Carson City Regional Transportation Commission Meeting – February 11, 2026
The Carson City Regional Transportation Commission (RTC) met on February 11, 2026, to consider several transportation items, including certification of road mileage, contract awards for pedestrian safety and road reconstruction, a highway agreement for school zone safety, and a BUILD grant application for the Fifth Street Roundabout. All action items were approved with four votes in favor and one member absent.
5A. Certification of Road Mileage
- Kelly Norman, Senior Transportation Planner, presented the updated 2025 road mileage: 304.59 public center line miles and 300.17 miles eligible for motor fuel tax. The board certified the totals as presented. Vote: 4-0-1.
5B. West Carson Vulnerable Pedestrian Safety Improvement Project
- Casey Sylvester, Transportation/Traffic Engineer, presented the project to add sidewalks along corridors near Carson Middle School and Bordewick Bray Elementary School on Fifth, Musser, and Telegraph Streets. Contract awarded to Spanish Springs Construction for $1,629,213 with an 8% contingency of $130,337, for a total not to exceed $1,759,550. Vote: 4-0-1.
5C. Roop Street Reconstruction Project
- Project includes pavement rehabilitation, sewer line replacement, and water line work on Roop Street between Fifth and Musser Streets. Contract awarded to FW Carson Company for $1,764,744 (base bid $1,728,024 plus bid alternate two for pedestrian push buttons $36,720) with a 10% contingency of $176,474, total not to exceed $1,941,218. Alternate one (extending to Caroline) was excluded due to available budget. Vote: 4-0-1.
5D. Solomon School Zone Safety Project Agreement with NDOT
- Highway Safety Improvement Program (HSIP) agreement providing $689,034 in federal funds, with a 5% local match of $36,265, plus additional funding for a total project cost of $772,300. The project covers safety improvements along William Street near Seeliger, Fremont, and Carson High Schools. Design is ongoing; construction expected to advertise late summer. Authorized Transportation Manager to execute the agreement and future amendments not increasing total by more than 10%. Vote: 4-0-1.
5E. BUILD Grant Application for Fifth Street Roundabout Improvement Project
- Chris Martinovich, Transportation Manager, noted the city recently received $3 million in congressionally designated spending for this project. He recommended reducing the BUILD grant request accordingly. After discussion, the board amended the request to $3.3 million with a 5% local match. Supervisor Shuddy disclosed a familial relationship with Mr. Martinovich but stated no disqualifying conflict. Motion approved. Vote: 4-0-1.

- 6A Transportation Manager's Report: Upcoming FY27 budgets (April), District 4 roadway prioritization (local roads next month), Office of Traffic Safety grant for Safe Routes to School, and Board of Supervisors retreat discussion on road acceptance criteria.
- 6B Street Operations Report: December 2025 activities included pothole repairs, sidewalk and curb ramp work, shoulder grading for drainage, and holiday decoration installation/removal. Board commended staff for efficiency and transparency.
- 6C Project Status Report: Review of revenues (flat fuel taxes, volatile sales tax due to new state system) and project status. Board requested a future report on the condition of worst roads, costs of reconstruction vs. preservation, and developer road construction costs. Coordination with state projects near the Capitol complex was discussed.

5A. This is for possible um action to certify the Nevada Department of Transportation's total mileage of Carson Cities. And this course is on the next page. Roads. Kelly, are you gonna give us a highlight on this, please? Thank you, Madam Chair. Kelly Norman, Senior Transportation Planner. State law requires a public hearing in which the roads maintained are identified and presented. This item serves as that hearing. The Carson City Road mileage has been updated for 2025 to reflect an updated total of 304.59 public center line miles and 300.17 center line miles of roads eligible for a motor fuel tax. The public road mileage is shown in exhibit two, and the motor fuel tax mileage is shown in exhibit three. If approved by the RTC, staff will submit these totals and the accompanying GIS feature layers reflecting the new totals to the state of Nevada for approval. That concludes my comments. Does any member have a question? Yes, yeah, just to comment. It looks like NDOT audited in the last year and found a couple little errors here and there and those got corrected good. I'm glad we're doing that. And then just to uh make it clear that every time Carson City accepts new roads from new subdivisions or whatever, those are reflected in this as well. So that reflects the changes in the past year. Okay. Thank you. You're welcome. Any other questions, comments? Uh Mr. Costa. Um just had a quick question. Could you explain or highlight why there was a difference between the road mileage? Between last year and this year? Or you mean between motor fuel eligible in the total motor fuel and in total. What makes it eligible for motor fuel? Um there are different definitions according to NRS on what is um public center line mile eligible versus what is motor fuel tax eligible. Motor fuel tax has to be accessible to the public and be a condition of C or better. There's uh a picture in exhibit one that demonstrates a difference between B and C. And so it includes dirt roads too. And so this would be uh characterizing a dirt road. That it has to be in a good condition so that a normal uh you know, four forter car can passenger car can get down the road. Um, and so that's a a level condition C. And so if it's not in that condition, or if it has a gate across it, or there's signs limiting um people, then um it's no longer considered motor fuel tax eligible. Okay, thank you. Yes.
