

3:47

that

Speaker 3

3:47

clerical change.

3:49

Thank

The Carrollton Planning and Zoning Commission held a briefing session at 5:45 p.m. and a regular meeting at 7:00 p.m. on April 7, 2022, in Council Chambers at City Hall, 1945 E. Jackson Rd. Two of the nine commission seats were absent. No public testimony was allowed during the briefing. The consent agenda was approved unanimously; the public hearing docket included a multifamily SUP, vehicle wrap/tint, car wash, perimeter wall, daycare, and multiple zoning district amendments. Public hearing cases were forwarded to the May 3, 2022 City Council meeting.

Consent Calendar

  • The commission approved the March 3, 2022 meeting minutes with a clerical correction (the word sale instead of sell on page 10).
  • Approved Replat PLRP 2022-30, Metrocrest Lot 1R, Block 1, an approximately 4.658-acre tract at the northwest corner of North Josey Lane and Walnut Avenue, abandoning existing easements and dedicating new easements.
  • Approved PLJBL 2022-025, Prologis Belt Line, a major alternative standard under the JBL Josey-Belt Line Redevelopment Overlay for an approximately 66.5-acre tract at Belt Line Road and Webb Chapel Road to allow increased maximum building height in the PD-191/LI district.
  • The consent agenda motion by Commissioner Denholm, seconded by Commissioner Yarborough, passed unanimously with staff stipulations.

Public Comments & Testimony

  • CarollTown Apartments (item 4): Donald Bernie and Ronald McClellan, of the adjacent accounting firm at 1415 East Belt Line Road, expressed concern about overflow parking from visitors using their lot and about the proposed three-story height blocking their view. Staff noted an opposition letter had been received.
  • Tint Shop Car Wrap (item 5): An appearance card was submitted for Michelle Gonzalez, but no oral comments were made.
  • Car Wash (item 6): Andrew Shepard, CEO of Carnation Auto Spa, spoke on behalf of the applicant and answered commissioner questions; no public comments were offered.
  • Savoy II Perimeter Wall (item 7): No public testimony was offered.
  • Mickey's Town Daycare (item 8): No public comments were offered.
  • Items 9-12 (2000 Old Denton Rd; PD-63; PD-122; NS District Removal and LR-1 Amendments): No public testimony was offered.

Discussion Items

  • PLSUP 2022-029 CarollTown Apartments: Staff recommended approval of a 12-unit, three-story multifamily building on about 0.53 acre at the north side of Belt Line Road, about 125 feet east of Erie Street. The site has one access point from Belt Line, a required left-turn lane, and 19 on-site parking spaces versus the 18 required (1.5 per unit). Stipulations cap units at 12 and allow up to 38 feet/three stories. Applicant Terry Wright of Right Group Architects said the unit mix would be six one-bedroom and six two-bedroom units and estimated rents starting around $1.75 per square foot. The motion to approve passed 6-1, with Commissioner Martin voting against.
  • PLSUP 2022-027 Tint Shop Car Wrap: Staff recommended approval of a special use permit for a vehicle wrap and window tint business in a 2,200-square-foot suite at 1800 N. I-35E, Suite 112. Vehicle access is from the rear/east side of the building. The motion passed unanimously.
  • PLSUP 2022-028 Car Wash: Staff recommended approval of a full-service car wash on 1.21 acres at 1401 West Hebron Parkway. The proposal removes an existing lube center, adds parking and customer detailing/vacuum spaces, refreshes the building, and upgrades landscaping. Andrew Shepard said the existing auto body tenant would remain for about two years and the space would later become equipment storage. The motion passed unanimously.
  • PLZ 2022-026 Savoy II Perimeter Wall: Staff recommended approval of a PD-52 amendment for the approximately 19.5-acre Savoy II subdivision along Keller Springs Road to replace decaying masonry panels with board-on-board wood screening while retaining brick columns and wrought iron. A stipulation requires replacement in complete sections. The motion passed unanimously.
  • PLSUP 2021-206 Mickey's Town Daycare: Staff recommended approval of a child daycare in a 4,100-square-foot suite at 2155 Marsh Lane, Suite 124. Transportation staff said a northbound Marsh Lane driveway with about 100 feet of left-turn storage was reviewed. Commissioner Foster opposed the SUP, citing Marsh Lane congestion during rush hour; Commissioner Denholm supported it, noting the traffic engineering review. The motion passed 6-1, with Commissioner Foster voting against.
  • PLZ 2022-017 2000 Old Denton Rd: Staff-initiated rezoning of about 0.686 acre from Neighborhood Service (NS) to Local Retail (LR-1) with a one-story height limit. The motion passed unanimously.
  • PLZ 2022-023 PD-122 Amendment: Staff-initiated amendment to PD-122 at the southwest corner of North Josey Lane and King Arthur Boulevard, changing the base zoning of Tracts 2 and 3 from O-4/NS to O-4/LR-1. Commissioner Martin asked about the purpose; staff explained it aligns with eliminating the NS district and permits a slightly larger set of uses, not current development plans. The motion passed unanimously. The commission considered this item before item 10.
  • PLZ 2022-022 PD-63 Amendment: Staff-initiated amendment for the 1.37-acre northeast corner of East Frankford Road and Standridge Drive, changing the base zoning from NS to LR-1. The motion passed unanimously.
  • PLZT 2021-250 NS District Removal and LR-1 Amendments: Staff proposed text amendments to eliminate the Neighborhood Service district, repeal Article XIII, remove the NS column from the land use matrix, and prohibit theaters, beverages manufacturing, jewelry and silver manufacturing, and sign manufacturing in LR-1. Staff said outreach included property owners and neighbors within 200 feet. The motion passed unanimously.
