Approve Regional Emergency Medical Services Authority, REMSA as a class two FBO providing air medical transport service to Carson City and surrounding region, including services provided by their care flight division and their part 135 entity, Air Methods Corporation for use by REMSA.

Okay, so um working with RemSA throughout this process has been uh really pleasant.

They're very professional company.

Um there are some moving parts uh to this application, it's a little bit not standard.

Um if you look at the moat proposed motion, um Rimza is the parent of CareFlight, uh which is just a division um of RemSA, and also there's another company involved, Air Methods Corporation.

Uh this approval is gonna be for RemSA for the FBO permit to be able to utilize the care flight division and air methods to run this operation.

Um we did it this way because any company operating at Carson City Airport providing a commercial service needs to have an FBO permit.

Uh so we made sure that the full scope of their operation was covered by this uh agenda item.

Um the operation itself is uh air medical operation.

9:36

Um probably heard of Remza or a care flight.

9:42

Uh they've been coming in and out of our airport for a very long time.

9:45

Uh personally been involved with search and rescue operations where they were deployed, and they've always been fantastic company.

Um they presented a very good application and they had checked all the boxes, uh the required boxes.

But those have been reviewed by myself and Steve Takis.

They've also provided insurance.

I did request some additional items to be included with their application.

One of them it directly addresses a fuel trailer that they'll be utilizing.

Their fuel trailer operation would normally require a self-fueling permit if they were not operating with another FBO.

But they have come to an agreement with Stellar Aviation so that they will be operating under Stellar's SPCC plan and their spill prevention and containment plan.

And they will be operating under their Stellar's supervision.

So they will be all of the requirements from the self-serve self-fueling permit are met by them operating under a class one FBO that already has that fuel service.

If they were to start trying to sell fuel to other parties or acquiring fuel from other sources or something like that, then they would still need be required to get a self-fuel permit.

But they you see in this packet, they executed a letter from Stellar where it's signed by both parties that they will be operating under that class one FBO for that fuel operation.

So that checks that covers the basis for that.

So they won't be required to have an additional self-fuel permit as long as they're operating under those, that criteria.

Also, there it was concern, safety concerns about the uh arrival and departure from the south ramp to the stellar hangar with a helicopter like that.

Um throughout this process, they presented multiple approaches and departure departure procedures.

We reviewed them all in detail, and ultimately we decided that they need to have more freedom than us tying them down to a specific approach or departure.

You do see the letter uh where they get into detail about this attached, about their plan, and it's essentially they're gonna follow standard procedures.

Now, one thing about this company is that they operate in hazardous environments all the time.

That's what they do.

12:32

Uh, for them to be able to do a uh steep departure and arrival from the ramp, it is within their skill set and within their helicopter's performance envelope.

Um straight up and straight down is very difficult for a helicopter and for a helicopter pilot.

However, they've proven that they're more than qualified to do so with no issues.

Um I gave them an interim approval for this operation.

12:58

So they have been operating out of stellar for about a month, and we've been able to watch them come and go.

And um, as suspected, it's been very safe, and they've not created any hazards for any other aircraft.

Some particular concerns that were brought up was they're uh crossing the active runway.

Um they will be primarily coming and going from the north, so they would be crossing the active runway.

Umfortunately, there's not an advisory circular that specifically addresses this procedure, but um air traffic control either typically typically at a controlled airport, it has them cross midfield or over the numbers, depending on the circumstances.

Um this is one of the reasons why we don't want to tie those pilots down to a particular operation because they need to be able to make a decision based off of the circumstances.

There was a pilot who um, I'm not sure, I don't recall if they were arriving or departing, but they were um on 2-7, and um the REMSA pilot made sure to depart behind that aircraft, not in front of them, uh, ensuring there was no wake turbulence uh from the helicopter that would disturb their operation and did not create a hazard for anybody.

Um that being said, I think that REMSA being at Carson City Airport would be a great benefit to our community, be a great benefit to the airport, uh, and I think they absolutely meet all of the requirements to be an FBO, class two FBO at Carson City Airport.

Yeah, I've reviewed all the elements of the application.

They've checked all the boxes.

As Corey mentioned, we have a couple of interrelated entities that are all related to REMSA.

Um fact, REMSA is just the acronym for their full name, which appears in the application.

And if you look at the certificate of insurance, the second page names the additional insured, and then you can see they're all related.

I checked with Secretary of State, all the entities are current and a good and good standing.

Corey and I each looked at the financials for a nonprofit.

Their financials are very strong.

We did not feel it was appropriate to put them on a public record because they're not a publicly reported company.

Those financials are not normally public information.

I can answer any legal questions you have or any other questions that you have as well.

