The approval covers REMSA as the FBO permit holder, with CareFlight and Air Methods as operational divisions.
• To address fuel requirements, REMSA signed an agreement with Stellar Aviation (a Class I FBO) to operate under Stellar's SPCC spill prevention plan and supervision. Stellar will sell fuel to REMSA, and all fuel flowage fees will pass through to the airport. No additional self‑fueling permit is needed unless REMSA starts resupplying fuel from other sources.
• Safety concerns about helicopter arrivals/departures from the south ramp were reviewed. Staff recommended not tying pilots to specific approach/departure procedures, citing REMSA’s experience operating in hazardous environments. An interim approval for the operation has been in effect for about a month, with no reported safety issues.

Airport Manager's Report

• FAA ACIP Meeting: The primary focus was the runway extension vs. pavement reconstruction funding. The pavement condition index is nearing 55, at which point FAA requires reconstruction. The FAA indicated they may not fund both projects. Corey urged the FAA to approve the runway extension soon to avoid delaying reconstruction. He reported positive feedback and confidence in FAA support.
• Hangar Development: High interest continues. One developer submitted an incompatible site plan; feedback has been provided, with a revised plan expected.
• Noise Complaints: An increase in complaints was noted, with one specific individual expressing dissatisfaction with Corey’s investigation. He stated he investigates each complaint thoroughly and follows up with pilots, but weather and meeting preparation cause delays. One valid low‑flying helicopter complaint was addressed with the pilot; other complaints had no merit.
• Building Project: An updated schedule is attached. Weather has caused delays, but completion is expected in “a couple of months.” A small additional change order may be on the next agenda.
• Upcoming Conferences: Corey plans to attend the Washington DC Government Issues Conference and the Western Nevada Development District Annual Conference to advocate for runway extensions and statewide aviation development.
• January Operations: Fuel sales increased compared to the same month last year, while overall airport operations were slightly lower, indicating more jet/turboprop corporate aircraft usage.
• Wildlife Hazard Mitigation: Additional mowing was completed in the triangle area during winter, reducing wildlife habitat near the airfield.
