The reason I wanted to uh have some further discussion on this is it's it's not a case uh that uh where the public was notified.

5:17

This is just a technical uh thing between the school district and the city, but because it impacts the neighborhood around the school, I wanted to at least make uh aware of the situation there to the neighborhood and uh to the city council.

you.

5:56

The uh the school is uh located on Scott Mill Road, which is uh the only real access into the school.

Carrollton Planning & Zoning Commission Meeting Summary - May 7, 2026

The Carrollton Planning & Zoning Commission met on Thursday, May 7, 2026, at 6:30 PM in City Hall. The commission addressed nine agenda items, ranging from routine consent items to contested public hearings on zoning amendments. Key votes included the approval of a Walmart gasoline station over staff's recommendation for denial, and the failure of a motion to expand the Salazar Grimes Learning Center.

Consent Agenda

  • Approved (Items 1 & 3): The commission approved the March 5, 2026 meeting minutes and the replat of Luna Business Park.
  • Thompson Elementary School Addition (Item 2): Commissioner Overholt pulled this item for discussion, raising concerns that the addition of 178 students would exacerbate existing traffic queuing on Scott Mill Road. Staff from the Planning and Transportation Engineering departments confirmed a Traffic Impact Analysis was completed and a dual-lane queuing system on site would accommodate the increase. The motion to approve carried 8-1, with Commissioner Overholt dissenting.

Public Comments & Testimony

  • Salazar Grimes Learning Center (Opposition): Two residents spoke against the proposed expansion.
    • Martha Schroeder (Keller Springs Village HOA): Questioned the traffic impact on the neighborhood's narrow streets, the lack of a school zone, and the doubling of the student population.
    • Aaron Russell (Adjacent Resident): Cited concerns over speed on Keller Springs Road, privacy, and prior incidents of trespassing and theft from the existing school.

Discussion Items

  • Highlands Alternate Screening Material (Item 4): The commission unanimously approved replacing a 2-foot masonry wall with a 6-foot wrought iron fence and landscaping in a 0.05-acre alley ROW. The project is partially funded by a city matching grant. Staff noted this is a final decision by the commission and does not require City Council action, correcting a prior statement that it would be forwarded.
  • Sarang Mission Day Care (Item 5): The commission held a public hearing and unanimously approved amending SUP 485 to add a daycare to a church at 3918 Old Denton Road. No additional traffic study was required due to staggered operating hours.
  • Walmart Gasoline Station (Item 6): Despite a staff recommendation for denial over a prohibited automotive use in PD-005 and poor building orientation, the commission voted 7-2 to approve the zoning amendment. The applicant argued the station meets community needs and provided enhanced landscaping and a deceleration lane. The item will proceed to City Council.
  • AutoZone Auto Parts Store (Item 7): The commission unanimously approved a PD amendment to allow an auto parts store at 4815 North Josey Lane without a Special Use Permit.
  • Selective Auto SUP Amendment (Item 8): The commission unanimously approved amending SUP 405 to allow the sale of boats and trailers at 1010 Hutton Drive, with stipulations for storage under existing canopies.
  • Salazar Grimes Learning Center (Item 9): The motion to amend PD-022 to expand the DAEP and Diploma program school at 2416 Keller Springs Road failed 4-5. Commissioner Doyle expressed strong disappointment in the school district's absence and questioned parking logistics. The applicant has 10 days to appeal the decision to the City Council.

Key Outcomes

  • Approved Unanimously: Items 4, 5, 7, 8. (Items 5, 7, 8 forwarded to City Council. Item 4 is a final commission decision).
  • Approved with Dissent: Item 2 (8-1), Item 6 (7-2).
  • Failed: Item 9 (4-5).
  • Training: Staff announced training sessions for Planning & Zoning Commissioners on May 9-10 and May 16-17.