Steve, in your opinion, does the insurance cover sufficiently?

Yeah, to answer your question, um, yes, the insurance appears to be sufficient.

You know, it's one million dollars per occurrence.

Uh, given the nature of their operation, um, it's it's less than what we would um require for a full service FBO, but they aren't doing a full service FBO.

They're doing an in and out service uh to the community.

So, yes.

And I did review the policy carefully to make sure that there were no other gotchas in there or any other kind of issues.

But I I wasn't really expecting to find anything.

I did look at it anyway, you know, because that's the right thing to do.

Um, I wasn't expecting to find anything because you know they're insured in all the other communities around here, particularly Reno.

Um I was reading a letter here on the fueling standards, and uh Stellar realize any fuel sales and do we realize any fuel lowage fees?

Or are we out of that loop?

Yes, so Stellar does sell fuel, and they will be selling the fuel to um RemSA.

Uh RemSA this is no way prohibiting RIMSA from purchasing fuel from any other provider on the airfield.

Um but this SPC's SPCC plan that they've committed to is Stellars.

Um so if they purchase fuel, they'll be buying it from Stellar or Mountain West, and in that case, the fuel flowage fees are passed through through the FBO to the airport.

So this in no way bypasses any of that.

And that was one of the things I was looking out for.

That uh I have a relationship with a couple of the uh leadership of this organization.

I've known uh Shirley Folk and his Roberts for 25, 30 years, and I've uh used to do a lot of business with Barry DePlantis, their president when he was with IGT.

So they're both high.

I have hold them both in high regards.

I feel that uh it's a good operation and they're in good hands.

So I feel comfortable with the leadership as well as the application.

I'm you know, for myself, I'm excited uh to see them on the airport utilizing the airport and providing services to the community.

Um just watch out for those fixed wing airplanes.

Okay, so the big thing this month just happened, uh, and that is the uh ACIP meeting with the FAA.

Um primary focus of this meeting was the runway extension versus pavement reconstruction funding availability.

Um, payment services are nearing 55 pavement condition index, uh, which that is an important number because at that point the FAA requires reconstruction.

Um previously we I've talked about this in detail when we approved the ACP, but um, this was the focus of our conversation with the FAA because they've told us that if they do end up funding the runway runway extension, they may not fund uh pavement rehabilitation projects.

Um so we have been and we've been demonstrating to them that we can afford and can move forward with rehabs, but we're not able to do self-funded reconstruction projects.

Um I really brought this to their attention and encouraged them to improve our runway extension projects now because if it's if they are delayed any at all, we may have to reconsider a priorities with the ASIP and delay the runway extension until after we do these reconstruction projects.

Um, unless they pay for all of it, which is technically possible.

Um, just that's what they've told us in the past is they may not.

20:50

Um we had really good feedback from the FAA, they're definitely supportive of the extension, and I really believe they heard what I was saying about all this.

Um I'm confident that they're gonna be approving some projects.

Um they'll probably be looking at these things fairly closely and making sure that the runway extension doesn't make it to where we don't have usable taxiways.

But um, I believe if we do that runway extension now or as soon as possible, um we'll be okay.

It will just be we'll be pushing the limits.

Um overall, that meeting went really well.

Um really excited to see what they all the follow-up from that is.

Um we've been working on the budget.

21:40

Um, Jim will give you more information on the budget progress on the treasurer's report, uh, but that's been something we've put a lot of energy into this month.

Um I've been working with potential developers for new hangar development.

21:55

Uh we continue to have really high interest in hangar development at the airport.

21:59

Uh I did receive one potential site plan uh from one of those developers, which a lot of time there's a lot of talk and not much action.

This was really good to see some actual action for one of these developers.

Uh this site plan was not compatible.

Um, so I did give them some feedback, and I'm expecting a follow-up uh with a different site plan that it would be more compatible.

Uh so hopefully we'll see a new lease from that soon.

Um I added this line item in here.

Um I've had a kind of an increase of noise complaints.

Um not overall, but kind of from specific individuals.

I'm not really able to identify exactly why.

Um there was only one actual issue, and that was a low-flying helicopter.

It was not RemSA.

22:55

Um it was a valid concern that I addressed with the helicopter pilot.

Um, however, the other complaints that I've received uh had no merit.

There was no uh violation of the um noise abatement procedures, and there was not anyone creating any hazards.

Um I bring it up because one of the complaints expressed a very firm uh dissatisfaction with my performance in investigating the noise complaints.

Um I investigate every single one of these noise complaints in detail, and I follow up with all the pilots.

Sometimes it does take me a little while to get to them.

23:36

I have some pending right now, but of course, due to weather events like this and preparation for the board meeting and that sort of thing.

