The Planning & Zoning Commission held a briefing session at 6:00 p.m. and a regular meeting at 6:30 p.m. on June 4, 2026, at City Hall. Seven of nine commissioners were present (Commissioners Sullivan and Pendleton absent). The meeting covered five consent agenda items and two public hearings. All votes were unanimous (7-0) where taken.

Consent Calendar

  • Minutes: Approved the May 7, 2026 meeting minutes.
  • Final Plat for Grocer Carrollton Addition: Approved for an approximately 17.15-acre tract at Parker Road and Josey Lane (Case PLFP 2026-075).
  • Replat for Woodlake School Addition Number 2: Approved for an approximately 10.878-acre tract at 2915 Scott Mill Road (Case PLFP 2026-082).
  • Replat of Corinthians Addition: Approved as presented without stipulations for an approximately 11.456-acre tract at 3500 Old Denton Road (Case PLRP 2026-072).
  • Replat for Carrollton Industrial Park: Approved with a finding that the right-of-way dedication is necessary and proportional for an approximately 12.167-acre tract at 1015 Hutton Drive and 1413 Dunn Drive (Case PLFP 2026-077).

Public Comments & Testimony

  • No public comments were made on the consent agenda.
  • Case PLSUP 2026-076 (Permanent Makeup): The applicant, Danny Trails (representing his wife), stated the use is strictly for permanent makeup and not for tattoos or piercings. A written comment in support from Wanda Pruitt was received; she did not speak.
  • Case PLSUP 2026-064 (St. Anthony Sports Field): Raymond Crumrine (1009 Jeanette Way) spoke in opposition, expressing concerns about traffic congestion, difficulty exiting his driveway due to pick-up/drop-off traffic from nearby schools, and the removal of the Denton Drive exit. He acknowledged the school has been a good neighbor otherwise. The applicant, Jennifer Vukolich (representing Precision Preparatory), responded that a traffic impact analysis showed minimal impact and committed to being a respectful neighbor. She requested approval.

Discussion Items

  • Case PLSUP 2026-076 (Permanent Makeup): Staff presented the request to amend SUP-18 to allow permanent makeup (classified as tattoo parlor/piercing/permanent makeup) in a 152-square-foot space at 2515 North Josey Lane (LR-2 zoning). The SUP would limit the use to that square footage anywhere within the building. The site has ample parking. Commissioners clarified that the suite is not fixed but the total area is capped. The applicant confirmed the use is limited to permanent makeup. No further public testimony.
  • Case PLSUP 2026-064 (St. Anthony Sports Field): Staff presented the request to amend SUP-263 for the 4.02-acre site at 2040 North Denton Drive (SF-7/14 with SUP) to allow a turf sports field, remove 26,500 square feet of parking (leaving 73 spaces, 40 required), and add landscaping along Jeanette Way and Denton Drive. The proposal includes a traffic management plan with staggered arrival/dismissal times (45-minute gaps) and a queue extending around a parking island to provide 475 feet of stacking space. Staff recommended approval with stipulations, including an 8-foot sports field enclosure (defined separately from the fence code) for safety. Commissioners questioned the definition of "sports field enclosure" and the height. Building inspection clarified it would be a chain-link or similar fence at 8 feet to prevent balls from exiting. Traffic engineer confirmed the site plan directs all pick-up/drop-off traffic to exit onto Jeanette Way during peak times. The applicant confirmed they would review the current school's traffic management and consider adding a guard. Commissioner Doyle suggested considering a guard at the exit.

Key Outcomes

  • Consent Agenda: Approved unanimously (7-0).
  • Case PLSUP 2026-076 (Permanent Makeup): Public hearing closed; motion to approve with staff stipulations passed unanimously (7-0). The case will be forwarded to the City Council meeting on July 7, 2026.
  • Case PLSUP 2026-064 (St. Anthony Sports Field): Public hearing closed; motion to approve with amended staff stipulations passed unanimously (7-0). The case will be forwarded to the City Council meeting on July 7, 2026.
  • Other Business: No staff reports or other business.
