Eight of nine commissioners were present (Commissioner Yarborough absent). The commission considered seven public hearing items, including special use permits for event centers, short-term rentals, a zoning correction, and a planned development amendment. The meeting adjourned at 10:33 PM.

Public Comments & Testimony

  • Dallas Palms Event Center (Item 2): No public testimony. The applicant spoke briefly but no public comments were made.
  • Josey Lane Event Center (Item 3): No public testimony. The applicant reported no public comments received despite two mailings.
  • 4017 Black Oak Drive STR (Item 4): Multiple residents spoke in opposition, citing noise, parking overflow, trash, and security concerns. The property manager spoke in favor, noting they live nearby, have monitoring systems, and have had no police complaints.
  • 4027 Red Maple Drive STR (Item 5): Multiple residents spoke in opposition, emphasizing proximity to a park, potential for crime, property value decline, and neighborhood stability. The applicant (owner/manager) spoke in favor, explaining their background checks, sound monitoring, and insurance-relocation focus.
  • Just Pots Pottery (Item 7): One citizen spoke in favor, comparing it to a similar destination store in Houston and expressing support for the concept. No opposition testimony.

Discussion Items

  • Item 1 – Minutes: Approved unanimously.
  • Item 2 – Dallas Palms Event Center SUP Amendment: Staff presented the request for a 1,126 sq ft extension. New stipulations included limited hours and outdoor music restrictions (10 AM – 8 PM) due to past noise complaints. Commissioner Overholt raised traffic access concerns. The commission approved with staff stipulations unanimously.
  • Item 3 – Josey Lane Event Center SUP: Staff recommended denial due to proximity to residential (75 feet) and prior noise issues. Applicant presented mitigation measures: security guards, indoor-only events, vestibule noise containment, and 109-foot setback to nearest home. After a tied initial vote, the motion was re-made and passed 6-2 (Commissioners Overholt and Windrow against).
  • Item 4 – 4017 Black Oak Drive STR: Staff recommended approval, noting no code violations or police incidents. The property manager stated the home was purchased before the STR ordinance and operated for two years without city notification. Many neighbors testified about noise, trash, parking, and security. The commission approved unanimously.
  • Item 5 – 4027 Red Maple Drive STR: Staff recommended approval. The applicant said no guests have stayed since being informed of the SUP requirement. Public testimony included concerns about proximity to a park, crime, and neighborhood character. The commission approved 7-1 (Vice Chair Martin against).
  • Item 6 – Lakehill Crossing Rezoning: Staff explained it is a city-initiated rezoning to correct the base zoning from Duplex to Multifamily (MF-18) for an existing 77-unit complex. No public comments. Approved unanimously.
  • Item 7 – Just Pots Pottery: Staff recommended denial due to excessive outdoor display (120,000 sq ft vs. 500 sq ft allowed by code) and insufficient parking (61 proposed vs. 112 required). Applicant argued it's a unique destination retailer with proven demand from their San Antonio location. After extensive discussion, the commission accepted a motion to continue the case indefinitely to allow the applicant to add 25 parking spaces (total 86) and revise the concept plan for staff review. Motion passed unanimously.