It's gonna it's gonna take me a little bit of time to get to them.

23:47

Um, however, it's something that we take very seriously.

23:50

Um we want to be good stewards for our community and good neighbors, and the airport is an asset to our community, and uh we want it to remain that away.

Um I will continue to do that.

Um it's uh I'm sorry that that person felt that way.

I there's not much else I can do outside of what I've done for it, and um I I wish I wish there was more we could do, but there's only so much.

Um building is coming along.

Uh the weather has contributed some to some delays.

We do have an updated schedule on that project, and that is attached.

It's a fairly detailed uh Gantt chart.

Um so we should be expecting that to be completed in a couple of months right now.

Um hopefully we don't see any more delays, but uh this weather is definitely creating some already so uh that may not delay the overall timeline of that completion date.

Um but we're getting close.

Also with that project, we are expecting to approve an additional change order.

Um this is a change order that I was originally opposed to.

Uh but after looking into the specific details of why it occurred and why we got ended up with the change order.

Um we determined that we should approve this change order.

It's really, really small in the scheme of things.

It may not even actually require board action.

Um I'll be looking into that, and it may be on the next agenda.

I'll be attending a couple of conferences coming up.

Um the Washington, DC uh government issues conference.

I attended that conference last year and was able to have discussions about the importance of runway extensions in the state of Nevada with FAA leadership.

Um following that meeting, I attended another meeting where at the uh NBAA where the director of airports directly mentioned supporting runway extensions in the state of Nevada.

Uh I think my efforts in attending that conference and vocalizing the importance of runway extensions for not just us but for the state has paid off, and I want to continue to pursue that uh until we get approval of those runway extensions.

Um this is not an issue just for Carson City.

There is a growth in jet and turboprop aircraft across the United States, and run runway we need longer runways to accommodate these aircraft.

Uh also I'll be attending the uh Western Nevada Development District annual conference, and I'll be speaking on the transportation panel.

Um I think this is important to attend these non-aviation conferences and contribute and contribute.

26:57

Um I often go to these and I find myself to be the only aviation professional there.

But the reality is aviation is a service that we provide to our communities, and each of these communities as they grow and develop need to know and understand the importance of what these airports are providing for their communities.

And while this is not specifically for Carson City, as aviation is successful across the state of Nevada, it will help Carson City airport uh become successful and will help us provide a good service for our community and overall rise our state to a better standard.

Um I think as a whole, the state could better utilize aviation.

Um I hope to contribute to these conferences and help um help make that happen.

So we have the fuel flowage fees and airport operations numbers.

I have two pages here.

One is for the complete uh numbers for last year, and then the next one is just for January.

We saw the trend continue of higher fuel sales and slightly low, slightly lower airport operations.

Um this is supporting that we have uh more jet and turboprop corporate aircraft using the airport for January.

We see an increase again in fuel sales and um a reduction in operations over the previous year.

And I'm actually kind of surprised.

I would have suspected more uh because of the wet winter we had, but I guess we kind of had a light January last year, too.

So there's one additional item that I included here is a map provided by Rick Lee.

This is additional mowing that was completed this winter season.

Normally during the winters, we're not able to do additional mowing like this.

Um, but he took advantage of the light uh snowfall we've been getting, and they've accomplished some mowing in the triangle area, which you can see detailed in that map.

Um it's very important for the airport to maintain or to reduce wildlife habitat.

Um wildlife habitat um at course tracks animals to the airfield, which are hazard aircraft.

Uh taking these types of actions when able to definitely makes the airport safer for everyone.

Uh it's both safer for the wildlife and for the aircraft to do these types of of things and reduce that, reduce those attractions.

Um, this is better for all parties involved.

Just an update on the night approval for our RNA GPS two seven approach.

Unfortunately, I don't have any additional information uh from last month.

We're in queue and we don't have any update uh from that.

I've reached out to every party that I could.

Um, and they all tell me the same thing.

And that we're simply waiting for the FAA to move forward.

I think it's more than just a flight check for a change of procedure.

Determine whether we need whether we need the medium intensity runway lighting system.

That will be one of the questions, and they are they may have to actually change the approach to some s to some degree.

So I don't suspect, I don't expect that to happen.

However, they're not just looking at it from a flight perspective, they're looking at the whole procedure.

So the procedure team is this is probably a really in-depth process that they go through.

I know the studies that lean engineering did to come up with the different potential outcomes were very extensive.

That was very expensive grant project, and that was one of the grants was just that.

And um, so the FAA is probably doing their due diligence on their their end, doing the same kind of uh fairly complex analysis.

So that's probably why it's this is a long process.

Airport Manager's Report
