and stand in front of you today to recognize an outstanding performance of Carlton staff.

0:51

I know it's usually uh not customary of us to come forward and talk about our staff and what a fantastic job they do.

0:59

So uh before I get started about this one individual, let me introduce myself.

1:04

I am Ravi Shaw, I'm the executive director of development.

1:07

Um in my 31 years working for the city of Carrollton, I've had the privilege to work with some of the best professionals in municipal development.

1:17

And while our staff in engineering, fire planning, building inspections, legal, and many of the departments that are represented here today support the planning and zoning commission.

1:30

There stands one employee within our organization and within our development services whose outstanding performance needs to be recognized in front of the planning and zoning commission.

1:41

And I think it's very important to do that, Mr.

1:43

Chairman.

1:43

So I'll take a few minutes.

1:45

Um this individual started working here in 2008, uh, left us to work in California out of all the places where there is no real good planning.

1:57

Uh he onwards went to Wichita Falls again.

2:01

I'm not sure what kind of planning they do in Wichita Falls, but they do some.

2:05

And then he finally came home back to Carrollton in 2016.

2:10

Um I actually had to make a personal phone call uh to drag him over here.

Unassigned speaker

2:16

Uh,

Speaker 2

2:16

this employee is a great example of all his team.

2:19

Uh, not only does he exemplify Carrollton's core values but also exemplifies uh proper customer service to our clients and our customers.

2:30

His work, uh close he works closely with you,

Unassigned speaker

2:33

the

Speaker 2

2:34

planning and zoning commission, and he presents your recommendations to the city council.

2:40

Ahead of each council meeting, his presentations are provided in a very timely manner, communicating how each presentation should be articulated, and each presentation is thoroughly created and organized so that council can deliberate and make an informed decision.

Unassigned speaker

2:58

So

Speaker 2

2:59

you may have guessed by now who I'm talking about.

3:01

Uh it's none other than Lauren Shapiro.

3:04

Lauren is always prepared to answer any questions uh that are thrown his way,

Unassigned speaker

3:09

and

Speaker 2

3:10

the depth of his knowledge is very evident, not only in the planning field, but in the development field as

Unassigned speaker

3:15

well.

Speaker 2

3:17

Regardless of the feedback received

Unassigned speaker

3:20

from

Speaker 2

3:20

council,

Unassigned speaker

3:21

the

Speaker 2

3:21

planning and zoning commission, or the citizens' reaction.

3:25

Lauren stays calm, cool, and collected, answering every question to the best of his ability, even if it plays Havoc within his work schedule.

3:35

I've never seen Lauren not to fulfill his duties as a planning manager.

3:42

Lorne also went out of his way to attend the City Council's Vision 2040, which is a very important workshop that continues to better the city of Carrollton.

3:51

His understanding of the process to help ensure the downtown master plan, which the planning and zoning commission has heard about and will continue to hear about, um, will become a true success because of his efforts.

4:04

He stayed the entire time of the event during the

Unassigned speaker

4:08

uh

Speaker 2

4:08

city council vision 2040.

4:11

He was engaged, he asked the proper questions of the facilitators and was extremely complimentary of the entire workshop.

4:19

This, by the way, the City Council Vision 2040 is administered in another department.

Unassigned speaker

4:25

Uh,

Speaker 2

4:25

Lauren, however, took the initiative to work closely with that department to offer his planning skills.

4:31

His thoughtfulness and commitment to his job and to the city were very apparent, and he really made uh all of us look good and stand out as a true team player.

4:42

Uh Lauren has volunteered to work to bring the downtown master plan to life.

The arcade would feature approximately 30 claw machines, 4 rope-cutting machines, and 2 photo booths. The applicant requested weekend operating hours from 11:00 AM to 10:00 PM (originally 2:00 PM to 10:00 PM).
  • Public Comment: One speaker (Conchita Timmy) expressed concerns about unsupervised children and late hours. Two comment cards were in favor.

  • Public Comment: Two comment cards opposed, one in favor. The applicant's property manager spoke, emphasizing that work would be conducted indoors and that the business would not use paints or create noise.
  • Outcome: A motion to approve with stipulations (limiting use to vinyl wrap, window tint, and window replacement) was made by Commissioner Martin and seconded by Commissioner Powell. The motion failed with 6 votes against (Commissioners Foster, Yarborough, Wendrow, Powell, Kramer, and Herman) and 2 in favor (Commissioners Martin and but apparently only Martin? tally as stated: six against, two for — but from transcript, the six against were specifically named: Foster, Yarborough, Wendrow, Powell, Kramer, Herman. Thus Martin and likely one other (possibly Doyle?) were for. The motion failed 2-6. The applicant has 10 days to appeal to the City Council.
